The “TAX REBATE DAY” article reads as follows: “It was not until 1919 that it was legal to impose penalties on the non-payment of taxes by any certain date. Before that time persons paying their tax bills on or before the 15th of July were entitled to a rebate and the 15th of July became known as Rebate Day when crowds thronged the Municipal Hall to avail themselves of the last chance of obtaining some ‘velvet’.
