Item consists of an oral history interview with Honourable Raj Chouhan conducted by Burnaby Village Museum Assistant Curator, Kate Petrusa. Raj Chouhan shares his ancestral background and personal experiences immigrating to Canada from India in 1973 and living and working in Canada as an immigrant and the organizations that he became involved with. Honourable Raj Chouhan recalls how he arrived in Burnaby with his family in 1973 and that his family worked in farming. Chouhan imparts his first hand experiences as a new immigrant working as a labourer in the farming industry and describes the unsafe and unfair working conditions that he and migrant workers faced. Chouhan conveys how this experience lead him to become an activist for better working conditions for migrant workers. This lead Chouhan and others to form the Canadian Farm Workers Union in 1980. Chouhan recollects his experiences flying from India to Canada with his wife, his first impressions after arriving in Vancouver and driving to Burnaby and what he brought with him. Chouhan explains his connections to Burnaby. Members of Chouhan's wife's family immgrated to Canada in 1957 and his wife and her three brothers joined them in 1970. Chouhan's father in law, Hardial Singh Grewal immigrated in 1957 and became president of the Sikh temple in New Westminster. Hardial Singh Grewal worked in a lumber mill in Vancouver and eventually bought a house in Burnaby. Chouhan married to his wife at the Sikh temple in New Westminster and lived in Burnaby for a period before moving to New Westminster where they could find more affordable housing. Chouhan shares that he first worked as a farm labourer in Abbotsford and then found a job in the sawmill which paid more. Chouhan describes the extreme racism and discrimination that he and other immigrants faced which lead to the formation of the British Columbia Organization to Fight Racism under the leadership of Dr. Hari Prakash Sharma. Chouhan describes this organization that he was a part of and the Canadian Farm Workers Union that were both formed in Burnaby. Chouhan shares that he moved to Victoria in 1988 to serve on the Hospital Employee's Union and moved back to the mainland in 1993 and returned to Burnaby in 2001. Chouhan reflects on the history of South Asian immigration in Canada, how many of the migrants settled in the lower mainland including Burnaby, New Westminster and Vancouver establishing temples in Vancouver and New Westminster which became the centre for the South Asian community. He conveys how earlier occupations were limited to farming and millwork and how over time employment opportunities and education have broadened but there is still work to do. He imparts how second generation Canadians’ experiences differ from first generations providing examples of his own daughters’ and the occupations that they are working in. Chouhan provides his insights into the South Asian Canadian experience imparting “We make history every day and that history needs to be recorded and learned from.."... “People from different communities, different backgrounds who lived in Burnaby have contributed so much and South Asians are just like another community and participated in all aspects of social life, cultural, religious, economy. I'm so proud of our community, our forefathers who had that vision to fight for our rights. I'm inspired by people who struggled so much to gain basic rights, like the right to vote". Chouhan refers to these first immigrants as “Gadri Babbas” “revolutionary old people” who were also the main motivation that lead to India becoming a free country in 1947 and for fighting for basic rights here in Canada and how they made their contributions for future generations. Chouhan expresses what he imparts to students “Do not forget your past... if you remember your past then you are much more knowledgeable. Then we know what we need for the future. If we don't know the past, we don't know what the future is going to be like. To make a better future, you have to learn from the past and improve".
History
Interviewee biography: Honourable Raj Chouhan was born in the city of Ludhiana in the Province of Punjab in India and immigrated to Canada in 1973. After arriving in Canada, Raj's family settled in Burnaby. Raj grew up in Burnaby and attended schoool. Honourable Raj Chouhan was elected to the Legislative Assembly of British Columbia as the MLA for Burnaby-Edmonds in 2005 and was re-elected in 2009, 2013, 2017 and 2020. He was elected Speaker of the Legislative Assembly on December 7, 2020. Honourable Chouhan is the founding president of the Canadian Farmworkers Union and the British Columbia Organization to Fight Racism and has served as a director of the Hospital Employees' Union, the Labour Relations Board of B.C. and the Arbitration Bureau of B.C. Honourable Chouhan has also served as the Vice President of B.C. Human Rights Defenders since 2003 and has taught courses in Human Rights, the B.C. Labour Code and Collective Bargaining since 1987. Interviewer biography: Kate Petrusa is the Assistant Curator at the Burnaby Village Museum. In her role, she manages all aspects of the collection – including caring for physical artifacts and making their digital counterpart accessible. Before coming to Burnaby Village Museum in 2019, Kate has worked at several Museums around the Lower Mainland as a Curator and contractor since 2013.

Sam Nalliah shares details on his education while living in Sri Lanka, his later education in Wales where he obtained a Master’s Degree in Computer Science and his migration to Halifax in 1978 after obtaining a job at Dalhousie University as a systems analyst. Sam and Angela recollect and discuss their views and actions pertaining to the MV Sun Sea incident where a Thai cargo ship carrying Sri Lankan Tamil refugees to British Columbia were identified as terrorists by the Canadian Government and held in detention facilities. 00:57:32 – 01:08:07 Sam reflects on what he likes about Burnaby. Angela and Sam talk about Hindu temples attended by many Tamil and Sri Lankan people living in Burnaby and the lower mainland. History
Interviewees biographies: Samuel (Sam) Nalliah was born in Jaffna, Sri Lanka in 1949. Sam immigrated to Halifax in 1977 after obtaining a position as a systems analyst at Dalhousie University. In 1986, Sam sponsored his parents to come to Canada. In 1986, after being introduced to the milder weather in Victoria, Sam decided to move to British Columbia. He moved to Burnaby in 1990 and began working for BC Tel in Burnaby. Following his job at BC Tel, Sam worked as a Systems and Operations Manager at Shaughnessy Hospital and later at BC Hydro. Ruth (Angela) Nalliah was born in Jaffna, Sri Lanka in 1964 and immigrated to Canada in 1986. As a Tamil living in Sri Lanka in the 1980’s Angela witnessed first hand the brutal violence during the Anti-Tamil state sponsored genocide. In 1986 Angela was relieved to be able to immigrate to Canada after being sponsored by her uncle. Angela first lived and worked in Ottawa and Toronto before marrying Samuel Nalliah in Ottawa in 1999 and the couple moved to Burnaby. Angela worked for TD bank in both Toronto and Vancouver until it downsized in 2003 and she began working for Prospero Credit Union. While living in Burnaby, Angela attended the Westminster Bible Chapel and after moving to Surrey she became a member of the Green Timbers Evangelical Covenant Church. Sam and Angela Nalliah have four daughters and since moving to British Columbia they’ve lived in Vancouver, Burnaby and Surrey. Both Sam and Angela are involved with the Tamil Cultural Association of British Columbia and the Canadian Tamil Congress (CTC) as well as participates in Sri Lankan and Tamil community cultural events. Interviewer biography: James Binks has lived in the Lower Mainland since 2009 after relocating from Ontario. James holds a Bachelor of Arts in Anthropology from the University of British Columbia, where he conducted researched on heritage, environment, and globalization in India, Nepal, and Italy. At Burnaby Village Museum, James contributed to the exhibit “Truths Not Often Told: Being South Asian in Burnaby”.

Alekxos Sarter was one of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about the history of setting aside parkland on Burnaby Mountain from Alekxos Sarter’s perspective and experience as employee in the City of Burnaby Parks, Recreation and Cultural Services. The interview provides an excellent explanation of the history and function of kinds of park dedications used by the City of Burnaby; an overview of issues around including the Trans Mountain tank farm in the conservation area; and the background to the land use and ownership disagreement between the City of Burnaby and Simon Fraser University, its resolution, and the subsequent development of SFU’s UniverCity. Alekxos Sarter talks about Richard Bolton, Burnaby’s Acting-Commissioner who was responsible for dedicating the first park on Burnaby Mountain in 1942, and the creation of a park named after him in UniverCity.
Biographical Notes
Alekxos Sarter was born in Vancouver in 1961, to Daine and Kasandra Sarter. She grew up in North Vancouver and since 1994 has lived on a sailboat in False Creek. After attending UBC where she studied landscape architecture, she was hired by the City of Burnaby Parks, Recreation and Cultural Services in 1986. Working first in parks design, Alekxos quickly moved into parks planning, her preferred career. As Research Officer she covers research, planning, public consultation, parks and facility inventory, parkland acquisition, among other duties.

The interview is mainly about the history of setting aside parkland by dedication on Burnaby Mountain, the 1974/76 delineation of the conservation area on Burnaby Mountain, and the dispute between Burnaby and Simon Fraser University over land ownership and control on Burnaby Mountain, as discussed by two retired participants in these events from the City of Burnaby’s Planning and Building Department, Basil Luksun and Jack Belhouse. They also talk about their interaction with the public in developing policies, particularly for the 1974 report “The Public Meetings - Phase One”, and the importance of a strong policy base for long range planning and the patience needed to assemble land for large parks. They talk as well about their careers, their close working relationship in the department, and the cooperation between City and SFU staff in the development of UniverCity.
Biographical Notes
Basil Luksun was born and educated in South Africa, immigrating to Canada and Burnaby in 1972 to escape the harmful effects of apartheid. He holds a BSc degree from the University of Cape Town and a Post-Graduate Diploma in Town Planning from the University of Witwatersrand. He joined the City of Burnaby’s Planning and Building Department in 1973, working his way up through the organization to Director of the department before retiring after 39 years in 2012. When he started work in the 1970s, the City of Burnaby was focusing on green space planning projects and he takes great pride in these projects as well as the city’s focus on long-term planning. Basil lived in the Capital Hill area from 1972 to 1990. He currently resides in Vancouver and has two sons, Warren and Derek. Jack Belhouse was born in 1946 in Vancouver and attended UBC, York University and SFU (1965-1972), majoring in urban geography. He began working in Burnaby’s planning department as a summer student in 1968, and was offered a full-time position when he graduated from university. He became Director of the Planning and Building Department before retiring after 38 years with the city in 2006. He and Basil Luksun worked closely together in long range planning in the department. Jack lives in Coquitlam with his wife Linda and has two children, Brad and Lori.

Leonard Evenden and Allen Seager were two of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about aspects of Simon Fraser University’s history that is related to its site on Burnaby Mountain, as told by two retired SFU professors, Dr. Evenden of the Geography Department and Dr. Seager of the Department of History. The interview ranges over campus access and housing issues created by the isolated mountain site; the relationship of the university to the local community and the dispute over land ownership and control with the City of Burnaby; SFU’s environmental stewardship; the development of UniverCity; and the future of parkland in the conservation area on Burnaby Mountain.
Biographical Notes
Dr. Leonard J. Evenden was born 1937 in Beijing, China, to parents and Salvation Army missionaries Leonard Evenden and Elsie Pearl March. Dr. Evenden attended McMaster University (B.A. 1960), University of Georgia (M.A. 1962) and University of Edinburgh (Ph.D. 1970). He was appointed to Simon Fraser University’s Department of Geography in 1966, shortly after SFU opened in the fall of 1965, and retired in 2002. Dr. Evenden’s research has focused on Canadian urban geography. He edited a collection of essays about Burnaby titled “Suburb of Happy Homes: Burnaby centennial themes” (1995), and directed “Voices of Burnaby”, an SFU/Burnaby Centennial Committee oral history project (1992). Dr. Evenden is married with three children. Dr. Allen Seager was born 1953 in Montreal, Quebec, to parents C.F.B. Seager and Evelyn DeGex Chesam. Dr. Seager is a retired Simon Fraser University professor, being a member of SFU’s Department of History from 1981 to 2014, and has current links with SFU as an instructor for Continuing Studies. His research interests include history of Canada and Western Canada, and labour and working class history, particularly in the coal mining and railway industries. Dr. Seager moved to Burnaby and the Montecito area in 1981 where he continues to live and enjoy the hiking trails on Burnaby Mountain and the amenities at SFU. Dr. Seager is a member of the Burnaby North NDP, and has volunteered with Scouts Canada and the Burnaby Centennial Committee.

Recording is of an interview with Mayor Derek Corrigan conducted by Kathy Bossort. Derek Corrigan was one of 23 participants interviewed as part of the Community Heritage Commission’s Burnaby Mountain Oral History Project. The interview is mainly about Mayor Corrigan talking about the history and value of protecting the environment and green space in Burnaby, and the different positions held by the City and SFU about land use and control on Burnaby Mountain between 1964 and 1995. He talks about the increasing awareness that a solution needed to be found that gave certainty to the protection of the conservation area on Burnaby Mountain. Mayor Corrigan also talks about what conservation means to him, the role that the Centennial Pavilion area plays on Burnaby Mountain, and the future for the urban forest on Burnaby Mountain. Other topics include his childhood, education, formative events in his life, and his career in politics.
Biographical Notes
Derek Corrigan was born and grew up in Vancouver. He attended a number of elementary schools in East Vancouver, Queen Elizabeth Elementary School (Gr. 4-7) and Sir Charles Tupper High School. He attended UBC, majoring in philosophy and political science, and after travel in Europe, successfully applied to enter law school without completing his bachelors degree. He graduated in 1977, articled with Jim Lorimer in Burnaby and was called to the bar in 1978. In 1977 Derek Corrigan and his wife Kathy moved to Burnaby, first to the Stoney Creek neighborhood and then to a home on the South Slope where they raised their family of four children. Derek Corrigan first ran for Burnaby Council in 1979 with the Burnaby Citizens Association, and after three more tries was elected to council in 1987. He has served Burnaby for 28 years, first as a councillor and then as mayor since 2002. During his career he has served on many committees at the local, regional and national levels.

Biographical Notes
Robert "Bob" Lowe has lived his entire life in Burnaby. During his childhood, Bob’s family lived at several addresses near Royal Oak and what is now Canada Way. He attended Douglas Road Elementary and South Burnaby High Schools. After graduating, Bob worked for a few years before enrolling in Normal School for a teaching certificate. He began teaching in Vancouver, married in 1952, and started a family. The Lowes moved to Government Road in 1961 and began a hobby farm, while Bob upgraded his formal education and became an administrator in the new college system.

Eric Damer is a lifelong British Columbian born in Victoria, raised in Kamloops, and currently residing in Burnaby. After studying philosophy at the University of Victoria, he became interested in the educational forces that had shaped his own life. He completed master’s and doctoral degrees in educational studies at the University of British Columbia with a particular interest in the history of adult and higher education in the province. In 2012, Eric worked for the City of Burnaby as a field researcher and writer, conducting interviews for the City Archives and Museum Oral History Program.

Photograph of Lozells Post Office, on the north shore of Burnaby Lake. This two storey house stood at the north eastern corner of the Great Northern tracks and Piper Road. Around the house is a low picket fence, and a large sign that read, "LOZELLS." In 1908, Col. James Ward and his wife, Mrs. Ward, came to Lozells and opened a post office. Mrs. Lozells had lived in Birmingham, England, was a parishoner in the Anglican parish of Lozells in the city. The Graeat Northern Railway laid its tracks through this district [ ] and hwne this rail route was completed the Royal City Mills built a sawmill of considerable size near the foot of Piper Avenue. C.T.W. Pyper and Alfred Wiggs built a small mill nearby and a shipping siding was installed and called Pyper's Siding. (Reference from HIstory of Burnaby by George Green.)

History
The City of Burnaby covers an area of approximately 98 square kilometers between the cities of Vancouver to the west, and Coquitlam and New Westminster to the east, Burrard Inlet to the north, and the Fraser River to the south. The municipality derived its name from Robert Burnaby, a prominent businessman and advisor to Sir James Douglas, the first Governor of the Crown Colony of British Columbia. Burnaby’s early development was closely tied to the development of the City of New Westminster. New Westminster became British Columbia’s capital in 1859, the year after the British Government proclaimed the establishment of British Columbia. Shortly thereafter, the Royal Engineers began exploring Burnaby to establish military defenses and secure natural resources. This involved the construction of a road linking New Westminster to Burrard Inlet for military purposes, which is present-day North Road. At this time, individuals and families began settling in Burnaby and were largely involved in agricultural and logging activities. Burnaby developed slowly until 1887, when the Canadian Pacific Railway was extended into Vancouver from the Port Moody terminal, causing a dramatic increase in traffic between New Westminster and Vancouver. To meet the new transportation demands, a tramline was built in 1891 connecting the two urban centers along what is now Kingsway. The creation and location of the tramline induced property owners to begin subdividing and selling their lands as early as October 1891. The property taxes the roughly 200 residents paid at this time went directly to the provincial government in Victoria. No local services were provided in turn, which prompted the formation of a committee to petition the provincial government for a municipal charter. As a result, the Corporation of the District of Burnaby was incorporated by letters patent on September 22, 1892. Burnaby’s first Council was elected by acclamation on October 15, 1892 and consisted of Reeve Charles R. Shaw and councillors William Brenchley, Arthur De Windt Hazard, L. Claude Hill, William McDermott, and John Woolard.* The first formal Council election was conducted three months later. Nicolai Shou became the first elected reeve of Burnaby by ballot. Council met at various locations, including the tramline’s power house, private homes, and offices until the first municipal hall was built at Kingsway and Edmonds in 1899. Council is ultimately responsible for the government of the City of Burnaby. The Mayor (formally called “Reeve” prior to 1968) and Council are elected by the residents of Burnaby to represent them in decisions with respect to the provision of public services and facilities. Additionally, the Mayor represents the citizens of Burnaby at various public functions and events. Burnaby was without Council representation during most of the Great Depression and part of the Second World War. Council was disbanded on December 31, 1932 as a result of financial difficulties. The Provincial Government appointed a Commissioner to take over the duties of Reeve and Council beginning in 1933. This system of government was retained until January 1943, when Burnaby residents could once again elect their local government officials. Closely associated with the functions of Council is the City Clerk. The Office of the City Clerk is responsible for the statutory duties of the municipal clerk including the preparation and preservation of all minutes books and records of Council business, custody of City bylaws, administrative support to Council and its Committees, preparation of Council and Committee agendas and the conduct of local government elections. The Clerk’s Office is the communications link between Council and other City Departments and the general public, and provides assistance and advice to citizens with respect to Council and Council Committee processes, reporting procedures and decisions. At the time of Burnaby’s incorporation in 1892, the municipal Clerk had the responsibility to attend all meetings of Council, keep all records of Council, prepare and alter voters’ lists, conduct Council elections, collect revenue, as well as having the responsibility to prepare balance sheets and audits. An advertisement in a local newspaper for the appointment of the Clerk dated February 1, 1905 states the “united offices of clerk, collector and assessor” receive a salary of $65.00 per month. Originally the treasurer, assessor and records manager for the corporation, the Clerk eventually became the municipal Council liaison. The primary functions of the City Clerk over time have been the keeping of minutes for the meetings of City Council and related bodies; keeping the records of the City of Burnaby as required by the Local Government Act (formally Municipal Act); keeping all records related to City Council decision making; carrying out correspondence on behalf of Council; assembling voters’ lists and carrying out elections; providing communication, information, and public relations services, including responsibility for civic ceremonies/events, and the municipal archives. History
On September 22, 1892, the Corporation of the District of Burnaby was established by letters patent. An integral component of this incorporation was the creation of the office of the Reeve (later called Mayor). The Reeve was to serve as the Head and Chief Executive Officer of Burnaby and was to lead the City Council in the governing of the Corporation. Burnaby’s first Reeve and Council were elected by acclamation on October 15, 1892, with formal elections held by ballot three months later. From 1893 until 1977 the Reeve and Council were elected for one-year terms, but the practice of annual elections was abandoned in favour of two-year terms in 1977. The current practice of holding elections every three years was begun in 1987. Elections of Reeve and Council were suspended altogether in 1933. However, as a financial crisis in the Corporation resulted in the Province intervening and assuming control of the local government. For ten years, Commissioners were appointed by the Provincial Government to manage the affairs of the Municipality, but by January 1943, the situation had been remedied and local elections were once again held. From 1892 until 1968, the Chief Executive Officer in Burnaby was known as “Reeve,” but this nomenclature changed with revisions to the Local Government Act in the latter part of the twentieth century. In 1968, the Province altered the Act and abolished the practice of assigning different titles to the members of Council based on Municipal Classification and introduced "Mayor" and "Alderman" as terms applicable in all Municipalities not just those of a certain size or with a certain number of citizens. From that point on, the CEO of Burnaby has been referred to as the Mayor of the City. Despite these changes in election procedures, naming protocols, and the disruption caused by the financial crisis in the 1930s and 1940s, the roles and responsibilities of the Mayor have remained relatively stable throughout the years. As Head and Chief Executive Officer of the City, the Mayor is responsible for ensuring that the principles of law and good government are enforced in Burnaby. This includes the task of overseeing the conduct of officers and employees and directing the management of municipal business and affairs as well as chairing the meetings of Council and appointing Council Committee members. The Mayor is also charged with the duty of representing the City at public functions, in meetings with visiting dignitaries, and in participating in local community and fundraising events. Initially, the Municipal Clerk assisted the Mayor in his work by handling most correspondence and clerical tasks of the office. Today, however, the Mayor’s office retains its own administrative staff who are responsible for facilitating all schedules and arrangements for the Mayor along with coordinating their internal and external contacts and events.
