- Series consists of all bylaws passed, signed and sealed by the municipal Council of Burnaby, as well as drafts of bylaws that did not receive final adoption or a final reading. Bylaws pertain to all aspects of municipal government, including, but not limited to, public works, land and building regulation, taxation, finance, licensing, public health and safety, and recreation and culture. Series also includes files of correspondence and other documents related to the development of individual bylaws and municipal bylaw elections, as well as appendices to bylaws, including maps, plans, and engineering related comprehensive development drawings (CD plans). Included also are bylaw record books, which list all bylaws and related information, such as dates of reading and final adoption dates. Bylaws are numbered sequentially and are arranged according to bylaw number.

- Doreen "Pixie" Johnson was born in 1922 and married John Aloysius "Jack" McGeachie in April 1942. Jack and Pixie McGeachie lived on Rosewood Street (formerly named Campbell Street pre 1951) in Burnaby from 1948 where they raised their two children; David and Kathi. Pixie was well known for her volunteer work in Burnaby. Pixie served for over 20 years as the volunteer archivist for the Burnaby Historical Society; served as president of the Century Park Museum Association and the Friends of the Interurban 1223 and a six year term on Burnaby's Heritage Commission. Pixie was also a Burnaby historian and author who published a column in the Burnaby Examiner Newspaper entitled "Burnaby History" as well as three books about Burnaby History entitled "Bygones of Burnaby"; "Burnaby - A Proud Century" and "Land of Promise: Robert Burnaby's letters from Colonial B.C." Due to her diligent volunteer work in Burnaby, Pixie was the recipient of many awards between 2002 and 2008. Awards included: 2002 - the Kushiro cup for Citizen of the Year; 2006 - Heritage BC project award for her work with Friends of the Interurban 1223 and in 2008 - Heritage BC - Ruby Nobb Award. Jack McGeachie passed away in 1981, at the age of 67 years and Pixie McGeachie passed away in August 2010 at the age of 88 years. On September 24, 2010, Pixie was honoured by the City of Burnaby when they dedicated the reading room of the City of Burnaby Archives by naming it the "Pixie McGeachie Reading Room".

- Subseries consists of papers and photographs collected by Pixie McGeachie during her tenure as archivist for the Burnaby Historical Society Community Archives. Also included are newspaper articles and essays penned by Pixie, a series of research files collected and organized for her own personal use and a selection of ephemera.
- History
- Doreen "Pixie" McGeachie was a resident of Burnaby for over 60 years. She served as the editor for the Burnaby Examiner newspaper and wrote a column entitled "Burnaby History" for The News. In 1974 she authored her first book titled "Bygones of Burnaby" which was one of the first to develop anecdotal stories about pioneer life in Burnaby. She authored "Burnaby - A Proud Century" in 1992 and in 2002 she wrote a biography of the city's namesake in the book "Land of Promise: Robert Burnaby's letters from Colonial B.C." Pixie also contributed many hours of volunteering; helping to establish Burnaby's first museum Heritage Village in 1971, serving as President of the Burnaby Historical Society from 1991-1993. She served a six year term on Burnaby's Heritage Commission, leading the charge to preserve many historic sites throughout the city, and during her twenty years as the Community Archives volunteer archivist for the Historical Society, she succeeded in gathering thousands of rare and valuable historic photographs and documents which now forms the core of the photograph collection on the Heritage Burnaby website. The City of Burnaby awarded Pixie McGeachie the Kushiro Cup as Citizen of the Year in 2002. In 2006 she received a Heritage BC project award for leading the Friends of Interurban 1223 project, and in 2008 Heritage BC recognised her again by presenting her with the Ruby Nobb Award. Pixie McGeachie passed away in August of 2010. On 24 September, 2011, the City of Burnaby dedicated the reading room at the City Archives in her honour and formally named it the Pixie McGeachie Reading Room in recognition of her years of service to the community.

The financial transactions recorded on pages in the middle section of the ledger seem to be the receipts of initiation fees paid by members of the fire department. There is no written indication as to who kept this ledger, but by virtue of its location next to Burnaby Firefighters Association Local 323 bank book, it seems that this ledger served the same purpose and did belong to Local 323.

- File consists of a typed family tree with handwritten notes, postcards written by Minard Hill to Kitty Hill during WWI, a photocophy of a marriage certificate of Minard Hill and Charlotte Vidal with an amendment stating that the marriage dissolved on November 24, 1950, newspaper clippings (original and photocopies) from 1943 and 1980s, a souvenir from Alaska and an empty envelope of developing paper. Also included are textual records regarding a Yellow Point reunion, the Boydell and Thomas families and a handwritten copy of Richard Hill's medallion. There is also a New Testament and written inside in blue pen it reads: "Richard Hill with his sister Annie's affectionate love / ... July 15 / 63" and in black pen it reads: "Bernard Richard Hill from his dear Papa / 1866". - Item consists of a head tax certificate issued by the Dominion of Canada - Immigration Branch - Department of the Interior to Dung Way How (Dong Howe). The certificate was first issued on March 18, 1922 and includes certification stamps on the front along with a photograph of Dung Way How. Certification stamps on the verso of the certificate were issued by Chinese Immigration authorities between 1922 and 1934. Information on the front of the certificate reads "...This Certifies That / Dung Way How whose photograph is attached / hereto arrived or landed at Vancouver B.C. / on the 23rd day of January 1922 / ex "Empress of Asia" / and upon representations made has been / admitted as exempt from head tax under the / provisions of the Chinese Immigration Act. / The above mentioned party claims / to be a native of Bark Choon Jong in the District of Pon Yue of the age of 20 years. The declaration in this case is C.I.4. No. 3715 Date at Vancouver on March 18, 1922" signed by "Controller of Chinese Immigration". Printed text on verso of certificate reads "IMPORTANT / IT IS NECESSARY THAT THIS / CERTIFICATE BE CAREFULLY / PRESERVED AS IT IS OF VALUE / AS A MEANS OF IDENTIFICATION".
- History
- Dung Way How (Dong Howe) arrived from Bak Chun (North Village), Guangdong in 1922 as a paper son. He had two sons during his first marriage, but the sons remained in China and one died at a young age. He married his second wife Chow Goon Pang through an arranged marriage. She was married twice previously and had a son from each marriage, but neither of them survived. Chow was from Nam Chun (South Village) and arrived in Canada as a paper daughter around the late 1930s or early 1940s. Both Dong and Chow spoke a Poon Yue dialect. The couple raised one daughter Vivian Dong (Dong Jing Yu) in Canada. The Dong family leased and operated the New Fountain hotel in Vancouver located at Abbott Street and Cordova Street. The family later went on to purchase farmland in Burnaby in 1957. The Dong family moved to Burnaby and operated a three acre market garden located at 6220 14th Avenue until 1972. They grew European staples including celery, radishes, green onions, beets, lettuces, endives, as well as Chinese vegetables such as gai lan (Chinese broccoli). There were two Chinese families in the area, including the Wong family who operated the Wong Chew market gardens 6325 14th Avenue. Dong Howe passed away in 1978. Chow Goon Pang passed away in 2000. Their daughter Vivian grew up in Burnaby and attended Riverside Elementary, McPherson Junior High School and Burnaby South Secondary School.

- Item consists of a head tax certificate issued by the Dominion of Canada - Immigration Branch - Department of the (Interior) issued to Lee Quon Lep [sic] [Quon Lip Lee]. The certificate was first issued on December 12, 1921 and includes certification stamps on the front along with a photograph of Quan Lip Lee. Certification stamps on the verso of the certificate were issued by Canadian and Chinese Immigration authorities between 1924 and 1949. Information on the front of the certificate reads "DOMINION OF CANADA / IMMIGRATION BRANCH - DEPARTMENT.../ RECEIVED FRO.../ Lee Quon Lep whose photograph is attached / hereto on the date and at the place hereunder mentioned the sum / of five Hundred Dollars being the head tax due under the / provisions of the Chinese Immigration Act. / The above mentioned party claims / to be a native of Gong Doey Lee / in the district of Sun Way / of the age of 12 years arrived or landed / at Vancouver on the 28th day of / November 1921 ex Empress [sic] of Asia / The declaration in this case is C.I.4 No. 3716 / Dated at Vancouver on Dec 12, 1921_19_/ (signature) / CONTROLLER OF CHINESE IMMIGRATION". - Elmer Wilson Martin was a professional engineer who lived much of his life in Burnaby. He married Ellen Renetta "Reta" (Boyd) Martin in approx. 1930 and the couple moved to Burnaby in 1931 for him to attend UBC. He later enlisted in the RCAF during WWII where he served as a pilot and wing commander. Elmer ran Martin's Auto Villa at 6604 East Hastings Street (later 6574 East Hastings Street) and was heavily involved in local Burnaby politics and with the North Burnaby Board of Trade. The donor states that he ran for Burnaby mayor in 1959 and also donated land to S.F.U. in the late 1960's. He had many businesses throughout his life including Paneloc Buildings, a pre-fab building manufacturing company. His last position was as Director with the construction company Webb & Knapp Canada Ltd.

Before that time persons paying their tax bills on or before the 15th of July were entitled to a rebate and the 15th of July became known as Rebate Day when crowds thronged the Municipal Hall to avail themselves of the last chance of obtaining some ‘velvet’. The rebate on the water rate is still in."

- History
- Edwin Ramsey came to Canada from Scotland when he was about 11 years old. He was given farmland and quickly became an avid farmer. Edwin Ramsey married Annie Plummer circa 1893. This was Annie Plummer’s second marriage. In the early years of their marriage, Edwin and Annie lived in Orange Ridge, Manitoba and operated a store and post office. Their first child, Queenie, was born November 11, 1895. Albert Edwin "Bert" Ramsey was born January 27, 1898. Eva Lilian Ramsey was born January 24, 1900. Jessica “Jessie” Ramsey was born two years later. The Ramseys then headed to New Westminster. By 1905 they had bought "the Park” (what is now Robert Burnaby Park) from Mr. Wintermute for $4,000 cash. They moved into a large house already constructed on the property. The park was full of apple trees, a garden, pigs, two cows, horses and a buggy and wagon with a barn near the second street entrance. By now, the eldest, Queenie was enrolled at Burnaby’s first school. Twins Ernest “Ernie” and Dorothy “Doll” were born in 1906. Eva started at Edmonds School in 1908 when it was just built. Her siblings Queenie, Bert, Jeanie, Ernie and Doll all attended the school as well. In 1909 the Ramseys sold the park to Mr. Vidal of New Westminster and his syndicate along with a portable mill to Pemberton & Sons and received enough money to buy six lots on 12th Avenue where they built a large house. Gordon “Gord” Ramsey was born in that house in 1909. Soon after, they sold the house and moved to Blaine for six months, then on to Bellingham where they remained until Edwin and Annie divorced in 1914. Edwin moved alone to Alberta and Annie moved back to Burnaby with their children. Bert began attending the University of British Columbia where he studied to become a doctor. He joined the army in May of 1916, went to war and was killed at Vimy Ridge on April 12, 1917 at the age of 19. As Mr. Vital and his syndicate were to go to war as captains, Mr. Vital gave up the park property and Annie was able to take it back. Unfortunately, the new initiative of taxing wild lands caused Annie to lose the park property through tax sale proceedings. She then entered into a lease agreement with Burnaby which allowed her to stay on at "the Park." With twelve years of piano training, Annie was considered a talented musician and played the piano at St. Alban’s church for many years. Annie Ramsey died on October 3, 1926. Jessica, Dorothy and Queenie all moved to the United States. Gordon married a woman named Irene. Eva married William “Bill” Anderson at the St. Stephen’s Church in New Westminster on July 7, 1919. She and Bill were the first couple to marry there. They held their wedding reception at “the Park.” In 1921, Bill and Eva bought a home at 723 Second Street for $2450. They had one daughter, Dorothy "Dot" Anderson. Dot later married Robert V. “Bob” Douglas. Eva died in 1995.
