The photograph was taken on June 1, 1941 in the hall of the Chee Kung Tong Chinese Freemasons building. Lum Chuck Yue, a proprietor of the Way Sang Yuen Wat Kee & Co. Chinese herbalist shop in Victoria, served as the committee secretary and is identified as sitting in the front row, first from the right.
