The front cover of the pamphlet has a black and white photograph of the new municipal hall building. The pamphlet includes a brief history of the municipal halls in Burnaby, a program of events for the day, photographs of various spaces in the new hall and a floor plan. The program is printed on heavy card stock of an off-white colour. The text and images are printed in a dark blue ink.
