History
Serving the City since 1911, the Burnaby Fire Department is committed to providing timely, professional, and effective fire-related emergency services to save lives, property and the environment. Their dedicated staff serves the City via seven fire stations located strategically across Burnaby. Each of our stations is equipped with up-to-date vehicles and equipment. Their highly skilled and trained team of men and women provide many services, including fire suppression and prevention, investigation, inspection, training, medical, vehicle extrication, technical and other speciality rescues, hazardous materials response and public education services. The following information pertains to the publication "Follow That Fire": Communities have always lived with the threat of fire. Early Burnaby residents banded together to extinguish out-of-control brush fires. In the 1920s, the Municipal Police were responsible for fire-related matters, earning three dollars for attending a fire. Donations to the Vancouver and New Westminster Fire Departments' Benevolent Funds brought the first fire engines to Burnaby's rescue. As the population increased, by-laws were enacted to develop a full-time fire service. Several members saw the value in jotting down recollections of their experiences as Burnaby firemen, which sparked an interest in completing the History of the Burnaby Fire Department. While researching this project, the author was fortunate in being able to draw from the resources of retired chiefs Fred Blake and Lewis Auvache, who were original members of the Department. The Department's progression includes heated and sometimes humorous debates regarding who should be responsible for fire protection, deciding if there was a need for a fire services, and how taxes would be levied to support the service. Photographs throughout the text represent stages of development which include a pictorial record of Burnaby fire trucks from 1923 to the present platform ladder trucks. From its humble beginning as two separate fire departments operating from a converted police horse stable and a water pumping station, the Burnaby Fire Department has developed into a professional organization serving its citizens from six fire stations.

History
The City of Burnaby Legal Department was formally established on April 20, 1954, when City Council called for the appointment of a full-time City Solicitor to manage the legal affairs of the City and all its boards and departments. This decision followed a report presented by Councilor Hean on March 8 of that year which listed a number of reasons why such an appointment was necessary and recommended that the City employ a full-time Solicitor and a support staff comprised of an assistant solicitor and a stenographer. Councilor Hean’s report was initially referred to a Committee of Council for further study, but was endorsed by the Committee of the Whole on March 29, 1954, and on August 23, Mr. William L. Stirling was appointed as the first Solicitor for the City of Burnaby. Prior to the development of the City’s Legal Department, it was the practice of City Council to appoint a law firm to act as legal counsel for the Municipality, but the last lawyer on retainer for the City was dismissed on May 17, 1954, because of the imminent creation of a Municipal Legal Department. Initially, the City Solicitor was expected to report to the City Clerk who was Chief Executive Officer for the Municipal government. However, the reporting relationships within the City were altered in 1957 with the adoption of Bylaw No. 3859. Bylaw No. 3859 (the Municipal Manager Bylaw) heralded the appointment of a Municipal Manager who became the administrative head of the City and to whom all departments reported, including the Legal Department. Regardless of the administrative hierarchy within which the Department operated, its mandate has remained quite consistent since its inception. The City of Burnaby Legal Department’s primary functions are: providing legal advice to City Council and other City departments; drafting bylaws; negotiating and drafting contracts involving the City; dealing with claims both by and against the City; and managing legal proceedings involving the City. From 1979 onwards, the Legal Department also acted as the main land agent for the City by managing the acquisition and disposal of land, the leasing of City land and the negotiations of rights of way and other land related agreements. Prior to 1979, this function was the responsibility of the Treasury Department, but after an organizational review in late 1978, Council decided that the Land Agent should act under the authority of the Municipal Solicitor. As a result of fulfilling these two broad roles within the City – that of providing legal services and that of acting as land agents – the Department was renamed the Legal and Lands Department and came to include not only a City Solicitor but also property negotiators and a number of legal assistants. In 2017, City land acquisition and sales were transferred from Legal Services to the newly-established Realty and Lands division of the Public Safety and Community Services Department. History
On September 22, 1892, the Corporation of the District of Burnaby was established by letters patent. An integral component of this incorporation was the creation of the office of the Reeve (later called Mayor). The Reeve was to serve as the Head and Chief Executive Officer of Burnaby and was to lead the City Council in the governing of the Corporation. Burnaby’s first Reeve and Council were elected by acclamation on October 15, 1892, with formal elections held by ballot three months later. From 1893 until 1977 the Reeve and Council were elected for one-year terms, but the practice of annual elections was abandoned in favour of two-year terms in 1977. The current practice of holding elections every three years was begun in 1987. Elections of Reeve and Council were suspended altogether in 1933. However, as a financial crisis in the Corporation resulted in the Province intervening and assuming control of the local government. For ten years, Commissioners were appointed by the Provincial Government to manage the affairs of the Municipality, but by January 1943, the situation had been remedied and local elections were once again held. From 1892 until 1968, the Chief Executive Officer in Burnaby was known as “Reeve,” but this nomenclature changed with revisions to the Local Government Act in the latter part of the twentieth century. In 1968, the Province altered the Act and abolished the practice of assigning different titles to the members of Council based on Municipal Classification and introduced "Mayor" and "Alderman" as terms applicable in all Municipalities not just those of a certain size or with a certain number of citizens. From that point on, the CEO of Burnaby has been referred to as the Mayor of the City. Despite these changes in election procedures, naming protocols, and the disruption caused by the financial crisis in the 1930s and 1940s, the roles and responsibilities of the Mayor have remained relatively stable throughout the years. As Head and Chief Executive Officer of the City, the Mayor is responsible for ensuring that the principles of law and good government are enforced in Burnaby. This includes the task of overseeing the conduct of officers and employees and directing the management of municipal business and affairs as well as chairing the meetings of Council and appointing Council Committee members. The Mayor is also charged with the duty of representing the City at public functions, in meetings with visiting dignitaries, and in participating in local community and fundraising events. Initially, the Municipal Clerk assisted the Mayor in his work by handling most correspondence and clerical tasks of the office. Today, however, the Mayor’s office retains its own administrative staff who are responsible for facilitating all schedules and arrangements for the Mayor along with coordinating their internal and external contacts and events. History
The Parks and Recreation Department changed its name to the Parks, Recreation, and Cultural Services Department in 1997 to better reflect the department's mandate to operate a major arts centre and heritage facility, and to provide extensive cultural services and support to organizations in addition to parks and recreation services. On January 1, 2023, the City renamed the department to Parks, Recreation and Culture to be consistent with other departments, grammatically correct, and reflective of the department "moving forward" to a better Burnaby. Mary Morrison-Clark has served as General Manager of the department since November 2022.

Fonds consists of those records created during the regular conduct of business by the Planning Department and its predecessor agencies according to their mandate of providing professional and technical advice to Council on the current and future uses of City land and resources.
History
The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Item consists of a recording of an oral history interview with Ellen and Bill Schwartz conducted by Burnaby Village Museum Registrar and Researcher, Eric Damer. 00:00-16:47 Bill and Ellen share where they were born, grew up and went to school as citizens of the United States and how they met in Pennsylvania the 1970s. Bill and Ellen explain how in the 1970s, they were discouraged about the current politics in the United States under the Nixon administration and how they were inspired by the “back to the land” ideals, rejecting materialism and wanting an alternative lifestyle. With these ideals in mind, they recall how in 1972 they and a few other friends decided to leave the United States, move to British Columbia with the goal of buying land in the Okanagan or Kootenay region and starting a new lifestyle for themselves. Bill and Ellen recollect how they purchased 20 acres of land in Galena Bay in the Kootenays and how they lived in the area off and on until the early 1980s. They describe how they cleared three acres of land, built a cabin, put in a garden, chicken coop and honey bees. With the challenges of the isolated location and no access to electricity they explain how they decided that they had to live elsewhere in order to make a living. Ellen talks about working as a special education teacher in Revelstoke and Slocan and how Bill obtained his teaching certificate while they lived in Nelson. Bill and Ellen describe themselves as environmentalists and of how they both became active Provincial environmentalists during the construction of the Revelstoke Dam. Bill talks about getting work with the “Energy Van” program talking about energy conservation, renewable energy and recycling. They explain how after their first child was born in 1980, they returned to Galena Bay for about a year and a half until Bill was offered a job with the Department of Energy Conservation which lead them to move to Vancouver. 16:48 – 22:46 Bill and Ellen describe their first few years of living in Vancouver and at University of British Columbia while Ellen completed her master’s degree in creative writing. During this time, they had their second child. They recall how in 1988 how they purchased a house in Burnaby, selecting to live in the Deer Lake neighbourhood. They talk about the benefits of the neighbourhood including; a French immersion school for their children, proximity to the trails around Deer Lake and having transit close by. 22:47 – 33:55 Bill and Ellen talk about their consulting business “Polestar Communications”. A Burnaby based communications consulting firm composed of three people, Ellen and Bill and colleague Richard Banner. They describe how their business got started and some of the projects that they’ve worked on including; BC Hydro’s Power Smart Program, financial literacy curriculum that was introduced in B.C. schools and reports for the Province of British Columbia. Ellen and Bill convey how Bill has been a very active member with the City of Burnaby Environment Committee, the Steering Committee to develop a sustainable environmental strategy for Burnaby, how he’s been awarded for his contributions in coaching youth sports and other areas in which they have both volunteered. 33:56 – 43:07 Ellen describes how she got started in writing educational resources about the environment and how since she completed grad school in 1984, she’s published nineteen books. Ellen conveys how her first book was published and sold to the Province of British Columbia as part of the B.C. educational curriculum on the environment. Ellen talks about some of the children’s books that she’s written and published with themes including; social justice, the labour movement and racism in sports. Ellen describes some of her books and the research that she’s done. 43:08 – 51:04 Ellen and Bill Schwartz reflect on what they like about living in Burnaby. They talk about the benefits of their neighbourhood including; performances at the Shadbolt Centre for the Arts, the Burnaby Blues and Roots Festival, the Burnaby Art Gallery and Deer Lake as well as having access to parks and community centres in Burnaby. 51:05-56:36 Bill and Ellen reflect on their involvement in the Jewish community, considering themselves non-secular Jews. Ellen talks about how they were involved with “Burquest” a Jewish Community Association and how they often observe some of the Jewish holidays including Hanukah and traditions including the Jewish coming of age ritual, bar mitzvah (masc.) and bat mistvah (fem.). Ellen mentions her involvement with the “Jone Betty Stuchner Oy Vey! Funniest Children’s book Award” where she acts a judge and her involvement with the Jewish Book festival and that she is a recipient of the Jewish Book award. 56:37 – 1:08:53 Bill and Ellen reflect on their 35 years living in Burnaby and how they’ve seen it change. They talk about the increased development and density in the city, how they are troubled by a lack of low income housing, the benefits and importance of public transportation and preservation of green space including Burnaby parks.
History
Interviewees' biographies: Ellen Schwartz was born in Washington, DC, (1950) but grew up in New Jersey. She attended the Universities of Chicago and Wisconsin before moving to a farm in Pennsylvania, where she met her future husband Bill Schwartz. Bill Schwartz grew up in and around Philadelphia (b. 1947), and attended Pennsylvania State University. After travelling, and discouraged with life in eastern America, he and Ellen decided that British Columbia held better prospects. Bill and Ellen quit their jobs in 1972 and moved to the Kootenay region where they adopted a “back to the land” lifestyle, a very new experience for both of them. After eight years of modest success, and occasional work in nearby towns, they opted to return to Vancouver where Bill had work and where they could raise a family more easily. They rented in Vancouver for a few years before moving to family housing at UBC, while Ellen studied creative writing. Bill founded a communications and writing company, and in 1988 they purchased a home in Burnaby. Ellen launched a new career as a writer, mainly for children young adults. Both were active in their careers, raising a family, and participating in local social and political activities. Interviewer biography: Eric Damer is a Burnaby Village Museum Interpreter, Museum Registrar, Researcher and Blacksmith. Eric pounded hot steel for the first time in 1977 in junior high. Fifteen years later, he joined Burnaby Village Museum where he has smithed for three decades. He also provides historical research for museum exhibits and special projects. Outside the museum, Eric is a social historian with a special interest in educational history.

In 1925, the mill at Barnet was under new ownership and was known as the Barnet Lumber Company. It was one of the most successful local employers in Burnaby until the 1930s, when the economic crisis of the Great Depression resulted in a strike at the mill. The City of Burnaby eventually assumed control of the site - including all of the homes - when the company failed to pay its taxes. The City then dismantled the mill and resold the property in two parts - the eastern section would become the Kapoor sawmill and the western portion, the McColl-Frontenac Oil Company.

In 1945, the McColl-Frontenac Oil Company purchased the western section of what used to be the Barnet Mill site from the City of Burnaby. McColl-Frontenac handled the distribution of Texaco gas and built a new plant at the site for this purpose. The company built an improved road access to the plant which later became known as Texaco Drive. Competition from other refineries eventually forced the closure of this plant and in 1985 the area was acquired by the Municipality for the expansion of Barnet Marine Park.

Description
The Moore House is a one-storey, side-gabled house with stepped roof planes and a split-level attached garage. The house faces east, and features distinct river rock porch columns and a large central tapered chimney. It is located within the Deer Lake Park Heritage Precinct, and is adjacent to a related house, the Rosalie (Moore) Barrett Residence, built the following year.
Heritage Value
The Moore House is significant for its relationship to first owner, Ethel Hutchings Moore (1884-1948), who purchased the property from Maud and Harriet Woodward, two of Deer Lake's first residents. Moore purchased the property with the hopes of introducing her children into the house construction business. This house, built in 1941, borrows its design from a 'California Desert House' built in Carmel a few years earlier. Rendered in traditional materials, this modern style merges comfortably with the rustic British Arts and Crafts tradition of most Deer Lake houses. Unusual for being built during wartime date, it was built at a time when domestic construction was severely curtailed due to shortages of labour and material. It is now owned by the City of Burnaby and is part of the Deer Lake Park Heritage Precinct. The Moore House is significant as a testament to Deer Lake's continued popularity as a residential neighbourhood in the 1940s. Although Burnaby was serviced by a number of transportation links at the time, the increasing availability of automobiles provided improved access to outlying suburbs. Rising real estate prices in Vancouver and New Westminster attracted residents to this neighbourhood because of its relative affordability, central location and beautiful scenery.

Key elements that define the heritage character of the Moore House include its: - location within the Deer Lake Park Heritage Precinct - residential form, scale and massing as expressed by its one-storey height, linear plan, side gabled roof with multiple roof planes and split-level attached garage - wood-frame construction with stucco cladding - river rock porch columns and external tapered chimney - decorative embellishments including scroll-cut stickwork on the rear elevation and waney-edged boards in the gable peaks - wooden-sash casement windows with three-part, horizontal leading - associated landscaping features, including stone wall at the front of the property and coniferous and deciduous trees surrounding the property

Recording is of an interview with Alekxos Sarter conducted by Kathy Bossort. Alekxos Sarter was one of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about the history of setting aside parkland on Burnaby Mountain from Alekxos Sarter’s perspective and experience as employee in the City of Burnaby Parks, Recreation and Cultural Services. The interview provides an excellent explanation of the history and function of kinds of park dedications used by the City of Burnaby; an overview of issues around including the Trans Mountain tank farm in the conservation area; and the background to the land use and ownership disagreement between the City of Burnaby and Simon Fraser University, its resolution, and the subsequent development of SFU’s UniverCity. Alekxos Sarter talks about Richard Bolton, Burnaby’s Acting-Commissioner who was responsible for dedicating the first park on Burnaby Mountain in 1942, and the creation of a park named after him in UniverCity.
Biographical Notes
Alekxos Sarter was born in Vancouver in 1961, to Daine and Kasandra Sarter. She grew up in North Vancouver and since 1994 has lived on a sailboat in False Creek. After attending UBC where she studied landscape architecture, she was hired by the City of Burnaby Parks, Recreation and Cultural Services in 1986. Working first in parks design, Alekxos quickly moved into parks planning, her preferred career. As Research Officer she covers research, planning, public consultation, parks and facility inventory, parkland acquisition, among other duties.

She worked at the Delta Museum and Archives after graduating from SLAIS (UBC) in 2001 with Masters degrees in library science and archival studies. Kathy grew up in Calgary, Alberta, and, prior to this career change, she lived in the West Kootenays, earning her living as a cook for BC tourist lodges and work camps. She continues to be interested in oral histories as a way to fill the gaps in the written record and bring richer meaning to history.

Recording is of an interview with Barry Jones conducted by Kathy Bossort. Barry Jones was one of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about Barry Jones talking about his home and the conservation area on Burnaby Mountain, and about the negotiations that resulted in the agreement between Simon Fraser University and the City of Burnaby in 1995. He talks about the building of Burnaby Mountain Parkway and its link to the 1995 agreement, and about his experiences with Trans Mountain tank farm and pipeline. He also talks about his education and career as teacher, school board trustee and politician.
Biographical Notes
Barry Jones was born 1940 in Princeton, BC. His father moved the family to a home on Georgia Street in North Burnaby in 1944 where Barry grew up. He attended UBC majoring in mathematics and chemistry, and unable to find work in his field, taught two years in northern BC. He liked teaching and returned to school, enrolling in education at the newly opened Simon Fraser University in 1965. He taught one year at Moscrop Secondary School in Burnaby and finished his 25 year teaching career in Coquitlam. Barry served ten years as a Burnaby School board trustee, and then ten years as North Burnaby MLA (NDP) beginning in 1986, serving five years in Official Opposition and five years in government under then-premier Mike Harcourt. During his time in government, Barry Jones successfully lobbied for freedom of information legislation. He also played a role in resolving the dispute between SFU and Burnaby over control and ownership of land on Burnaby Mountain and in creating the Burnaby Mountain Conservation Area in 1995. He continues to live on Burnaby Mountain in a home he bought in 1971.
