- "Agents of Change" was a temporary outdoor exhibit on display in Burnaby Village Museum's new Carousel Plaza in the Summer of 2021. The exhibit highlighted stories of notable people who took a stand to promote or support social justice, in the hopes of changing the world. The exhibit included: Kapoor Singh Siddoo, Kwakwa_ka_'wakw Peoples, Eileen Dailly, Ernest Winch, Laura Jamieson and Yun Ho Chang. The exhibit featured audio components that enabled the visitors to hear from the people themselves.

- In February 2001, Council formally approved the City's Corporate Records Management Program. The Program manages the creation, maintenance, and disposition of the records of the City of Burnaby. An integral part of that program is the Records Classification System and Retention Schedule (RCSRS), which provides standardized classification codes among all municipal departments and identifies the retention periods for all classes of records created or received by the City. The City Archives, opened November 10, 2001, is the official repository for all inactive civic records of permanent administrative, legal, fiscal, historical, evidential, or informational value to the City of Burnaby. The Archives is guided by its Mandate and Acquisition Policy which was first adopted by Council on August 13, 2001, and revised on September 18, 2006 to include the acquisition and preservation of private (non-governmental) records that compliment the official city records and enhance understanding of the history and development of Burnaby. "Scraps and Dragons" provides information on the origins of the Chinese-Canadian culinary dish "chop suey" and tells the story of Chinese Canadian Chop Suey restaurants, highlighting the history of the "Dragon Inn" chop suey restaurant owned by Larry Lee. "A Pig's Tale" shares informaton on the history of Chinese pig farms also known as "Piggeries" in Burnaby, highlighting the experiences of Chinese Pig farmers along Douglas Road. Films include versions with English, Traditional Chinese and Simplified Chinese subtitles.

- In 2020, due to the restrictions of COVID-19, UBC interns were asked to create virtual experiences to reimagine Burnaby Village Museum's historical Chinese Canadian programming in remote online spaces. Debbie Liang and Joty Gill (UBC alumni and graduates of Dr. Henry Yu's 2019 summer ACAM 390A Global Seminar to Asia) returned to work with Burnaby Village Museum to create two short films showcasing the history of Chinese Canadian Chop Suey restaurants and piggeries in Burnaby

The recorded interviews include Dr. John Yang (doctor of Traditional Chinese Medicine) and Denise Fong (Burnaby Village Museum's Chinese-Canadian History researcher, co curator of the Accross the Pacific exhibit and UBC PHD candidate). The interviews were conducted as part of Rose and Wei Yan's research in support of a three episode podcast series "Back to the Roots" which delves into the topics of Chinese family operated businesses, Chinese contributions to early local and alternative food systems, and Traditional Chinese Medicine and herbalism.

- In 1959 Dr. William "Bill" Baldwin (d. 1987) and his wife Ruth (d. 2009) bought a cottage and approximately two and a half acres of land on the shores of Deer Lake for $16,000. The cottage and land had been owned by one of Dr. Baldwin’s colleagues at Burnaby Hospital. The couple lived in the cottage with their two young children John (b.1958) and Susan (b.1959) for a few years before deciding to renovate and expand their home. William was close friends with Arthur Erickson, the two having gone to Prince of Wales High School and McGill University together. Ruth decided that they needed a lakeshore home rather than a renovation on their cottage and Arthur Erickson would be the man to design it. Local builder Torstein Kravik completed the house in 1965. The home is considered an early example of Erickson’s design aesthetic, demonstrating his vision of "site, light and cadence." It is thought to be the best example of West Coast contemporary architecture in Burnaby. In 2001, at the age of seventy-eight, Ruth approached the City of Burnaby about buying the property,on the condition that the house be protected and that Ruth could continue to rent the home. The City purchased it and gave it Heritage designation. As of 2010, the Baldwin home and garden is on lease to The Land Conservancy of BC (TLC) to serve as a “guest house.” It is available for lease to local residents and visitors for overnight stays.

- History
- The Bell's Dry Goods building was built in 1922 by Clifford Tuckey with a small lean to structure on the back housing a kitchen and bedroom. The building was located on the northwest corner of Sixth Street and Thirteenth Avenue in Burnaby. William Bell (1884-1952) and Flora Bell (nee Connell) (1889-1953) immigrated to Burnaby from Scotland between 1917 and 1918. In about 1924, the building was purchased by William and Flora Bell. Flora operated "Bell's Dry Goods" store out of the building and the couple lived at the back of the store. William worked as a driver for a local lumber mill. Bell's Dry Goods was in operation in this one storey building between 1925 and 1937 with the building address, 1314 Sixth Street (later 7695 Sixth Street). In 1927, they moved to a house located on Thirteenth Avenue while they converted the back of the store to include the East Burnaby Post Office. In 1937, the Bells moved the one storey "Bell's Dry Goods" building a little further north and built a two storey building on the corner. Flora continued to operate Bell's Dry Goods on the ground level of the new building until 1941 and the couple lived upstairs. The new two storey building assumed the address of 1314 Sixth Street (later 7695 Sixth Street) and the older one storey building obtained a new address of 1316 Sixth Street (later 7685 Sixth Street). The East Burnaby Post Office continued to operate at 1314 Sixth Street until about 1954. On December 1, 1937, Maurice Whitechurch moved his Whitechurch Hardware store into the one storey building which he rented out from the Bells. In 1943, Maurice Whitechurch purchased the building from the Bells and Whitechurch Hardware store continued to operated at this location until the Spring of 1973. In June 1973, Mr. Fergie Will bought the store and the building was donated to Heritage Village (Burnaby Village Museum). In August 1974, the building was relocated from it's location on Sixth Avenue to Heritage Village. Sometime prior to the move, the extension at the rear of the building was removed. After the building was moved to Heritage Village, some exterior repairs were completed including the installation of exterior siding at the rear of the building and installation of large wood sliding door. The building opened as a carpentry shop exhibit in 1975. In March 1976, an extension at the rear of the building was rebuilt by museum staff. The building underwent several repairs and restorations between 1992 and 1996 and was closed to the public. Due to structural problems, the extension was demolished in 1992. Between 1993 and 1996, the building underwent a series of exterior and interior structural repairs to restore it to Bell's Dry Goods store which included the rebuilding of the extension at the rear of the building and the moving of the building onto a new foundation. The newly restored building opened as Bell's Dry Goods store (exhibit) on August 6, 1996. On November 23, 1992, the building was designated a heritage building under Heritage Designation Bylaw 1992, Bylaw Number 9807.

- The Clef Society of Burnaby was incorporated on February 8, 1949, with original subscribers Elizabeth Dawson, Lilian Haste, Mona Weeks, Emily Scott, and Eleanor Cailes. As a non-profit organization dedicated to fostering music appreciation and music advancement in Burnaby, and to promoting musical instruction and education and encouraging outstanding musical talent, the Society created musical evenings in homes, public recitals and concerts, children's plays, light operas, and scholarship competitions.

- The Burnaby Neighbourhood Speaker Series is a public programming series which began in 2014. The series is presented in partnership between the Burnaby Public Library and the Burnaby Village Museum. Presentations regarding a range of historical, cultural and contemporary topics related to Burnaby are provided at various Burnaby Public Library locations. Due to the COVID-19 pandemic restrictions in 2020-2021, these talks became available virtually utilizing the cloud based Zoom video communications platform and Facebook live platforms. This format has continued into 2022 to reach a broader audience.

- Series contains records created by the Mayor’s Office during the Mayor’s participation in civic ceremonies, awards presentations, or other special events undertaken in or for the City of Burnaby. Records include: photographs, correspondence, memoranda, speeches, reports, newspaper clippings, programmes, agendas, proclamations, plaques, itineraries, invitations, and ceremonial certificates and memorabilia. As the official representative for the citizens of Burnaby, the Mayor hosts and attends numerous ceremonies and special events throughout his/her term in office. Included in this series are records from events such as the 1984 and 1997 B. C. Summer Games, the 1992 Burnaby Centennial celebrations, and the 1971 Royal Visit from Queen Elizabeth and Prince Philip. During the course of these events, the City of Burnaby often is presented with ceremonial plaques, letters, or certificates that commemorate the special occasions and this material is included in the series. The Mayor is also responsible for seeing that awards are bestowed upon other deserving parties and ensures that achievements and special occasions are formally recognized by the City of Burnaby. Each year the Mayor presents the Kushiro Cup Award – which is named after Burnaby’s Sister City Kushiro, Japan – to an outstanding Burnaby resident and hosts such functions as municipal appreciation dinners. The records that are produced while carrying out these activities include criteria lists, resumes, correspondence, proclamations, and certificates.

In addition to records created, received, and set aside by the Clerk’s Department, this series also includes records and copies of records created and received by other City departments which are the Clerk’s responsibility to keep. As a result, files reflect the changing record keeping responsibilities of the City Clerk over the years. For instance, the series includes the City’s early financial records, including Auditor’s reports, cash books, and records related to bond sales, mortgages, taxes, and tax sales, which were the Clerk’s responsibility to keep until a municipal accountant was appointed in 1912. The purpose of the Community Policing Consultative Committees was to establish a community police station in each district, advise on local RCMP matters, and report back on criminal activity in each area. - Committees of Council are comprised of Council members and citizens of Burnaby who apply to sit on a committee in a volunteer capacity. In the early years, Council committees did not include citizen participation; committees consisted of two or more councillors nominated by the Reeve, or the entire Council would sit as a committee. One councillor would be selected as committee chair. The Reeve would often sit on committees as well. Committees may also be created on an ad hoc basis to deal with particular issues as they arise. For example, a committee was temporarily formed in 1899 to oversee the construction of the new municipal hall. The earliest committees of Council were the Finance Committee, Board of Works, Board of Health and the Licensing Board. Council would also sit once a year as the Court of Revision. [In addition, Councillors also sat on intermunicipal councils with Vancouver and Coquitlam council members]. By 1910, the number of Council committees had increased in accordance with Burnaby’s development; the earliest committee minutes recorded separately from the minutes of Council date from this year.

- The Court of Revision was established in 1989. The Court of Revision had the authority to revise the voters' list, the real property assessment roll, the business tax roll, and local improvement proposals, as determined by provincial statutes. It was also responsible for considering any complaints regarding assessment rolls and imposing parcel taxes. A Court of Revision was scheduled each year to provide an opportunity for property owners to appeal Local Area Services and Sewer Parcel taxes that were being charged for the first time. The assessments confirmed by the Court of Revision were the basis for the preparation of Local Area Services and Sewer Assessment tax rolls. In 2015, the Court of Revision became known as the Parcel Tax Roll Review Panel.

- History
- "The C.W. Parker no. 119 carousel was built in 1912 in Leavenworth Kansas by the Charles Wallace Parker Company. It was the one hundred and nineteenth carousel made by the company and was so named the C.W. Parker no. 119 carousel. In 1913 the carousel was sold to Mr. F.K. Leggett of Houston Texas for $5,886.00 and was originally equipped with a steam engine and ""wishbones/grass-hopper/jumping horse"" mechanisms. It toured Texas for two years with the Lone Star Circus until 1915 when the machine was shipped back to the factory. It is believed that the machine was rebuilt by the factory with fancier horses and heavier rounding boards referred to as the “Superior” style. Some of the horses were built around 1917 and some between 1920 and 1922. The factory records consulted do not tell for certain where the machine went between 1915 and 1936, possibly to San Jose, California from 1918 until 1922 and then to San Francisco California, or Tacoma, Washington. Accounts from the family of James W. "Jimmy" Robertson, supervisor of rides for Happyland, tell of him travelling with his wife Dora Robertson to Washington, Oregon and California in the fall of 1935 or early 1936 to pick up a new carousel for Happyland. By May 1936, the C.W. Parker no. 119 carousel was in operation in Happlyland inside Hastings Park. The Parker #119 carousel was installed in a pavilion in Happyland which had been built in 1928 by a rival company (Philadelphia Toboggan Company - P.T.C.) and was located next to the "Shoot the Chutes" ride in Hastings Park. Here it remained until Happyland was demolished in 1957. The C.W. Parker no. 119 carousel was then moved to a new small pavilion in Playland until that too was demolished in 1972. From 1972 to 1990, the C.W. Parker no. 119 carousel was operated outdoors inside Playland, and was put away each winter. In 1989 it was announced that the carousel would be sold off horse by horse at an auction in New York. Venus Solano and Doug McCallum and other local people came together to save the carousel and formed The Lower Mainland Association of Friends of the Vancouver Carousel (also known as "Friends of the Carousel"). The first directors of the society consisted of, President and Chairman, Venus Solano; Secretary, Doug McCallum; Director, Keith Jamieson and Director, Nina Freid Rhodes. In May 1989, the Friends of the Carousel approached the Burnaby Village Museum Association who agreed to provide a home for the carousel, pending the approval of Burnaby Municipal Council. Don Wrigley who was president of the Burnaby Village Museum Association joined the board of The Friends of the Carousel as a liaison. The Friends of the Carousel first acquired two horses from the carousel, who were named Julius and Belle. These two carousel horses were used in fundraising over the summer of 1990, at which time the carousel was operating again for a short time inside Playland. The carousel horse named Julius was restored by William Dentzel III (a descendant of one of North America’s original carousel manufacturers) and the carousel horse named Belle was partially stripped and repaired. These carousel horses served as before and after examples of restoration. In June 1990 Don Wrigley was elected as president of The Friends of the Carousel and they set about raising the $350,000 to purchase the carousel and begin restoration work. With a lot of hard work, the help of the Government of British Columbia and the support of the Municipality of Burnaby, the carousel was purchased. Funds were also raised by The Friends of the Carousel to pay for the restoration, and Burnaby agreed to build a new pavilion for it as a Centennial project. Keith Jamieson, a carousel expert, was brought in to coordinate the rebuilding project and restoration work. The Centennial Parker Carousel (C.W. Parker no. 119 carousel) and the Don Wrigley Pavilion where the carousel is housed, opened at Burnaby Village Museum on March 25, 1993.

The Committee advises on issues such as minimizing environmental pollution, conserving and enhancing Burnaby’s natural landscape, and ensuring that new developments respect their natural surroundings. The Environment Committee and Social Planning Committee were integrated into the Sustainable City Advisory Committee in 2017. The Environment Committee was struck again in January of 2020.

- Executive Committee was established on November 20, 1989. This committee assumed the responsibilities of the existing Finance Advisory Committee, the Exempt Staff Committee of Council, and the Council Procedures Committee. In January 2015, the responsibility for reviewing nominations and making recommendations for the City’s Citizen of the Year (Kushiro Cup recipient) was transferred to the Executive Committee of Council. The Committee advises on provision of grants to help cultural, athletic and volunteer assistance groups that provide a service or promote activities that are beneficial to Burnaby. This Committee also deals with human resource issues related to Senior Exempt staff and any other matters referred by Council. The Executive Committee of Council was integrated with the Financial Management Committee on February 20, 2017. On January 23, 2019 Council passed a report to dissolve the previous integration of The Executive Committee of Council with The Financial Management Committee, and once again have it be a stand-alone committee.

- The Family Court and Youth Justice Committee was established in 1985. The Committee’s name was changed from the previous Family Court Committee (also referred to as Justice Council / Family Court Committee). On January 13, 2003 the Family Court and Youth Justice Committee disbanded due to the recent closure of the Burnaby Family and Youth Court. Any matters relating to family court and/or youth justice were turned over to the Community Policing Committee.

- Finance and Civic Development Committee was established on January 13, 2003 when the Civic Development Committee and the Finance an Economic Development Committee merged to become the Finance and Civic Development Committee. The Committee was responsible for municipal buildings, facilities, conservation areas (etc.) and long term financial planning. On January 26, 2015, the Committee changed its name from the Finance and Civic Development Committee to the Financial Management Committee.

- The Finance and Economic Development Committee was established on December 7, 1998 to replace the Economic Development and Tourism Advisory Committee. The purpose of this committee was to act as the liaison with Council and staff members to plan yearly budgets and develop strategies related to long term financial planning. On January 13, 2003 this committee was merged with the Civic Development Committee to become the Finance and Civic Development Committee.
