He was appointed assistant municipal clerk in 1927 and assumed the role of municipal clerk in 1933. He served as municipal clerk from 1933-1954 and chief administrative officer from 1954 until his retirement in 1959. Charles was married to Lillian Bernice "Bernie" Bryan Brown.
