When staff outgrew the municipal buildings at Edmonds and Kingsway, a debate erupted over where to build a new municipal hall. North Burnaby residents argued against the Kingsway and Edmonds site as it was too removed for their needs, but South Burnaby residents were not prepared to accept a hall in North Burnaby. The debate was finally resolved when it was suggested that the new civic centre for the municipality be in the exact geographic centre of Burnaby. Fortunately, this meant that the new hall was to be built near Deer Lake, in the beautiful Central Valley setting. Burnaby voters accepted this decision and approved the $625,000.00 it would take to build the new structure and the official opening ceremony was held June 22, 1956 when then Reeve Charles MacSorley received the keys to the hall from the contractor.

Burnaby North and Burnaby South were the first high schools built in the City. Before the high school opened, Burnaby students had to travel to Vancouver if they wished to pursue education beyond an elementary level. In 1921, arrangements were made to use the basement of the Presbyterian Church for instruction of local students. By 1922 the Burnaby North High School opened at its first permanent location (4375 Pandora Street - which is now Rosser Elementary). In 1945, the Willingdon Avenue site was built and was used until a new building was constructed in 1961 on Hammarskjold Drive. From 1962, the school was used as Burnaby Heights Junior High school, but it closed in 1982 and the junior high students went to the new Burnaby North on Hammarskjold.

Burnaby South and Burnaby North were Burnaby's first high schools. The first rooms of the school were built in 1922 on the same grounds as the Kingsway East Elementary School. In 1940, a two-storey building was erected and additions were made in 1963, 1967 and 1972. Kingsway East closed in 1925 and its buildings were used by the high school for Industrial Arts and Home Economics. In the early 1990s, a new "urban education centre" (Burnaby South/B.C. School for the Deaf) was opened, replacing the old Burnaby South High School.

Skating on Deer Lake and Burnaby Lake was the inspiration to form the Burnaby Winter Club in the 1950s. In 1958, the volunteer group opened an indoor ice facility, still operating today at 4990 Canada Way. Originally, the facility boasted 8 sheets of curling ice, that were used to capacity by the more than 500 family and individual members in the heyday of the Club. The Winter Club was a social centre: in addition to curling, it was a popular place for banquets and dances, and a place for families to spend time together. In the 1960s, the eight sheets of curling ice were reduced to five, to make room for a sheet of hockey ice for the members’ children. Volunteer coaches were committed to excellence, and the Club produced many professional hockey players. By 1964, the Club’s first future NHL player was playing: Pee Wee player Jack McIlhargey.

By the 1950s, the Burquitlam Neighbourhood was becoming a residential and commercial centre for the northeast section of Burnaby. The Sullivan Heights area was developed as a single-family residential area with the Lyndhurst School opening in 1954. The completion of the Lougheed Highway in 1953 encouraged more commercial and retail development and fostered the growth of the neighbourhood throughout this period.

Although the Hastings street-car extension to Ellesmere opened in 1913 and there had been much speculation in the area during the real estate boom of 1909-1913, development in Capitol Hill did not really take off until after World War One when workers in Vancouver started to look to Burnaby for affordable but centrally-located neighbourhoods in which to build their homes. The 1913 one-room school had to be replaced in 1923 and in 1948, members of the community came together to build a new Community Hall.

The Cascade-Schou neighbourhood, sometimes referred to as the Cascade Heights area, includes both the Burnaby General Hospital site, the Discovery Park facilities and is bordered on its eastern boundary by BCIT. Despite these health and science developments, the neighbourhood can still be considered to be a residential community. The housing stock includes single family homes as well as newer multi-family residences that developed throughout the 1980s and 1990s.

In 1860, as the Royal Engineers constructed the road from New Westminster to Vancouver (now Kingsway), a military reserve was set aside at the trail's highest point along the ridge. This reserve provided a particularly good scenic look-out since the original forest had burned down prior to 1860, the remaining stumps offered unobstructed views. By the 1880s, the city council of both New Westminster and Vancouver eyed the reserve as potential recreation ground. As construction of the tram line was underway, the Provincial Government moved to designate the whole reserve as a park. On January 14, 1891, the Lieutenant Governor of British Columbia proclaimed it as a public recreation ground.

Although still largely a rural area during the 1920s, subdivisions began appearing in the Central Park neighbourhood at this time. Development was slowed by the Great Depression of the 1930s but the influx of commercial buildings and new housing initiatives in the post-war boom led to a period of rapid growth especially in the Garden Village subdivision which was undertaken in 1953 with the plan to build 500 modern homes in the 140-acre site. Despite the closure of the interurban line in 1953, the neighbourhood remained an active commercial and residential centre.

Central Park was one of the first and fastest-growing communities in Burnaby. Located along the electric tram line and the Vancouver Road (Kingsway), it was also chosen for a government settlement project referred to as the Central Park Small Holdings. The lands held by the Provincial Government were subdivided and sold around 1894 and by 1899 the settlement was large enough to warrant the construction of an Anglican Church there.

In the 1890s, local entrepreneurs launched electric railways in Vancouver, New Westminster, and Victoria, eager to cash in on the promise of future growth in the major cities of the time. In the Lower Mainland, two companies started building electric rail in 1890: the Westminster and Vancouver Tramway Co., which undertook the ambitious project of building the first real interurban line from New Westminster to Vancouver, and the Westminster Street Railway, who eventually built streetcar service and installed electric lighting in New Westminster. By April 20, 1891, both companies merged to form the Westminster and Vancouver Tramway Company. Local entrepreneurs Henry V. Edmonds, David Oppenheimer, Benjamin Douglas, and Samuel McIntosh, were the directors, all of whom had extensive real estate holdings in the area. Interurban service launched on June 3, 1891, travelling along 12 miles of track from New Westminster to eastern Vancouver, running through Burnaby – which was then an unincorporated area. Installing the single-track line from Vancouver to New Westminster through uneven, forested terrain was a mammoth undertaking. The clearing of the 100-foot right of way and laying the track called for a large work force, some of whom were Chinese "gandy dancers" who had worked on the Canadian Pacific Railway lines. The line was eventually taken over by the B.C. Electric Railway Company in 1897, who remained the owners until the line was finally closed on October 23, 1953 and replaced with the modern bus system. The construction of the SkyTrain along the old route in 1986 reintroduced passenger rail to this historic transportation corridor.

Description
The Charles R. Shaw House is a one and one-half storey plus basement wood-frame late Victorian era residence, located on the grounds of the Normanna Rest Home development in East Burnaby, near its original location on this site. Originally a modest vernacular Victorian structure, it has been enlarged and embellished through later additions.
Heritage Value
The Shaw House is one of the oldest surviving houses in Burnaby, and is valued as a representation of a typical vernacular pioneer house in Burnaby, and a rare survivor from the late Victorian era. The original portion of the house displays a simplicity of form and detail consistent with early local construction, while the later additions display a more sophisticated approach. Originally built in 1891, this house is valued for its association with first owner, Charles R. Shaw (1834-1916) and Mary D. Shaw (1848-1897), one of Burnaby’s earliest settlers. Born in England, Shaw immigrated to Toronto in 1869, and relocated to New Westminster in 1889, where he worked as an employee of the Mechanic's Mill Company, an early woodworking plant. After moving to Burnaby, he was unanimously elected by acclamation as first reeve (mayor) of the new municipality in 1892. In 1894, Shaw sold his house and farm and moved his family to Kamloops due to his wife Mary's failing health. After Mary died in 1897, the Shaw family returned to Toronto. The Shaw House is additionally valued for its association with a later owner, James Brookes (1884-1953), founder of James Brookes Woodworking Ltd., a mill that was a major employer in East Burnaby. Brookes bought and renovated the house in 1917. In 1927, he built a much larger house on the property (now demolished), and the original house was moved to the corner of the property to serve as a gardener's cottage for Brookes' estate. The additions made to the house at this time employed sash and milled products produced by the Brookes plant. Although altered, this Victorian era residence remains largely intact, with Brookes’s later additions.
Defining Elements
Key elements that define the heritage character of the Shaw House include its: - modest vernacular residential form, scale and massing, as exemplified by its one and one-half storey plus basement height, front gabled roof, shed roofed verandah and asymmetrical plan - asymmetrical front entrance - cladding: horizontal wooden drop siding on the original portion of the house; cedar shingles on additions; decorative octagonal cedar shingles in the front gable; original decorated bargeboards at front, with cut-out details - later renovations to the front verandah and side addition which resulted in a partially glazed porch entrance and addition with large window assemblies - square verandah columns - irregular fenestration: double-hung wooden-sash windows in a variety of configurations such as 6-over-1 and 4-over-1 windows in the original portion of the house, 12-over-1 windows, and one 24-over-1 window in the front addition - small window at front entry - fifteen-pane French front entry door - internal red brick chimney with corbelled cap

North Burnaby's waterfront was the location of a unique squatter's community known as Crabtown. Although its origins are obscure, it is believed that the first shacks were built before 1912. When the depression of 1913-1917 began, the shacks became permanent homes for impoverished workers. During the Great Depression of the 1930s, the community grew larger. Crabtown was not a slum, but a neighbourhood - the community even rallied together to build a water supply system and trails up the steep bluff with steps and banisters so children could go to school safely. In 1957, the National Harbours Board decided that Crabtown was encroaching on Federal property and evicted all 130 residents. Within a few months, residents were relocated and 114 homes were levelled.

The Eastbrook Executive Business Park opened in the 1970s and the Willingdon Green Business Centre includes buildings from the 1980s to the 2000s. Convenient access to major roads and highways fostered these developments which remain zoned for industrial uses to this day.

The BCIT site was built in the early 1960s, shortly after the Burnaby Municipal Hall was located on Canada Way near Deer Lake in 1956. The construction of the Municipal Hall at this location fostered the creation of an administrative and business centre adjacent to the park, while the northern and central areas of the neighbourhood retained their primarily residential character.
