History
The City of Burnaby covers an area of approximately 98 square kilometers between the cities of Vancouver to the west, and Coquitlam and New Westminster to the east, Burrard Inlet to the north, and the Fraser River to the south. The municipality derived its name from Robert Burnaby, a prominent businessman and advisor to Sir James Douglas, the first Governor of the Crown Colony of British Columbia. Burnaby’s early development was closely tied to the development of the City of New Westminster. New Westminster became British Columbia’s capital in 1859, the year after the British Government proclaimed the establishment of British Columbia. Shortly thereafter, the Royal Engineers began exploring Burnaby to establish military defenses and secure natural resources. This involved the construction of a road linking New Westminster to Burrard Inlet for military purposes, which is present-day North Road. At this time, individuals and families began settling in Burnaby and were largely involved in agricultural and logging activities. Burnaby developed slowly until 1887, when the Canadian Pacific Railway was extended into Vancouver from the Port Moody terminal, causing a dramatic increase in traffic between New Westminster and Vancouver. To meet the new transportation demands, a tramline was built in 1891 connecting the two urban centers along what is now Kingsway. The creation and location of the tramline induced property owners to begin subdividing and selling their lands as early as October 1891. The property taxes the roughly 200 residents paid at this time went directly to the provincial government in Victoria. No local services were provided in turn, which prompted the formation of a committee to petition the provincial government for a municipal charter. As a result, the Corporation of the District of Burnaby was incorporated by letters patent on September 22, 1892. Burnaby’s first Council was elected by acclamation on October 15, 1892 and consisted of Reeve Charles R. Shaw and councillors William Brenchley, Arthur De Windt Hazard, L. Claude Hill, William McDermott, and John Woolard.* The first formal Council election was conducted three months later. Nicolai Shou became the first elected reeve of Burnaby by ballot. Council met at various locations, including the tramline’s power house, private homes, and offices until the first municipal hall was built at Kingsway and Edmonds in 1899. Council is ultimately responsible for the government of the City of Burnaby. The Mayor (formally called “Reeve” prior to 1968) and Council are elected by the residents of Burnaby to represent them in decisions with respect to the provision of public services and facilities. Additionally, the Mayor represents the citizens of Burnaby at various public functions and events. Burnaby was without Council representation during most of the Great Depression and part of the Second World War. Council was disbanded on December 31, 1932 as a result of financial difficulties. The Provincial Government appointed a Commissioner to take over the duties of Reeve and Council beginning in 1933. This system of government was retained until January 1943, when Burnaby residents could once again elect their local government officials. Closely associated with the functions of Council is the City Clerk. The Office of the City Clerk is responsible for the statutory duties of the municipal clerk including the preparation and preservation of all minutes books and records of Council business, custody of City bylaws, administrative support to Council and its Committees, preparation of Council and Committee agendas and the conduct of local government elections. The Clerk’s Office is the communications link between Council and other City Departments and the general public, and provides assistance and advice to citizens with respect to Council and Council Committee processes, reporting procedures and decisions. At the time of Burnaby’s incorporation in 1892, the municipal Clerk had the responsibility to attend all meetings of Council, keep all records of Council, prepare and alter voters’ lists, conduct Council elections, collect revenue, as well as having the responsibility to prepare balance sheets and audits. An advertisement in a local newspaper for the appointment of the Clerk dated February 1, 1905 states the “united offices of clerk, collector and assessor” receive a salary of $65.00 per month. Originally the treasurer, assessor and records manager for the corporation, the Clerk eventually became the municipal Council liaison. The primary functions of the City Clerk over time have been the keeping of minutes for the meetings of City Council and related bodies; keeping the records of the City of Burnaby as required by the Local Government Act (formally Municipal Act); keeping all records related to City Council decision making; carrying out correspondence on behalf of Council; assembling voters’ lists and carrying out elections; providing communication, information, and public relations services, including responsibility for civic ceremonies/events, and the municipal archives. History
Jesse Love was born in Swindon, England in 1847 and left England to work on a dairy farm in the Toronto area. While working on the farm in Toronto, he met Martha Leonard who he married in 1879. Martha was born on February 3, 1858 in Bedfordshire, England and had come to Canada with her parents George and Ann Leonard. While living in Toronto, Jesse and Martha had two children, George born March 22, 1880 and Annie Elizabeth on August 24, 1881. About one year after Annie was born, the Love family moved to North Dakota to grow wheat. While living there, they had two more children, Henry who was born August 24, 1883 and Edith Minnie born October 9, 1885. The family decided to move further west after hearing about the fairer weather conditions from Martha’s father, George Leonard, who had settled in Vancouver in 1885. On May 23, 1887, Jesse, Martha and their four children arrived in Vancouver after travelling across Canada from Winnipeg on the first transcontinental train. The Loves made their home in Vancouver while Jesse helped clear land on Granville Street. Their fifth child, Thomas Robert was born on September 17, 1887 and soon after, the family moved to Lulu Island in Richmond where they lived growing vegetables and selling them to Vancouver hotels. While living and farming on Lulu island, the couple had two more girls, Martha (Dot or Dorothy) born on December 17, 1889 and Sarah Marie, born February 8, 1892. On October 6, 1893 an agreement was signed by Jesse Love to purchase 14.52 acres of land from Joseph C. Armstrong. The acreage covered the north east section of District Lot 25 within the newly incorporated District of the Municipality of Burnaby. It was here where the original Love house was built (between October 1893 and April 15, 1894) by Jesse Love with the help of local builder George Salt and father in law, George Leonard. The house consisted of an entrance hall, dining room, lean to kitchen, master bedroom and three bedrooms upstairs. A road was constructed and named Cumberland in 1905 and ran from District Lot 25 through to District Lot 11. The address for the Love home was 1390 Cumberland Road and in the early 1960’s the address was renumbered 7651 Cumberland Street. On the land surrounding the house, Jesse Love planted an orchard along with strawberries and raspberries which he sold at the Fraser Valley Market, T.S. Anandale’s Grocery Store in New Westminster and to hotels around Vancouver. Jesse Love served on the Burnaby School Board and also as a District Councillor in 1901 and from 1904-1907. While living in the house, Jesse and Martha had four more children, Phoebe Leonard, born April 15, 1894, Esther, born August 28, 1896, John Leonard, born June 7, 1899 and Hannah Victoria (also known as Girlie) who was born May 12, 1902. As the family grew to eleven children, additions along with some substantial remodelling in the craftsman style took place. In about 1898, a north wing addition was added to include a parlour with two windows, the construction of two more bedrooms and the relocation of the stair case to the North West wall. In 1903 the front door moved to the north elevation, a front porch was extended along the east wall and a summer lean to kitchen was added to the west elevation. Between 1905 and 1910, a tin embossed ceiling was installed along with an addition of the main kitchen which included a pantry, bathtub and a back porch. In about 1912, five craftsman style windows replaced the original pioneer tent style, the front verandah was enlarged to wrap around the south and east elevations, a back door was installed in the kitchen to access the verandah and wood shingle siding and brackets were added to the exterior. In 1918, at the age of 31 years, Robert Love fell ill due to an influenza epidemic and died on November 23, 1918. Following their son’s death, Martha Love became weak and on August 24, 1920, she passed away. By this time, Jesse had sold off a large percentage of his land and his youngest daughter, Girlie decided to stay on to live and care for him. Since the house was too large for just the two of them, Jesse invited any other children to return and share the residence. For a while his son, George and his wife joined them until 1925, followed by his daughter Sarah Parker (nee Love), her husband William and their three children, Albert, Bill and Elsie. The house remained pretty unchanged until 1928 after Jesse Love died of pneumonia (March 10, 1928) and the house was purchased by Sarah and her husband William Parker who continued to live there with their children. The master bedroom wall on the main floor opened up to the dining room, the kitchen pantry and bathtub converted to an alcove with a marble counter and enlarged window and sink while the bathroom was moved to the upstairs and the furnace and coolers were installed in the crawl space under the kitchen. A hot water tank was installed in the house in 1966. Sarah continued to live in the house until a little while after her husband William died in 1961. She sold the house to her daughter Elsie and husband John Hughes in 1966, who lived in the house along with their son Brent, until August 23, 1971. Mahbir Molchan Papan and his wife Geraldine Papan bought the house August 23, 1971 and by 1982, the house was sold to Nirmal Singh Singha and Narinder Singha. The Papans continued to rent the house from Nirmal Singh Singha and Narinder Singha until the late 1980s. In 1988, the house was scheduled for demolition with the remaining property to be subdivided. Fortunately, a neighbour, Mr. Harvey Elder recognized the farmhouse's historical significance and contacted the Burnaby Historical Society. Following this event, the owners agreed to donate the building to the Burnaby Village Museum (under the Century Park Museum Association) who financed the move of the house from Cumberland Street to the museum site. Heritage planner and architect, Robert Lemon provided guidance for the project. Prior to the move, the two porches were removed and demolished while the kitchen and roof were both separated from the main house. The kitchen and roof of the house were transported to Burnaby Village Museum on May 20, 1988 by Nickel Bros. House Moving company, while the main frame of the house completed its transportation to the museum near the end of May 1988 (due to low overhead wires). The house was moved down Cumberland Street to 10th Avenue, up Canada Way to Sperling and set on temporary footings near Hart House. Robert Lemon oversaw structural improvements such as, upgrading floor joists and creating new foundations to replace the original timber foundation of the farmhouse. The restoration went through several phases of work between 1988 until it opened in November 1998. Restoration began on both the interior and exterior features to be interpreted from the period of 1925. On November 23, 1992, the building was designated a heritage building under Heritage Designation Bylaw 1992, Bylaw Number 9807. In 1993, the architecture firm of Brian G. Hart Associates was appointed for the design and construction supervision of the restoration project. Plans were created for a foundation on the museum site in 1989 and the farmhouse was eventually settled on a permanent foundation behind the Burnaby Village Museum administration building in 1993 along with the reattachment of the roof. The kitchen section was reattached to the main house in 1994 along with skirting around the foundation and the reshingling of the exterior. In 1996, the tin ceiling was removed to make way for the installation of the internal electrical system along with sprinklers, ceiling heating and fire break gyprock. The dining room ceiling joists were consolidated, a pantry and bathroom were added to the kitchen, the downstairs bedroom wall was opened and filled, the dining and kitchen doorways were widened. In 1997, a wheelchair ramp was installed along with a concrete sidewalk, stair rails, cement pads at the base of the stairs and a gravel sink for any excess water. Interior work included painting of the kitchen, restoration and furnishing of the kitchen pantry, insulation of the house floor to protect from rodents along with the reconstruction of the kitchen and house chimneys. The registrar worked together with the curator and conservator and was tasked with a large research project on the house including the family contacts and family history, property information, plans, photographs, artifacts, furnishings, stories etc. all organized in files for easy retrieval. A great deal of research and conservation was undertaken in order to make the interior of the house authentic to the time period as possible. One of the biggest projects was selecting and obtaining wall coverings since much of the original wallpaper was incomplete and poor condition. The conservator and registrar were lucky enough to locate a few samples of the original paper and engage the Bradbury and Bradbury Art Wallpaper Company of Benica, California to reproduce replica designs for free. The City of Burnaby now has its own series “Burnaby Village Papers” produced by this company which are titled “Burnaby Wall”; “Burnaby Border” and “Burnaby Ceiling”. All three of these wallpaper designs have been used in the Love farm house and are also commercially available through the Bradbury and Bradbury Art Wallpaper Company. In 1997, restoration of the kitchen was completed and opened to the public. After the completion of the dining room, main floor bedroom and parlour, the Love farmhouse exhibit opened on November 29, 1998 with an open invitation to the public and extended members of the Love family. Officials including the Mayor, Doug Drummond and Love family members were all present to cut the ribbon for the special event.

Item consists of a recording of an oral history interview with Surjeet Kaur Parmar conducted by interviewer Anushay Malik. The interview is conducted in Urdu, Hindi and Punjabi. During the interview Surjeet Kaur Parmar provides information on; her ancestral background, family relations in India and Canada, her personal experiences and her ancestors’ stories as South Asian immigrants, reflections on and personal experiences of racial discrimination as a South Asian immigrant, her places of residence, her employment background, her cultural practices and traditions including food, clothing and craft. The interview begins with introductions from interviewer Anushay Mailik. Surjeet Kaur Parmar imparts her own family’s migration story beginning with her very first elders that immigrated to Canada from India. A relative (unnamed) immigrated to Canada first and a few years later (around 1905) returned to India and brought back three cousins that included; Ginaya Singh (Ghania Singh Manhas) and Doman Singh . Mayo Singh (Ghania Singh’s younger brother) came in 1906 on his own to join them. Surjeet’s grandfather (Shair/Sher Singh Manhas) also wanted to immigrate at this time, but he was too young and weak to manage such a long trip. Surjeet conveys that while living in British Columbia, Mayo and Ginaya Singh worked together at saw mills. With their knowledge and understanding of mill work they ended up owning and operating a mill in Paldi near Duncan on Vancouver Island. At this time, most of the men from Surjeet’s family region in Punjab were abroad and with no men living at home. Mayo Singh’s father (Bhulla Singh) looked after her father (Lashman Singh Manhas) and paternal uncle (Kashmir Singh Manhas) back in Punjab. When Mayo’s father died, Mayo Singh adopted her paternal uncle (Kashmir Singh) and brought him to Canada in 1926. Surjeet describes her ancestors’ immigration journey from India to Canada. They all travelled by ship and if someone ran out of money en route, they could work on the ship. Surjeet explains that both Mayo and Ginaya Singh are Surjeet’s grandfather’s first cousins and her father’s second cousins. Surjeet recollects her grandfather (Shair/Sher Singh Manhas) saying “now that you’ve arrived there, take one cousin from each side with you”. Surjeet explains that the cousins were all from the same village in Punjab and her great grandfather wanted someone to go abroad, so he sent a few and had them bring more as the years went on. Surjeet says that she’s uncertain as to why they chose Canada rather than America but thinks that they did some form of research and determined that it was a good place to come to. Surjeet admits that she doesn’t know the name of her paternal grandfather or other elders since she never met them. Surjeet shares that it was a traditional practice to mark pots and pans with family names and imparts that she discovered her father’s name “Lashman Singh” written on the bottom of a glass. Surjeet expresses that she’s marked her own pots and pans with her name to identify which ones are hers when she gets together with family or does catering. Surjeet refers to a kohl bottle that she has and how she’d like to offer it to the museum. She explains how the kohl bottle is no longer in use but was used by her mother (Budhan Kaur Manhas) and daughter and her grandchildren. Surjeet describes a blanket that she made called a “phulkari”, now on display in a small museum in Coquitlam, a wedding shawl, that her daughter now owns and a silk sari with embroidery. Surjeet and Anushay discuss the possibility of donating the kohl bottle and the sari to the museum. Surjeet explains how the kohl is used and how her mother used to make kohl. She describes how you rub the kohl with your hands, put cardamom in it, one or two other ingredients and fill the kohl bottle up with water. Surjeet says that she used kohl as eyeliner when living in India. The interviewer asks Surjeet more about Ginaya Singh. Surjeet conveys that Ginaya Singh ended up leaving the mill on Vancouver Island and moved to Vancouver. After Ginaya Singh died from a heart attack (in 1953) his family moved from Vancouver to Burnaby. Surjeet recalls that following the death of Ginaya Singh’s youngest son, her family didn’t celebrate “Lohri” (a winter festival celebrating newborns and newly married people) for three years. She shares that she was very young at this time but remembers there being beautiful photographs of young children all dressed up and displayed in her family home. She expresses that dressing up for photos has changed over time and adds that suits didn’t really come into fashion until after the 1970s or 1980s. Surjeet conveys that her uncle named Kashmira Singh first worked at the mill in Paldi near Duncan then moved to Vancouver and opened up his own mill in North Vancouver. Surjeet’s father, Lashman Singh Manhas arrived in 1953. Surjeet expresses that Kapoor Singh was educated and worked as a manager at the mill on Vancouver Island. Surjeet recollects meeting Mayo Singh, his wife and eldest son in 1952 when they travelled to India for a cousin’s wedding. Surjeet remembers that Mayo Singh’s family had a very large house in India. She describes the house as a very opulent two story house with indoor plumbing for a bathtub, a kitchen with a woodstove, coloured mirrors, bejeweled curtains, a motor room to park cars, a buffalo and more. Surjeet refers to Nand Singh, a younger brother of Mayo Singh, who travelled from India to San Franciso and spent a year wandering around before deciding to return to India. She describes him as living in Bombay with his wife Vishan Kaur and having a transport business. Nand had two kids that came to Canada. Surjeet recollects the tragic death of Ganda Singh (Ginaya Singh) who died of a heart attack on someone’s doorstep, they thought that he was drunk so didn’t open the door. Surjeet conveys that Mayo Singh’s wife, Mission Kaur (Saradani Bishan Kaur) died while visiting India (in 1952) and that some of Mayo’s sons were married in Canada and one in India. Surjeet expresses that it was hard for Mayo’s sons to have one of their parents die in India and one die in Canada (Mayo Singh died in B.C. in 1955). Surjeet describes the hospital that Mayo built in the village of Paldi. She mentions that there were festivals and functions that took place there, there were many nurses and doctors. She recalls there being a school where their land was. She recalls that if they got headaches they were treated with medicine and that it didn’t cost much, only a six pence. Surjeet talks about her arranged marriage to Kalwant Singh "Nadeem" Parmar. Surjeet explains that her father and brother immigrated to British Columbia first (1953) and after a few months they brought Surjeet and her mother (Budhan Kaur Manhas). She recollects that when she was in Grade 10 and around 17 years of age, her family made plans to travel to India to attend a family wedding. During this time, her father suggested that it would be a good opportunity to take Surjeet with them to find her a husband in India to marry. After meeting and marrying Nadeem Parmar in India, Surjeet and Nadeem moved to England. Surjeet recollects that in order to immigrate to Canada, each family member had to pass a medical exam and how difficult it was. Her two sisters, mother and brother all had to take the test in Delhi. Surjeet recalls living in England with Nadeem. While living in England, Nadeem worked during the day and studied engineering at college in the evening. Surjeet expresses that she liked living in England and was sad to leave. While living there, they enjoyed a close knit Punjabi community and they all lived in the same area. Surjeet states later in her interview that living in Canada was different from living in England. In England, family and friends lived closer together whereas in Canada places were further apart. Surjeet says that while living in England she could walk to do her shopping. While living in England, after her children were a bit older, she worked as a seamstress in a shirt factory for a few years before coming to Canada. Surjeet imparts that her father (Lashman Singh Manhas) died of a heart attack in 1970 and her mother (Budhan Kaur Manhas) died in 1998. Her father and her family first lived in North Vancouver and then her parents bought a house on Eton Street in Burnaby, near the Ocean. After her father died, her brother and mother bought a house and moved to the Capitol Hill neighbourhood in Burnaby. In 1973, Surjeet, Nadeem and their two children immigrated to Canada and moved in with her brother and mother. Surjeet includes that her paternal aunt (Koshali Kaur Manhas) and cousins also moved to Burnaby and that her aunt and some of her cousins were sponsored by her son who came earlier. Surjeet recalls that after arriving in Canada she got work sewing in a factory located on Water Street in Gastown. Surjeet recollects travelling to her job by bus. Surjeet shares that she brought saris and quilted blankets “rijai”, not household items, in her suitcase when she came to Canada from England. Surjeet explains that the “rijai” (quilted blankets) were made from cotton from her home village in India. The blankets were made by women and then brought back to her to quilt on her sewing machine. Surjeet recalls that when she returned to Canada (in 1973 with her husband and children) they first lived with her mother and brother on Capitol Hill in Burnaby before moving to a house on Fell Avenue and then to their current home in 1982. In 1981, she worked at “Canadian Window Covering” factory making window coverings. The factory was located in the Brentwood area of Burnaby. Surjeet recalls how the factory became unionized and of how she left the factory and found union work at the Labatt’s brewery (Winery and Distillery Workers Local 300). Surjeet describes the work that she did while working at Labatt’s brewery which was located next to the Royal Columbian Hospital in Burnaby. Around 1995, when the Labatt’s factory closed down in Burnaby, she got union work as a bottle sorter for BDL Brewers Distributor Limited, where bottles were gathered for distribution at Braid Station. Surjeet left this job in 2000. Surjeet talks about traditional foods like bindi, sabji, aam and karela and where she’s shopped to find traditional ingredients for South Asian cuisine. She recollects how at first she could only find traditional ingredients at stores in Gastown, Chinatown and on Main Street in Vancouver but now they are more readily available at major grocery stores. Surjeet expresses that traditional spices and dry goods have been hard to find, apart from stores like, Famous Foods and Patels when it was located on Commercial Drive. Surjeet talks about using ingredients such as green pea flour and Besan flour to make pakoras and kahdri. Surjeet states that many immigrants didn’t wear their traditional clothing until she came later. She expresses that many South Asian immigrants didn’t wear their clothes “because there were no rights, we had to try to become like them”. Surjeet conveys that even though some were able to purchase property (she provides an example of family members in Duncan who faced discrimination by the owner/seller of a piece of property they were purchasing) that they had very little rights and they were all living in fear. She expresses that she herself didn’t experience this but in the beginning when people settled here (in B.C.) that it was very difficult. Surjeet says that when she goes to the Gurdwara and to work, she wears a sari and conveys that while working at the factory, she was encouraged to wear a sari, it was accepted then. She brought printed saris to work and her co workers said that they’d wear them to parties. Surjeet reflects on her own experiences of racism and discrimination and expresses that her generation “has learned how to stand up in front, then they got scared of saying anything”. “The people who came here first were afraid because they were alone, they had to settle down here and make a home from scratch, but the ones who came after had everything already built and made”. She explains how they helped one another when they came (to British Columbia). She describes how the Gurdwara was located on 2nd Street and all of the ships went there (new immigrants?), people would gather, get water, help one another and there would be a place for all people. Surjeet shares a personal experience of helping members of her husband’s family to immigrate to Canada. She tells of the complications of some being left behind in India and that some came to Canada as refugees that she and her husband sponsored. Surjeet expresses their struggles with raising a family, working and trying to pay for their own house while also trying to assist and support family members. Surjeet describes in detail how her husband Nadeem went back to India after his mother died to help his father, sister and her family immigrate. She explains that the immigration process took about four years and his father had to apply as a refugee. Nadeem’s sister came with her children but had to return to India so Surjeet and her family had to look after Nadeem’s sister’s child/children. Surjeet expresses that during this time she continued to work at Canadian Window Coverings, working an afternoon shift and sometimes taking her son with her. She expresses that this as a very hectic time, working the whole day, making food for everyone, grocery shopping, looking after a her sister in law’s younger child at night and getting no rest. Surjeet describes the time when she was working and her children were attending the local school. She expresses the challenges of working long days and often arriving home after her children. She recollects a time when there was a snow storm and how she was worried about her children making it home and being alone while she was at work, there were no cell phones in those days but they had phone numbers of her brother and sister. Surjeet tells of how they tried to help the rest of the Nadeem’s family immigrate including his brother who was a soccer player in India. They were able to buy a house for the whole family to live but expresses after several months Nadeem’s brother decided to stay in India. Surjeet expresses the complications and frustrations of trying to bring all family members to Canada.

Interviewee biography: Surjeet Kaur Parmar was born in Punjab, India in 1942 to parents Lashman Singh Manhas (1913-1970) and Budhan Kaur Manhas (1906-1998). Surjeet’s ancestors, Ghania Singh Manhas, Doman Singh and Mayo Singh immigrated to British Columbia in 1905 and 1906. The group got work in saw mills and soon began owning and operating their own saw mills, first in Chilliwack and Rosedale districts and later in 1920 on Vancouver Island near Duncan (Paldi) (known as the Mayo Lumber Company). In 1927, Surjeet’s paternal uncle, Kashmir Singh Manhas left Paldi, Punjab at the age of 18 years with Mayo Singh Manhas and after months of travel they arrived at Paldi on Vancouver Island. In 1953, Surjeet’s father, Lashman Singh Manhas and her two brothers immigrated to Canada and soon after brought her and her mother, Budhan Kaur Manhas. After immigrating, her father began working at “Kashmir Lumber Company” in North Vancouver which was owned by his brother Kashmira Singh Manhas. Surjeet, her parents and two brothers first made their home in North Vancouver and the 1960s they moved to 3824 Eton Street in Burnaby. In 1959, Surjeet and her family returned to India for her brother’s wedding. During this time a marriage was arranged for Surjeet to marry Nadeem Parmar and they were married in 1960. Following their marriage, Surjeet and Nadeem moved to England where they began raising their two children. While living in England, Surjeet worked as seamstress at a factory. In 1973, following the death of Surjeet’s father who died in 1970, Surjeet and Nadeem decided to immigrate to British Columbia. For the first few years, Surjeet, Nadeem and their two children lived with her mother and brother in the Capitol Hill neighbourhood of Burnaby before purchasing their own home on Fell Avenue. While living in Burnaby Surjeet has worked as a seamstress for Canadian Window Covering, Labatt's Brewery and BDL Brewers Distributor Limited which she left in 2000. In 1982, Surjeet and her family moved into a new home that they had built on Woodsworth Street where they still live today. Interviewer biography: Anushay Malik is labor historian with a geographical focus on South Asia. Anushay studied at the University of London and was a research fellow at the International Institute of Social History in Amsterdam, Netherlands. In 2014, Anushay moved back to her native Pakistan and joined Lahore University of Management Services as an Assistant Professor. In 2023, Anushay is a visiting scholar at Simon Fraser University and lives in Burnaby with her family. Anushay was a co-curator of the Burnaby Village Museum exhibit “Truths Not Often Told: Being South Asian in Burnaby”.

History
Committees of Council are comprised of Council members and citizens of Burnaby who apply to sit on a committee in a volunteer capacity. In the early years, Council committees did not include citizen participation; committees consisted of two or more councillors nominated by the Reeve, or the entire Council would sit as a committee. One councillor would be selected as committee chair. The Reeve would often sit on committees as well. Committees may also be created on an ad hoc basis to deal with particular issues as they arise. For example, a committee was temporarily formed in 1899 to oversee the construction of the new municipal hall. The earliest committees of Council were the Finance Committee, Board of Works, Board of Health and the Licensing Board. Council would also sit once a year as the Court of Revision. [In addition, Councillors also sat on intermunicipal councils with Vancouver and Coquitlam council members]. By 1910, the number of Council committees had increased in accordance with Burnaby’s development; the earliest committee minutes recorded separately from the minutes of Council date from this year.

Green Fleet and Equipment also moved from Climate Action and Energy to the Public Works division of the Engineering Department. In 2022, Facilities Management was transferred from Engineering to the newly-created Lands and Facilities Department. James Lota served as General Manager, Engineering from 2021-2022. Leonard Evenden and Allen Seager were two of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about aspects of Simon Fraser University’s history that is related to its site on Burnaby Mountain, as told by two retired SFU professors, Dr. Evenden of the Geography Department and Dr. Seager of the Department of History. The interview ranges over campus access and housing issues created by the isolated mountain site; the relationship of the university to the local community and the dispute over land ownership and control with the City of Burnaby; SFU’s environmental stewardship; the development of UniverCity; and the future of parkland in the conservation area on Burnaby Mountain.
Biographical Notes
Dr. Leonard J. Evenden was born 1937 in Beijing, China, to parents and Salvation Army missionaries Leonard Evenden and Elsie Pearl March. Dr. Evenden attended McMaster University (B.A. 1960), University of Georgia (M.A. 1962) and University of Edinburgh (Ph.D. 1970). He was appointed to Simon Fraser University’s Department of Geography in 1966, shortly after SFU opened in the fall of 1965, and retired in 2002. Dr. Evenden’s research has focused on Canadian urban geography. He edited a collection of essays about Burnaby titled “Suburb of Happy Homes: Burnaby centennial themes” (1995), and directed “Voices of Burnaby”, an SFU/Burnaby Centennial Committee oral history project (1992). Dr. Evenden is married with three children. Dr. Allen Seager was born 1953 in Montreal, Quebec, to parents C.F.B. Seager and Evelyn DeGex Chesam. Dr. Seager is a retired Simon Fraser University professor, being a member of SFU’s Department of History from 1981 to 2014, and has current links with SFU as an instructor for Continuing Studies. His research interests include history of Canada and Western Canada, and labour and working class history, particularly in the coal mining and railway industries. Dr. Seager moved to Burnaby and the Montecito area in 1981 where he continues to live and enjoy the hiking trails on Burnaby Mountain and the amenities at SFU. Dr. Seager is a member of the Burnaby North NDP, and has volunteered with Scouts Canada and the Burnaby Centennial Committee.

Kathy Bossort is a retired archivist living in Ladner, BC. She worked at the Delta Museum and Archives after graduating from SLAIS (UBC) in 2001 with Masters degrees in library science and archival studies. Kathy grew up in Calgary, Alberta, and, prior to this career change, she lived in the West Kootenays, earning her living as a cook for BC tourist lodges and work camps. She continues to be interested in oral histories as a way to fill the gaps in the written record and bring richer meaning to history.

Al Nixon was one of eleven participants interviewed as part of the SFU/Burnaby Centennial Committee's oral history series titled, "Voices of Burnaby". The interview is mainly about the history and operations of the Burnaby Fire Department from its beginning in 1911 to 1990, and Al Nixon’s stories about the various ways photographs, records and artifacts about the department were collected and saved. The interview takes place while looking at photographs, but the information is clear nonetheless (His photographs have been deposited in the Burnaby Archives). Al Nixon also talks about his father's career as a firefighter, and about his Douglas grandparents and their home “The Gables” [Seven Gables] and neighbourhood in Burquitlam. Biographical Notes
Al Nixon was born in New Westminster Feb. 8, 1936, the son of Provincial Fire Marshal Basil Nixon (1904-1975) and Agnes Douglas (1909-?). His mother’s family immigrated to Canada from Scotland in 1922 and lived in a large ca. 1900 home in Burquitlam at 9957 Sullivan Road called “Seven Gables” (recently demolished). His grandfather Thomas Douglas, a Coquitlam Councillor and Socialist, was murdered in 1934 in his North Road service station. Al Nixon began his career as a firefighter with the Burnaby Fire Department in 1957, eventually becoming Deputy Fire Chief Operations in 1987 and Fire Chief in 1991, before retiring in 1993. In the mid 1980's Al Nixon became interested in the department’s history after finding a photograph scrapbook at one of the firehalls. It was in very bad condition but he recognized its value and began a project to collect and save photographs, artifacts and stories about the Burnaby Fire Department, a 6 month project that turned into years. The photographs and information gathered by Al Nixon became part of Douglas Penn’s book “Follow that Fire: the history of the Burnaby Fire Department”.

Biographical Notes
William Alfred “Bill” Lewarne was born in Burnaby in 1926 to Ethel Cecilia Leer (1899- ) and Alfred Lewarne (1893-1962). The family, Ethel, Alfred and their three children Patricia, Beverley and William, moved to a house on Nelson Avenue in Alta Vista in 1931. Ethel still lived in the family home in 1990. Bill Lewarne attended Nelson Avenue School and South Burnaby High School (1932-1944). His father Alfred worked at Colony Farms as a dairy inspector and then for the Port of Vancouver Dairy before being laid off early in the Depression. The family struggled until in 1936 Alfred started his own ice cream business. After graduation Bill was in the army for two years, taking a refrigeration course under the veteran’s training benefit, before joining his father’s business. Three generations of the family operated the successful company, expanding from wholesale, retail and distribution of ice cream products into refrigerated warehouses and the wholesale ice business, until the business was sold to its competitor Dairyland in 1989. Bill Lewarne entered politics in 1965, first with the Nonpartisan Association (NPA) and then as a founder of the Burnaby Citizens Association (BCA). He served as an alderman on Burnaby Council 1973-1975 and 1977-1981 and as Mayor 1981-1987. In 1979 he ran for provincial office for the Social Credit Party against Rosemary Brown but lost. Bill Lewarne married June Lawrence and they had three children Robert, Leslie and Janice. He was active in many organizations: Burnaby/Willingdon Liberal Association, Seton Villa, Irish Fusileers of Canada, Lions Club, Rotary Club, Burnaby Association for Community Inclusion, and the Burnaby Hospital Foundation, and continued to be active on the Board of the BCA. Bill Lewarne died in 1995.

Biographical Notes
William Alfred “Bill” Lewarne was born in Burnaby in 1926 to Ethel Cecilia Leer (1899- ) and Alfred Lewarne (1893-1962). The family, Ethel, Alfred and their three children Patricia, Beverley and William, moved to a house on Nelson Avenue in Alta Vista in 1931. Ethel still lived in the family home in 1990. Bill Lewarne attended Nelson Avenue School and South Burnaby High School (1932-1944). His father Alfred worked at Colony Farms as a dairy inspector and then for the Port of Vancouver Dairy before being laid off early in the Depression. The family struggled until in 1936 Alfred started his own ice cream business. After graduation Bill was in the army for two years, taking a refrigeration course under the veteran’s training benefit, before joining his father’s business. Three generations of the family operated the successful company, expanding from wholesale, retail and distribution of ice cream products into refrigerated warehouses and the wholesale ice business, until the business was sold to its competitor Dairyland in 1989. Bill Lewarne entered politics in 1965, first with the Nonpartisan Association (NPA) and then as a founder of the Burnaby Citizens Association (BCA). He served as an alderman on Burnaby Council 1973-1975 and 1977-1981 and as Mayor 1981-1987. In 1979 he ran for provincial office for the Social Credit Party against Rosemary Brown but lost. Bill Lewarne married June Lawrence and they had three children Robert, Leslie and Janice. He was active in many organizations: Burnaby/Willingdon Liberal Association, Seton Villa, Irish Fusileers of Canada, Lions Club, Rotary Club, Burnaby Association for Community Inclusion, and the Burnaby Hospital Foundation, and continued to be active on the Board of the BCA. Bill Lewarne died in 1995.

Rod Fowler returned to university as a mature student in the 1980s after working about twenty years in the field of economics and business computerization in England, Europe and Western Canada. He graduated with a BA from SFU in both History and Sociology in 1987, his MA degree in Geography in 1989, and his PhD in Cultural Geography at SFU. He taught courses in Geography, Sociology, History and Canadian Studies at several Lower Mainland colleges, before becoming a full time member of the Geography Department at Kwantlen University College.

Track 6: This portion of the recording pertains to Bob’s feelings about Burnaby as a place to live, and continues the subject of change. Bob talks of his property in Burnaby, which he purchased as acreage. He compares the Burnaby of his childhood to that of pioneers such as Tommy Irvine, describing himself as a relative newcomer. He speaks of the preservation of the Deer Lake and Burnaby Lake areas. Bob describes his disorientation in the more newly densified parts of Burnaby, and observes that traffic has increased on Burnaby streets. Bob recalls that he mostly travelled on foot or by bike. He notes that the Neville Transport Company operated the school bus he used as well as the only North-South bus route in Burnaby at that time. He mentions Pacific Stage Lines as a later operator through Burnaby.

Biographical Notes
Robert "Bob" Lowe has lived his entire life in Burnaby. During his childhood, Bob’s family lived at several addresses near Royal Oak and what is now Canada Way. He attended Douglas Road Elementary and South Burnaby High Schools. After graduating, Bob worked for a few years before enrolling in Normal School for a teaching certificate. He began teaching in Vancouver, married in 1952, and started a family. The Lowes moved to Government Road in 1961 and began a hobby farm, while Bob upgraded his formal education and became an administrator in the new college system.

Eric Damer is a lifelong British Columbian born in Victoria, raised in Kamloops, and currently residing in Burnaby. After studying philosophy at the University of Victoria, he became interested in the educational forces that had shaped his own life. He completed master’s and doctoral degrees in educational studies at the University of British Columbia with a particular interest in the history of adult and higher education in the province. In 2012, Eric worked for the City of Burnaby as a field researcher and writer, conducting interviews for the City Archives and Museum Oral History Program.

History
The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Edward Apps was born in 1918 in London, England, and grew up in Kent and Essex. In WWII he flew the third glider to land in Normandy on June 6th, 1944. He and his wife Margaret Hope (1915-1985) immigrated to British Columbia in 1946, joining his wife’s parents, who had immigrated earlier in 1939, in Burnaby Heights in North Burnaby. He worked for the Burnaby School Board as Foreman Painter, and served on CUPE Local 379 Executive, until his retirement in 1982. In 1948 Ed Apps bought his first lot, for $150.00, in the 4700 block on Georgia Street, building houses there and in the 4100 block before buying his present home, a ca.1900 farm building, in the same area in 1954. North Burnaby was “bush country and orchards” in the 1950s; his two sons played in the ravines; and the family used the tram system on Hastings and Boundary Road for transportation. Development of municipal services seemed slower in North than South Burnaby, and Ed Apps remembers the strong role Rate Payers groups had in creating local services and lobbying Municipal Council for provide services. After retirement Ed Apps became involved in several local and provincial seniors organizations, advocating for better housing, including serving on the Executives of the Network of Burnaby Seniors and the Council of Senior Citizens Organization, and was active in the provincial Seniors Research and Resource and CMHC Housing Committee. He also served on the Centennial Committee of Burnaby.

Biographical Notes
Donald Neil “Don” Brown was born in Birmingham, England May 4, 1919, and immigrated with his parents and siblings to Winnipeg in 1922. At the outbreak of WWII Don Brown left high school and enlisted in the 12th Field Company, Royal Canadian Engineers, serving six years in the army. Before going overseas he married Helen Birch in 1939. In 1947 Don Brown joined the B.C. Provincial Police which was absorbed by the RCMP in 1950. He worked as a police officer in Burnaby from 1947 to 1954, and then was transferred to Ottawa (with a stop in Regina) for nine and a half years where he attended Carleton University to study forensics. In 1963 Don Brown was transferred back to Vancouver and bought and moved into a house on Watling Street in Burnaby where he still lived in 1990. Another transfer took him to Edmonton for five years, returning to Burnaby in 1975. Following retirement in 1980 with the rank of Supervisor and after 22 years in forensic laboratories, Don Brown started his own business as a private document examiner. Don Brown was active in Burnaby politics, serving as Alderman from 1979-1985. He was also involved in many community groups including the South Burnaby Men’s Club, which he helped found in 1952, as well as active in the Burnaby Historical Society, and served on the Burnaby School Board, Burnaby Centennial Committee, and the Community College for the Retired. Don and Helen Brown had six children: Donna, Don, Gina, Patricia, Christopher and Susan. Don Brown died May 16, 2009.

He graduated with a BA from SFU in both History and Sociology in 1987, his MA degree in Geography in 1989, and his PhD in Cultural Geography at SFU. He taught courses in Geography, Sociology, History and Canadian Studies at several Lower Mainland colleges, before becoming a full time member of the Geography Department at Kwantlen University College.

Ed Apps was one of eleven participants interviewed as part of the SFU/Burnaby Centennial Committee's oral history series titled, "Voices of Burnaby". The interview is mainly about Ed Apps involvement in community groups, particularly his work in seniors organizations lobbying for seniors’ housing since his retirement, and views about the role of Rate Payer groups, unions and politics in the development of North and South Burnaby. He also talks about his origin in England, his war service, arrival with his wife Margaret in Burnaby in 1946, his work with the Burnaby School Board and for the local union, the location of some of the older schools, the history of his house, and briefly about his wife and children. Biographical Notes
Edward Apps was born in 1918 in London, England, and grew up in Kent and Essex. In WWII he flew the third glider to land in Normandy on June 6th, 1944. He and his wife Margaret Hope (1915-1985) immigrated to British Columbia in 1946, joining his wife’s parents, who had immigrated earlier in 1939, in Burnaby Heights in North Burnaby. He worked for the Burnaby School Board as Foreman Painter, and served on CUPE Local 379 Executive, until his retirement in 1982. In 1948 Ed Apps bought his first lot, for $150.00, in the 4700 block on Georgia Street, building houses there and in the 4100 block before buying his present home, a ca.1900 farm building, in the same area in 1954. North Burnaby was “bush country and orchards” in the 1950s; his two sons played in the ravines; and the family used the tram system on Hastings and Boundary Road for transportation. Development of municipal services seemed slower in North than South Burnaby, and Ed Apps remembers the strong role Rate Payers groups had in creating local services and lobbying Municipal Council for provide services. After retirement Ed Apps became involved in several local and provincial seniors organizations, advocating for better housing, including serving on the Executives of the Network of Burnaby Seniors and the Council of Senior Citizens Organization, and was active in the provincial Seniors Research and Resource and CMHC Housing Committee. He also served on the Centennial Committee of Burnaby.

History
Licence is part of the Community Services Department under the Office of the Chief Administrative Officer and overseen by the Chief Licence Inspector. Licence is responsible for ensuring that businesses operating in Burnaby are appropriately licensed and are in compliance with all applicable bylaws. In addition, the Licence Office enforces bylaws regarding private property matters and property use, acts as the City liaison with the SPCA in response to Animal Control issues, and offers dog licensing. Prior to 2017, bylaw services and parking enforcement were the responsibility of the Transportation division of the Engineering Department, and licensing and property management were the responsibility of the Revenue Services division of the Finance Department. In 2017, these responsibilities transferred to the Public Safety and Community Services Department, and in 2018, combined under Business Licence and Property Management. In 2022, Property Management and the responsibility of rentals and leases of City-owned properties was moved under the newly-created Lands and Facilities Department. Dan Layng has served as Chief Licence Inspector since 2013.

History
Interviewee biography: Bill Gruenthal was born in the British Mandate of Palestine, now Israel, in 1935 after his parents had fled Germany in advance of the then worsening political situation. Bill’s father died in 1942; some years later his mother remarried to an Irish-born senior civil servant in that government. He had a difficult and somewhat dangerous job. Soon after marriage, the family, including Bill’s older brother, Martin, immigrated to Canada in January 1947 on the strength of his step-father’s British Passport. They traveled via New York, where Bill’s uncle and his family resided and who put up the family. Later that month, the parents travelled by CP rail from Montreal to Vancouver, followed by Bill and his brother in March 1947 who travelled from New York to White Rock on an American railroad. While passing through the Fraser Valley Bill’s parents took an interest in Silverdale, a small hamlet west of Mission where the four eventually settled. Bill finished High School in Mission and soon joined the insurance industry. Bill connected with the Jewish Community in Vancouver where he met his soon-to-be wife. Upon marriage they were transferred to Calgary; after five years suffering its cold weather they were transferred back to Vancouver. They settled in Burnaby in 1966 as an affordable neighbourhood with easy access to his office downtown Vancouver. Outside work, Bill helped raise his family of three daughters who all graduated Burnaby High School (Alpha). They joined Temple Sholom in Vancouver, and he volunteered and still volunteers for a number of non-profits, including The Jewish Museum and Archives and Nikkei Place Foundation (Burnaby). He was an early long-term supporter and a past president of Burquest Jewish Community Association, mostly involving persons from Burnaby, New Westminster, and the Tri-Cities area (hence the name). He ran for political office in Burnaby in 1976 but was not elected. He delivers food in Burnaby for the Food Bank and is a donor to many worthy causes including Burnaby General Hospital. Interviewer biography: Eric Damer is a Burnaby Village Museum Interpreter, Museum Registrar, Researcher and Blacksmith. Eric pounded hot steel for the first time in 1977 in junior high. Fifteen years later, he joined Burnaby Village Museum where he has smithed for three decades. He also provides historical research for museum exhibits and special projects. Outside the museum, Eric is a social historian with a special interest in educational history.
