History
Finance and Civic Development Committee was established on January 13, 2003 when the Civic Development Committee and the Finance an Economic Development Committee merged to become the Finance and Civic Development Committee. The Committee was responsible for municipal buildings, facilities, conservation areas (etc.) and long term financial planning. On January 26, 2015, the Committee changed its name from the Finance and Civic Development Committee to the Financial Management Committee.

Frank recalls how his father, a Japanese-trained carpenter, came to be involved in the project, which was donated to the Museum by the Japanese Canadian Citizens Association. An unidentified woman is also present and contributes to the discussion. 0:00 – 6:38: Frank Kamiya recalls the museum’s ofuro project, describing how his father became involved with it. He talks about the ofuro in Canada, speaking of their importance to Japanese Canadians but noting that they have been superseded by newer products. Frank also mentions that ofuros are now subject to modern building regulations. 6:38 – 20:30: Jiro Kamiya describes the construction of the ofuro. He explains the technique of water-proofing and talks about the different sizes of baths, discussing the differences in Japanese and Canadian styles and in the way water was supplied. 20:30 – 28:27: This portion of the recording pertains to Jiro Kamiya’s background as a carpenter in Shizuoka, Japan, in the family’s business, and how he came to immigrate to Canada. Frank talks about his father’s innovations and skills. He discusses the differences between Japanese and Canadian tools. Lisa Codd asks about the tools Jiro donated to the museum. 28:27 – 36:00: Frank talks about his father’s involvement in the building of the Museum’s ofuro. He notes that he himself drew up the plans and submitted them to City Hall. He asks about the ofuro’s plaque and the building’s condition. Lisa explains how the classification of buildings as replica or heritage determines how conservation choices are made. 36:00 – 45:47: Frank describes the purpose and use of the ofuro and the kind of accessories which should be included in the Museum’s display. The exact meaning of ‘ofuro’ is discussed with Jiro, as is bathing protocol for the larger and smaller kinds. 45:47 – 59:13: Jiro recalls New Year and other traditions and Lisa and Frank remark on the differences between the established infrastructures of Japan and those of rural Canada. Frank describes his father’s work in Canada. Jiro talks of being unable to join the carpenters union, but advancing in his profession through his ability and experience with Japanese techniques. 59:13 – 1:11:02: Jiro talks about the work that he did during internment during World War II and his choice to go to Winnipeg with his family. Frank relates how his father adapted to shipyard work, and Jiro tells anecdotes about his working years.
History
Interviewee: Jiro Kamiya (ne Tsuneki) was born on August 29, 1910 in Shizuoka Ken, Japan to parents Torakichi Tsuneki and Sono Ssuneki. In 1936, Jiro married Toneko Kamiya. The Tsuneki family were Master Carpenters for over 500 years and the family business, Torakichi Tsuneki Construction Co was the largest and best known construction company in Shizuoka Ken. Jiro also became a master carpenter working for his father's company. In 1933, Jiro immigrated to Canada and in 1936, he returned to Japan to marry. In 1937 he got work at the Hammond Cedar Mill leading a crew of six men and worked there for about three or four years. In 1942 along with over 21,000 Japanese Canadians, Jiro and his family were forcibly removed from the coastal area of British Columbia. Jiro and his family were relocated to Oak Bluff, Manitoba to work on the beet farms. JIro chose this location of internment so that he could keep his family together. While living in Manitoba, Jiro also found work as a carpenter. In 1948 when he was permitted to return to British Columbia, Jiro and his family relocated to Kamloops. In 1951, he began working as a carpenter for Matsumoto Shipyard in North Vancouver and between 1961 and 1974, he worked for Grimwood Construction. From 1975, he worked for Dawson Hall Construction until his retirement at the age of 68. Following his retirement he built a house for his nephew on Mayne Island and a summer house for himself which he completed in 1988. In 2001, Jiro and his wife, Toneko moved to Nikkei Home. While living at Nikkei Home, Jiro made chopsticks out of hardwood, creating over a thousand pairs up until he was 99 years old. Jiro passed away in 2015. Interviewer: Lisa Codd has worked in the museum sector since 2000 and between 2005 and 2019, she worked as the curator at the Burnaby Village Museum. In 2019, Lisa began her work as the City of Burnaby Heritage Planner.

Series consists of records pertaining to the moving, restoration, exhibit and repair of the Bell's Dry Goods store and Whitechurch Hardware store building that was relocated from Sixth Avenue to Heritage Village (Burnaby Village Museum) in 1974. The building was set up as a permanent exhibit on site at Burnaby Village Museum. The majority of the records were created by museum and City of Burnaby staff. Series is arranged into four subseries: 1) Restoration, upgrades and repairs subseries 2) Bell's building photographs subseries 3) Bell's exhibit photographs subseries 4) Bell's research files subseries
History
The Bell's Dry Goods building was built in 1922 by Clifford Tuckey with a small lean to structure on the back housing a kitchen and bedroom. The building was located on the northwest corner of Sixth Street and Thirteenth Avenue in Burnaby. William Bell (1884-1952) and Flora Bell (nee Connell) (1889-1953) immigrated to Burnaby from Scotland between 1917 and 1918. In about 1924, the building was purchased by William and Flora Bell. Flora operated "Bell's Dry Goods" store out of the building and the couple lived at the back of the store. William worked as a driver for a local lumber mill. Bell's Dry Goods was in operation in this one storey building between 1925 and 1937 with the building address, 1314 Sixth Street (later 7695 Sixth Street). In 1927, they moved to a house located on Thirteenth Avenue while they converted the back of the store to include the East Burnaby Post Office. In 1937, the Bells moved the one storey "Bell's Dry Goods" building a little further north and built a two storey building on the corner. Flora continued to operate Bell's Dry Goods on the ground level of the new building until 1941 and the couple lived upstairs. The new two storey building assumed the address of 1314 Sixth Street (later 7695 Sixth Street) and the older one storey building obtained a new address of 1316 Sixth Street (later 7685 Sixth Street). The East Burnaby Post Office continued to operate at 1314 Sixth Street until about 1954. On December 1, 1937, Maurice Whitechurch moved his Whitechurch Hardware store into the one storey building which he rented out from the Bells. In 1943, Maurice Whitechurch purchased the building from the Bells and Whitechurch Hardware store continued to operated at this location until the Spring of 1973. In June 1973, Mr. Fergie Will bought the store and the building was donated to Heritage Village (Burnaby Village Museum). In August 1974, the building was relocated from it's location on Sixth Avenue to Heritage Village. Sometime prior to the move, the extension at the rear of the building was removed. After the building was moved to Heritage Village, some exterior repairs were completed including the installation of exterior siding at the rear of the building and installation of large wood sliding door. The building opened as a carpentry shop exhibit in 1975. In March 1976, an extension at the rear of the building was rebuilt by museum staff. The building underwent several repairs and restorations between 1992 and 1996 and was closed to the public. Due to structural problems, the extension was demolished in 1992. Between 1993 and 1996, the building underwent a series of exterior and interior structural repairs to restore it to Bell's Dry Goods store which included the rebuilding of the extension at the rear of the building and the moving of the building onto a new foundation. The newly restored building opened as Bell's Dry Goods store (exhibit) on August 6, 1996. On November 23, 1992, the building was designated a heritage building under Heritage Designation Bylaw 1992, Bylaw Number 9807.

History
The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. History
In the first years of the 20th century, the hill overlooking the city of Vancouver was barely developed. This area, known as Vancouver Heights, commands a magnificent view of the city, the north shore mountains, and the sea. During the first decade, there was just a handful of people willing to brave the inconvenience of living in a remote area to dwell in such splendour. Among them were 10 Catholic families. They dreamt about establishing a Catholic community, a church, and perhaps even a school of their own. They knew it would take hard work and sacrifice to realize their dream. In 1912, the Second Narrows Bridge and several industrial plants were built in this area. Archbishop Neil McNeil, recognizing the potential for greater development, requested aid from Toronto's Catholic Extension Society, to help purchase property at the corner of Pandora and Ingleton to build a small church and home for the priest. The $6000 construction expense was donated by Mr. Justice Kelly, who requested that the church be named Saint Helen in memory of his daughter, Helen. On August 11, 1912, Saint Helen's church was blessed. 12 years later, in 1923, a second dream was realized with the construction of Saint Helen's School. The Sisters of Charity of Saint Vincent de Paul would staff the school for over 50 years, dedicating their lives to the education of thousands of children. 1936 began an era of unprecedented growth under the leadership of Msgr. Daniel Carey. In 1948, despite post-war hardships, he was able to inspire his community to build a new school. He then turned his attention to the over-crowded church and, in 1956, to the delight of the parishioners, the new Saint Helen's Church was blessed. By 1973, the demographics of Saint Helen's Parish had experienced a dramatic change. From the Anglo-Irish parishioners of the early years, Saint Helen's was experiencing a huge increase in parishioners of Italian descent. Archbishop James Carney, realizing the need to better serve these immigrants, asked the Scalabrinian Congregation to take the parish under its care. The second era of physical growth and development in the parish would come under the direction of these missionary priests. The 1970s, with Father Joseph Ponti as pastor, would see the construction of a new rectory, a state-of-the-art hall/gymnasium, and a fully renovated school. Father Joe's dream was the construction of a church, with this in mind, he began to purchase the necessary land. Succeeding pastors Father Angelo Calandra and Father Peter Sordi continued to work towards this dream, accumulating land and initiating the process. Father Claudio Holzer, upon assuming the responsibilities of pastor, took a firm hold of the dreams of his predecessors and shaped them into the reality of the new Saint Helen's Church. From the beginning, St. Helen's Parish has been an active community participant in this area of Burnaby and continues to enjoy this participation not only here but in Metro Vancouver as well. On August 11, 2012, St. Helen's Catholic Church and Parish celebrated its 100th anniversary. -Information contributed by M. They also talk about their interaction with the public in developing policies, particularly for the 1974 report “The Public Meetings - Phase One”, and the importance of a strong policy base for long range planning and the patience needed to assemble land for large parks. They talk as well about their careers, their close working relationship in the department, and the cooperation between City and SFU staff in the development of UniverCity.

Basil Luksun was born and educated in South Africa, immigrating to Canada and Burnaby in 1972 to escape the harmful effects of apartheid. He holds a BSc degree from the University of Cape Town and a Post-Graduate Diploma in Town Planning from the University of Witwatersrand. He joined the City of Burnaby’s Planning and Building Department in 1973, working his way up through the organization to Director of the department before retiring after 39 years in 2012. When he started work in the 1970s, the City of Burnaby was focusing on green space planning projects and he takes great pride in these projects as well as the city’s focus on long-term planning. Basil lived in the Capital Hill area from 1972 to 1990. He currently resides in Vancouver and has two sons, Warren and Derek. Jack Belhouse was born in 1946 in Vancouver and attended UBC, York University and SFU (1965-1972), majoring in urban geography. He began working in Burnaby’s planning department as a summer student in 1968, and was offered a full-time position when he graduated from university. He became Director of the Planning and Building Department before retiring after 38 years with the city in 2006. He and Basil Luksun worked closely together in long range planning in the department. Jack lives in Coquitlam with his wife Linda and has two children, Brad and Lori.

Recording is of an interview with Basil Luksun and Jack Belhouse conducted by Kathy Bossort. Basil Luksun and Jack Belhouse were two of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about the history of setting aside parkland by dedication on Burnaby Mountain, the 1974/76 delineation of the conservation area on Burnaby Mountain, and the dispute between Burnaby and Simon Fraser University over land ownership and control on Burnaby Mountain, as discussed by two retired participants in these events from the City of Burnaby’s Planning and Building Department, Basil Luksun and Jack Belhouse. They also talk about their interaction with the public in developing policies, particularly for the 1974 report “The Public Meetings - Phase One”, and the importance of a strong policy base for long range planning and the patience needed to assemble land for large parks. They talk as well about their careers, their close working relationship in the department, and the cooperation between City and SFU staff in the development of UniverCity.
Biographical Notes
Basil Luksun was born and educated in South Africa, immigrating to Canada and Burnaby in 1972 to escape the harmful effects of apartheid. He holds a BSc degree from the University of Cape Town and a Post-Graduate Diploma in Town Planning from the University of Witwatersrand. He joined the City of Burnaby’s Planning and Building Department in 1973, working his way up through the organization to Director of the department before retiring after 39 years in 2012. When he started work in the 1970s, the City of Burnaby was focusing on green space planning projects and he takes great pride in these projects as well as the city’s focus on long-term planning. Basil lived in the Capital Hill area from 1972 to 1990. He currently resides in Vancouver and has two sons, Warren and Derek. Jack Belhouse was born in 1946 in Vancouver and attended UBC, York University and SFU (1965-1972), majoring in urban geography. He began working in Burnaby’s planning department as a summer student in 1968, and was offered a full-time position when he graduated from university. He became Director of the Planning and Building Department before retiring after 38 years with the city in 2006. He and Basil Luksun worked closely together in long range planning in the department. Jack lives in Coquitlam with his wife Linda and has two children, Brad and Lori.

She worked at the Delta Museum and Archives after graduating from SLAIS (UBC) in 2001 with Masters degrees in library science and archival studies. Kathy grew up in Calgary, Alberta, and, prior to this career change, she lived in the West Kootenays, earning her living as a cook for BC tourist lodges and work camps. She continues to be interested in oral histories as a way to fill the gaps in the written record and bring richer meaning to history.

Recording is an interview with Joe Sadowski conducted by Burnaby Village Museum employee Rebeca Salas, June 16, 2017. He describes the formation of the group, its original intentions, and its changing focus. 3:05 - 5:54: Joe recalls how the group decided to further their purpose by involving the public, and the rationale behind building a trail system. He explains how the Burnaby Outdoor Education Association was formed and describes its activities. 5:54 – 9:20: Joe relates how the Association was able to access federal funding for the trail. He shares his perspective about local businesses having changed their priorities since that time. 9:20 – 13:31: Joe discusses how the group expanded its base, and why it changed its name to the Burnaby Lake Advisory. Joe describes how the group’s plans regarding the lake informed their subsequent activities there. He discusses its importance to migrating birds, and talks about the improvement to Still Creek. 22:05 – 29:48: Joe talks about the big Burnaby Lake Clean Up. He notes that the public’s changing attitudes have made further large clean-ups unnecessary. 29:48 – 32:00: Joe talks about the work of the Eagle Creek Streamkeepers, the Sapperton Fish and Game Club, The Semiahmoo Rod and Gun Club, and the Hyde Creek Watershed Society. He observes that game clubs have broader interests now than sport alone. 32:00 – 37:37: Joe discusses the return of salmon to the lake, the improvement in the quality of water, and the increased numbers of birds. He recalls the construction of the original observation tower by Aril Dalsvaag’s students at Burnaby Central Secondary School, talks about the current tower and discusses the success of the Association’s turtle nesting pad. 1:28:05 – 1:34:50: Joe discusses the introduced species in Burnaby Lake, and the efforts to eradicate them. He mentions the work of Bob Gunn, from B.C.I.T., a former student of Bob Gardner. 1:34:50 – 1:49:28: Asked about the substances used to control the mosquito population at Burnaby Lake, Joe voices his concerns about the effects of spraying, noting that the butterfly garden has been negatively affected by it in the past. He describes the origin of the garden. 1:40:28 – 1:46:06: Rebeca summarizes the interview and thanks Joe. Joe describes his hopes for the B.L.P.A. and the future of the lake. He reiterates the importance of preservation and accessibility and remarks on the number and diversity of the visitors.

He has been recognized for his environmental efforts and was awarded the Community Stewardship Star in 2000 and 2004. Interviewer: Rebeca Salas is a MA student in the Department of Geography at Simon Fraser University. Rebeca is interested in the relationship between property and memory. Rebeca is an experienced researcher and oral history interviewer and has conducted several oral histories for Landscapes of Injustice Archive.

History
The South Burnaby Garden Club was formed in 1901 when a group of Central Park residents met to form a Farmers’ Institute. They leased 17 acres of Central Park from the Provincial Government and with the support of government grants constructed a two-story building on the property. The building was constructed in time for the first annual Fall Fair in September 1901. In 1903, the Institute amalgamated with the South Vancouver and Burnaby Agricultural Society to become the Central Park Agricultural Association & Farmers Institute. In 1907, the membership doubled to 520 members. Increasing urbanization and the First World War saw the last exhibition in 1919, and then lease on the building expired in 1921. The Society continued to meet and hold small exhibitions in rented halls under the South Burnaby Horticultural Association name. After several name changes, the association became the South Burnaby Garden Club in 1958 and continues to this day.
