Scope and Content: Fonds consists of film content relating to the history of Gilmore Avenue School (Gilmore Community School) upon the recognition of it's 100th anniversary and includes a documentary film created by Yunuen Perez Vertti titled: "100 Years of Gilmore School" along with five short anecdotal films from students past and present.

History: In 2016, the Heights Neighbourhood Association decided to recognize the 100th anniversary of Gilmore Avenue School. The Association partnered with filmmaker and producer, Yunuen Perez Vertti to create a film featuring historic photographs and interviews with students from decades past. The premier screening of the film was held at Gilmore Community School on Friday May 13, 2016. The film was later screened at Burnaby's McGill Public Library on January 17, 2017 where community members were invited to share their own memories of the school in front of the audience. Some of these memories were captured on film by Yunuen Perez Vertti and donated with permissions to Burnaby Village Museum.

Scope and Content: Item consists of unedited film footage titled “1912 Parker Carousel / Restoration / 1991 to 1994" by Alex Matches. Film footage documents various stages of restoration of the carousel including, the carousel horses, the "doghouse" and Wurlitzer. There is some narration by the camera person but sound quality is poor and segments contain ambient noise. The footage is divided into segments marked by dates, visible in the bottom right corner. Dates range between April 1991 and March 1993. Some of this unedited footage could have been used for the Burnaby Village Museum film "Labour of Love - The Saving of Number 119" (see BV020.4.28). 00:00 - 03:23: Apr. 20, 1991 : Volunteers and staff working on the restoration of carousel horses in the Texaco warehouse. They are busy scraping away old paint. Scope and Content: The video depicts the challenges of film maker Alfred Woo’s physical, social, and cultural transformation to a foreign country. Sentimentally prior to departing Hong Kong in 1954, Alfred was presented a fountain pen by some of his grade two classmates, a souvenir that he has cherished all these years despite losing contact with them long ago. In his seniority, he muses poignantly about the symbolism of this writing instrument and shares his wonderment about the destiny of these childhood benefactors.

History: Immigrating from Hong Kong to Canada as a child, Alfred Woo easily assimilated into the Canadian way of life at an early age and has enjoyed the best of both worlds. A law graduate, his professional career included service as a Crown Counsel, securities administrator, corporate executive, and as private practitioner. He also served in the Canadian Army (Reserve Force) as a legal officer and an artillery officer before being honorably discharged at the rank of Major. A Burnaby resident for over 30 years, and now retired, he continues to volunteer helping seniors, a community service club, and a veterans group.

Scope and Content: Arlene Belcastro tells the story of her grandmother, Dakota Lamb, who was born to Norwegian parents in the late 1800s in North Dakota. She moved to Milk River, Alberta around 1900, then took up residence in Carmengay, Alberta during the Depression where she raised four children as a single mother after her husband left. She supported her family by taking in boarders, ironing, and working as a midwife. The family later moved to Edmonton, where she was one of the first Avon ladies. In 1944, she was able to take a job as a pastry cook up north during the construction of the Alaska Highway and save enough money to purchase her own home. The film includes Arlene’s memories of visiting Grandma Lamb’s rustic cabin at Baptiste Lake north of Edmonton, Alberta. Starting at age 6, Arlene and her cousin, Donna, spent every summer with Grandma Lamb. The rustic cabin did not have running water or electricity, so the girls learned about kerosene lamps, wood stoves, and using a cold storage trunk for refrigeration. Grandma Lamb taught them life-skills through chores such as gathering kindling and tending the garden, and encouraged their independence. Arlene recalls that they also learned by example from Grandma Lamb, who instilled a respect for nature and for other people and never complained about life or what material things she didn’t have. She was a resilient, respectful, and wise role model.

History: Arlene Belcastro was born in Edmonton and attended H.A. Gray School and Victoria High School, where she completed commercial courses. She was married in Edmonton at age 19, and moved to Calgary after her eldest child was born. She learned to ride a horse at Elkana Ranch at Bragg Creek while living in Calgary. Following the birth of her second son, the family briefly lived in Nassau. Arlene returned to Edmonton after her marriage ended, and soon moved to the Vancouver/Burnaby area where she has lived for more than 40 years. At age 50, Arlene began acting and is currently a student of drumming, a community volunteer, and an avid traveler.

Scope and Content: Film footage of an interview conducted and recorded by Burnaby Village Museum curator Colin Stevens with Burnaby residents gathered inside of Bell's Dry Goods store on the site of Burnaby Village Museum. Burnaby residents were customers and friends of Mr. and Mrs. Bell and included: Jim Agnew; Mary Agne; May and Bill Long; Mel Coutts; Lois Coutts; Isobel Coutts and Aubrey Coutts. These residents all lived in the area of the building and knew the owners between 1920 and 1950. Residents recall the layout and furnishings of the interior of the building when it was operated as Bell's Dry Goods (1925 to 1937), Jean's Grocery Store [?], Whitechurch Hardware (1937-1973). Colin Stevens is particularly interested in gathering information on the layout and furnishings in Bell's since the museum intends to restore the building and display to the 1920s era.

Scope and Content: The film details Teresa Florkow’s journey to restore and maintain her tugboat, the Papco III in 1982, at the prodding of her dock neighbour Ollie Iverson.

History: Teresa Florkow was born on October 11 1932 in Natal BC (now Sparwood BC). Her parents, Ann and John Bowman had another three girls (Betty Ann, Marilyn and Frances) before moving to Burnaby in 1945. They settled at 1713 Frederick Avenue at Rumble Street. Teresa attended Nelson Avenue School and then Burnaby South High School. After graduation, she worked at the Royal Bank at Kingsway and McKay for 7 years. She married Arc Florkow on July 14 1952. The couple moved to 5887 Berwick Street in Burnaby and had three children: Chris, Jill and Gail. Arc worked as a furniture painter until he bought a tugboat in 1975.

History: Burnaby Village Museum is an open air museum that represents a typical tram-stop community. Museum interpreters welcome visitors, provide demonstrations and on site programming. The museum’s collection consists of thousands of artifacts, community records as well as several original Burnaby heritage buildings, a 1912 carousel, 1912 B.C. Electric Railway interurban tram, a Chinese Market Garden and Indigenous Learning House and Matriarch's Garden. In 1990, the Corporation of the District of Burnaby assumed the operation and management of Burnaby Village Museum from the Burnaby Village Museum Association. Burnaby Village Museum (formerly named Heritage Village) was originally created by the Burnaby Centennial '71 Committee in 1971 as a commemorative project for British Columbia's Centennial. A concept for an open-air museum was developed near Deer Lake on Districts Lots 79/ 85. The official sod turning for Heritage Village took place on the site on April 11, 1971. In the spring of 1971, a museum director and curator were hired to oversee the development of the project and the acquisition of artifacts with funding from the Parks and Recreation Commission. The Century Park Museum Association (later named Burnaby Village Museum Association) was formed on October 26, 1971 as a governing body for Heritage Village Museum. The museum opened on November 19, 1971 with Mayor Bob Pritte and Canada's Governor General Roland Michener. IN July 1972, the museum opened for it's first public season. The Village was described as depictive of the 1890 to 1920 era of the lower mainland. Since 1990, the site expanded from it’s original four acre size to it's current ten acres. In the 1990s and early 2000s staff and volunteers created exhibits and programs about Burnaby with an emphasis on the 1920s. Since it's 40th anniversary in 2011, the museum has implemented changes to make the museum more interactive and inclusive in telling the story of Burnaby's history.

Scope and Content: The digital video tells the story of Gee Lam’s childhood experience of growing up in the Vancouver’s East End neighbourhood known as Strathcona. His story revolved around his father’s friend Harry Con who was a community activist in the Strathcona neighbourhood, as well as a volunteer “spy” for the Canadian Armed forces in World War 2. Gee shares his personal life lessons learned from “uncle Harry” regarding the importance of standing up and fighting for what is right. Harry’s community contribution had embodied Martin Luther King’s social activist principles: “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.” In the eyes of Gee, Harry Con was an exemplary who modeled an old Chinese proverb: “Each generation will reap what the former generation has sown. To enjoy the benefits of the hard work of one’s predecessors.” Harry’s life of selfless contributions in shaping the Vancouver Chinese community will impact generations to come. This is a story that needs to be told to the next generation to encourage them to respect and remember that the benefits of a thriving community is derived from both past and present continuous collaborations for paving long term beneficial outcomes for everyone.

History: Gee Lam immigrated from Hong Kong and grew up in the Strathcona neighbourhood that was adjacent to Vancouver’s Chinatown. He is a long-time resident of Burnaby. He has lived in North Burnaby with his wife since 1985. He attended Simon Fraser University’s (SFU) Burnaby campus and graduated in 1983. He obtained his M.Ed. in 2013 from SFU. He worked as a research assistant and workshop facilitator on the Elders’ Digital Storytelling project. He currently works at SFU’s Teaching and Learning Centre on top of Burnaby Mountain.

Sim farm, in Cloverdale, B.C., when he was 15 years old. He worked hard alongside Chinese men and women who were new immigrants to Canada as he helped to harvest lettuce and celery for 80 cents an hour. Through this experience Lester grew comfortable working with people of another culture who also knew the importance of working hard.

Digital storytelling is a form of narrative that creates short movies using relatively simple media technology. The project began in 2014 funded by Social Sciences and Humanities Council of Canada (SSHRC) and AGE-WELL NCE grants. In partnership with the City of Burnaby, digital storytelling workshops were offered in Burnaby. The workshops helped older adults create short autobiographical films that tell a special story in their lives, complete with music, photos and narration. This film was produced at one of those workshops.

Scope and Content: Fonds consists of a collection of photographs of the Leggett family, the C.W. Parker no. 119 carousel, the Lone Star Circus, a film created by family members that documents the opening day of the C.W. Parker no. 119 carousel at Burnaby Village Museum along with photographs of Parker Carousel "Carry Us All" in Alum Rock San Jose.

History: Fred Kirk Leggett was the first owner of the C.W. Parker no. 119 carousel. Fred and Norvie Leggett had six children including, Norvie, Fred D., Leon, Dedie and Ralph. The eldest daughter (name unknown) of F.K. and Norvie Leggett died in 1911. In 1913 the carousel was sold to Fred K. Leggett of Houston Texas for $5,886.00 and was originally equipped with a steam engine and ""wishbones/grass-hopper/jumping horse"" mechanisms. It toured Texas for two years with the Lone Star Circus until 1915 when the machine was shipped back to the factory. It is believed that the machine was rebuilt by the factory with fancier horses and heavier rounding boards referred to as the “Superior” style. Some of the horses were built around 1917 and some between 1920 and 1922. The factory records consulted do not tell for certain where the machine went between 1915 and 1936, possibly to San Jose, California from 1918 until 1922 and then to San Francisco California, or Tacoma, Washington. The carousel was installed at Happyland in the nineteen thirties and then moved to Playland and the PNE. In 1989 "The Lower Mainland Association of Friends of the Vancouver Carousel" came together save the carousel from destruction. With a lot of hard work, the help of the Government of British Columbia and the support of the Municipality of Burnaby, the carousel was purchased. Funds were also raised by The Friends of the Carousel to pay for the restoration, and Burnaby agreed to build a new pavilion for it as a Centennial project. The Centennial Parker Carousel (C.W. Parker no. 119 carousel) and the Don Wrigley Pavilion where the carousel is housed, opened at Burnaby Village Museum on March 25, 1993. The eldest daughter of F.K. Leggett, Norvie Leggett Frame and other members of the Leggett family were in attendance for the opening of the newly restored carousel at Burnaby Village Museum in 1993.

Scope and Content: In this short film, Yasmin Jamal declares her passion for clocks and fancy watches, but confesses that she has a troubled relationship with them! From her kitchen clock that does not tell the correct time, to her collection of beautiful wrist watches that refuse to do their job, she is beginning to question this strange relationship. Why does she hold such a love and passion for time pieces that are too stubborn to keep time? She is aware that her attraction to timepieces is about more than needing to know the time. Her touching mediation on the reasons for her attachment reminds her audience that time is a treasure and we should make the most of every moment.

History: Yasmin Jamal immigrated from Kenya over 44 years ago. She came to pursue her undergraduate degree at Simon Fraser University. She is a long-time resident of Coquitlam. However, she has always been employed in the Burnaby District. She presently works as a librarian at Burnaby Public Library. Prior to that, she was employed at Simon Fraser University, Burnaby campus. She loves Canada, but still treasures the fond memories of her childhood in Kenya. Yasmin visits Kenya every 8-10 years to feel the warm waters & white sands of the tropical beaches.

Scope and Content: Film footage documenting informal interviews with brothers William “Bill” and Albert Parker conducted by Burnaby Village Museum curator, Colin Stevens. The footage opens in the administration building of the Burnaby Village Museum where Bill Parker describes a pair of cross country skis that he is donating to the museum. Bill recollects how he constructed the skis out of cedar in the late 1920s when he was about 9 or 10 years old. Bill tells of how he skied in the neighbourhood of the Jesse Love farmhouse on Cumberland Road, using the skis until the mid to late 1930s. The film continues with a tour of the Jesse Love farmhouse which is under restoration on site of the Burnaby Village Museum. Curator Colin Stevens takes Albert and Bill Parker through various rooms inside of the house sharing details of what staff have discovered during the restoration process and gathers informative details by interviewing them. During the interviews, the brothers recollect what it was like living in the house in the 1920s. They provide details on the house’s construction, fixtures, heating and water systems along with particulars regarding furnishings and décor. Information that was gathered through interviews such as this, supported the restoration to be completed as accurately as possible.

History: Albert and William Charles “Bill” Parker are the sons of Sarah Parker (nee Love) and William Parker. Sarah Parker was the daughter of Jesse and Martha Love and grew up in the Love farmhouse located at 1390 Cumberland Road in Burnaby. Sarah and William Parker and their three children (Albert, Bill and Elsie) moved into the Love farmhouse in about 1925, eventually buying it in 1928 following the death of Sarah’s father Jesse Love. Sarah continued to live in the house until after her husband William died and eventually sold the house to her daughter Elsie Hughes and her husband John Hughes in 1966.

History: Interviewee biography: Kanwal Singh Neel was born in Mombasa, Kenya in 1953 and immigrated with his family to Canada in 1969. For the first few weeks after immigrating the family stayed at the Sikh Temple on Second Avenue before moving into a house which they rented. Kanwal attended Kitsilano Secondary School and later transferred to Steveston High School when his family moved to Richmond. In 1972, Kanwal and friends formed a bhangra group "Punjab Cultural Association" and in 1974 they performed at the World Exposition in Spokane, Washington. The group performed at various venues including the Pacific National Exhibition and other cities in the Province. In 1973, Kanwal was an officiate during the Canada Summer Games at Swangard Stadium in Burnaby. Kanwal obtained a Bachelor’s of Science Degree from University of British Columbia in computer science and mathematics and got his first teaching job in 1977. In 1978, he was an officiate of the Commonwealth Games in Edmonton, Alberta. Over the next ten years he devoted himself to becoming an educator and during this time he became more involved with the B.C. Math Teachers Association. Kanwal and his wife Nancy married in 1982 and have two daughters. In the early 1990's, Kanwal joined Simon Fraser University as a faculty associate to work, train and mentor student teachers. Kanwal became President of the B.C. Math Teachers Association and travelled throughout the province to help solve issues being faced by students. In 1993, he co-hosted a TV show "Math Shop" on The Knowledge Network and he later co-authored a textbook series titled "Math Makes Sense". Kanwal continued to advance his knowledge in the field of mathematics obtaining a Doctorate from Simon Fraser University in 2008. Kanwal developed his doctoral work in Haida Gwaii, studying the mathematics that the Haida peoples used in day to day life, applying the applications and integrating the mathematics concepts with their cultural knowledge. Kanwal also worked with the Sḵwx̱wú7mesh Nation and the Stó:lō Nation in helping to develop resources for them. Kanwal has been recognized with various awards and honours including being awarded an honorary doctorate by Kwantlen Polytechnic University and in 2017 as an inductee in the Sports Wall of Fame in Richmond for his outstanding contribution to amateur sport as an International Athletics Official. Since retirement, Kanwal continues to be involved in a project at Simon Fraser University "Friends of Simon" where university students go out and mentor and tutor immigrant and refugee children from South Asia and Africa and other countries. Interviewer biography: Rajdeep was born and raised in the Lower Mainland and is of Punjabi (South Asian) descent. She has an Associate of Arts degree in Asian Studies from Kwantlen Polytechnic University, a Bachelor of Arts (Hons.) in Anthropology from the University of British Columbia. She is a student in the Restoration of Natural Systems program at the University of Victoria. Rajdeep works at Simon Fraser University as a Program Assistant and as a researcher with the City of Burnaby. At Burnaby Village Museum, Rajdeep contributed to the exhibit “Truths Not Often Told: Being South Asian in Burnaby”.

Scope and Content: Kathryn Small has lived in Burnaby almost her entire life. In this video she recounts the path she travelled before finding the 27 year career she settled on and from which she retired in 2008. Having faced discrimination (because she was a woman) which blocked her entering her first choice for a career, Kathryn found that her subsequent variety of education and experiences over the next decade well-fitted her for her “life’s work”. Kathryn is convinced that all and any education and experience can play a part in preparing one for one’s chosen career. She is also glad that today discrimination based on gender is finally illegal in Canada. That the title of this video is an intentional double-entendre is evident by the end of the video.

History: Kathryn Small has a long connection to Burnaby, her grandparents having settled in the Douglas Road area in 1921 and her parents choosing to live in the same area. Kathryn attended Douglas Road Elementary School and graduated from Burnaby Central High School. After a variety of post-secondary education, work and travel experiences, she then worked for 27 years in Burnaby as a Public Health Inspector/Environmental Health Officer before retiring in 2008. Kathryn still lives in Burnaby.

While canoeing on the lake, Cindy learned a valuable lesson that she would never forget - “life will glide along smoothly and joyfully as long as I keep my paddle on the bottom of our canoe.”

Scope and Content: This film by Jadzia Prenosil follows the life of three sisters. They were born, educated and spent the first two decades of their lives in Communist (Czecho) - Slovakia. In August of 1968 the Warsaw Pact forces/Russian Army invaded the country in order to stop the spread of democracy lead by President Dubcek. In fear of repercussions the family decided to leave their homeland. While they pondered over their fate in nearby Vienna, Austria they received an invitation from their aunt who lived in Vancouver. They were granted the status of refugee and were sponsored by the Canadian government. They arrived to Vancouver in October 1968. The film depicts their life in both countries ( Slovakia/Canada ) and tells a story of their strong relationship that spans for over half a century. It is this bond that helped them to overcome the many challenges and traumas they had to face throughout their lives.

History: Jadzia (pron. Ya-dja) Prenosil was born in Trnava, Czecho- Slovakia in 1951. She emigrated to Canada in 1968. After she acquired basic English skills at a night school she entered Grade 11 in Lord Byng High School in Vancouver. She completed her Bachelor degree in French and Spanish at UBC. In order to improve these two languages she spent some time in France to learn French and later travelled across Central and South America. This experience widened her view of the world. She remains an avid explorer, traveller to this day. After travelling and working at different jobs she obtained a teaching degree from SFU. In 1988 she began teaching French and ESL in Killarney Secondary School. For the next thirty years she had worked with refugees from all over the world and developed close friendships with many of them. Her own experience of being once an immigrant herself and learning English as a teenager allowed her to reach out to many students and helped them integrate into Canadian society. In 1991 she moved to an old (1931) character home in North Burnaby where she and her husband live happily to the present day.

History: Janice Bobic is the daughter of John and Frances Wuzinski, longtime Burnaby residents who moved from Manitoba to Burnaby in 1944. In 1962 the Wuzinski property was expropriated by the Municipality of Burnaby, and the family purchased another property nearby. They started a new garden, brought the bees, and transplanted several trees to the new property. John passed away in 1998, and Frances in 2000.

History: Kehar Singh Aujla is originally from the Western part of India. He and his wife immigrated to Canada in 1996 to be closer to his son and his family in Burnaby. Aujla worked in the coal mining industry in India for 40 years starting in 1951. He passed his management exam in 1960, and spent 23 years working with a coal mine rescue organization. Since moving to Burnaby he has received recognition for his commitment to volunteer work, receiving eight awards between 2006 and 2016, including being selected as Burnaby's Citizen of the Year for 2011. His volunteering has included work with Volunteer Grandparents, Burnaby Citizen Support Services, Burnaby Village Museum, the Shadbolt Centre for the Arts, BMO Marathon, Breast Cancer Association, and at the Sukh Sagar Gurdwara. His awards include the Gerontology Award from SFU, 2011 Citizen of the year from the City of Burnaby, Top 25 Immigrant of 2012 by Canadian Immigrants and Royal Bank of Canada, The Life Time Sewa Award by Sukh Sagar Sikh Temple of New Westminster, Best Community Service Award by Vaisakhi Gala of Surrey, Best Community Service Award by Age Care and News Leader, Sovereign Medal by Governor General of Canada, Above and Beyond Award by Fraser Health, Early Bird Award by Volunteer Resources of Burnaby General Hospital.

We had two daughters. We moved to Burnaby in 1975. I was the Executive Director for two non-profit organizations in Burnaby. After my cancer treatment I left my jobs to concentrate on living my life."

History: The Oakalla Prison Farm (also known as the Lower Mainland Regional Correctional Centre) was a model prison farm on 185 acres of land next to Deer Lake in Burnaby. The Oakalla Prison Farm opened in 1912 and was initially designed to hold 150 men and 50 women. By the 1950s, the population was well over one thousand. The prison included a working farm which included a dairy, vegetable gardens and livestock. In 1959 the last execution in British Columbia took place at Oakalla. Following a riot and mass escape in the late 1980s, poor conditions, and public outcry, Oakalla closed down in 1991. In the fall of 1991, the prison was opened up to the public whereby tours were conducted of the site. Not long after, buildings were demolished and a residential housing development took it's place. A playground now sits on the former site of the main building. In 1991, staff from Burnaby Village Museum were granted access, documenting the site prior to it's demolition. Many Oakalla artifacts and records were salvaged and accessioned into the Burnaby Village Museum's permanent collection.

The film celebrates four generations of women in Judy's family, including her mother, herself, her daughters, and her grand-daughters. Judy's mother, Mrs. Suet Ping Yip, was born in 1922, and passed away in 2008. Judy was born in Hong Kong in 1955, and immigrated to Canada as an adult, later sponsoring her parents to join her. All of her five siblings soon followed. Judy's mother quit her job when Judy had her second daughter and helped to raise the two girls. Judy remembers her as a smart, kind, and hard-working mother and devoted grandmother. The girls knew her as "Pau Pau." Judy is proud to now be a "Pau Pau" herself, to two beautiful grand-daughters.

History: Judy Schulz has been a resident of Burnaby since 1980. She was born in Hong Kong and left home at age 17 first to England, and then immigrating to Canada in 1974. She originally settled in Vancouver. Though she had no family when she first arrived in Canada, her parents and all five of her siblings soon joined her in Canada. She worked in the medical field, and is now retired, but continues to live in Burnaby with Confederation Park as a favorite place to spend time.

Scope and Content: Fonds consists of those records created during the regular conduct of business by the Planning Department and its predecessor agencies according to their mandate of providing professional and technical advice to Council on the current and future uses of City land and resources.

History: The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Scope and Content: Records consist of material created and collected by the SFU/Burnaby Centennial Committee in celebration of Burnaby's Centennial in 1992. Celebration projects undertaken by the Committee include: Image Bank project; Centennial Oral History project; Burnaby at 100 video series; and two publications: "Burnaby: A Cultural Inventory and Resource Guide" and "Suburb of Happy Homes: Burnaby Centennial Themes".

History: The SFU (Simon Fraser University)/Burnaby Centennial Committee was established in 1990 and obtained initial funding from the President of Simon Fraser University, which was matched by a grant authorized by the Mayor and Council of the Municipality of Burnaby. Further funding came from the Burnaby (civic) Centennial Committee after the projects had been accepted as part of the recognition for Burnaby's Centennial celebrations in 1992. The suggestion for this committee originated with Professor Robert Anderson from the School of Communications and he was joined by Professors Veronica Strong-Boag from the Department of History and Leonard J. Evenden from the Department of Geography. Primary responsibilities ended up falling jointly to Professor Evenden and Susan Jamieson-McLarnon. The Committee was made up of the following members who helped to carry out the projects to completion: Rodney Fowler (SFU Department of Geography), Terry Fowler (Adler School of Professional Psychology, Chicago), Edward Gibson (SFU Department of Geography and Director of the Simon Fraser Gallery), James Ross (SFU Archivist), Allen Seager (Department of History), Grant Strate (SFU Fine and Performing Arts), and Arthur Wirick (representing Burnaby Municipal Centennial Committee). Other members of the university community contributed their expertise in a variety of ways, including: Jack Corse (SFU Librarian), Stephen Duguid (Institute of Humanities), Christine Hearn (Continuing Studies), Ken Mennel (Media and Public Relations), Jane Parkinson (Historian and Researcher), Stanley Shapiro (Business Administration) and Jerry Zaslove (Institute for the Humanities). Rodney Fowler also filled the position of committee coordinator. The committee's first undertaking was to explore the extent and availability of historical resources in the community of Burnaby. Two graduate students were hired to help carry out this work in the summer of 1991, which took two forms: a document-based study and an oral history project. The document-based history resulted in an inventory of 'archival' resources titled "Burnaby: A Cultural Inventory and Resource Guide," and the Oral History Project consisted of interviews with 11 Burnaby citizens. With the culmination of these two projects, a day-long workshop was held with both the SFU and the Burnaby municipal committees and other members of the Burnaby community who were pursuing various centennial projects of their own. Following the workshop and several meetings, the committee proposed other projects in addition to the Cultural Inventory and Oral History Project. The other completed projects consisted of: "The Burnaby Image Bank" which included an exhibition titled, "Images of Burnaby"; a finding aid video titled, "Burnaby's Photographic Family Album / Burnaby Image Bank Collection / Volume 1 / 1992"; a video titled "Burnaby at 100: Images and Voices"; a book of essays titled, "Suburb of Happy Homes: Burnaby Centennial Themes"; and a dance festival sponsored by The Centre for the Arts. "Suburb of Happy Homes: Burnaby Centennial Themes", dedicated to the citizens and students of Burnaby, and to the students of Simon Fraser University, was published in 1995. For this project, Leonard Evenden received the City of Burnaby Heritage Award in 1997. A companion project to the book of essays consisted of a map project which illustrated the development of settlement within the city, but it never came to fruition due to funding constraints.
