Scope and Content: Series consists of all bylaws passed, signed and sealed by the municipal Council of Burnaby, as well as drafts of bylaws that did not receive final adoption or a final reading. Bylaws pertain to all aspects of municipal government, including, but not limited to, public works, land and building regulation, taxation, finance, licensing, public health and safety, and recreation and culture. Series also includes files of correspondence and other documents related to the development of individual bylaws and municipal bylaw elections, as well as appendices to bylaws, including maps, plans, and engineering related comprehensive development drawings (CD plans). Included also are bylaw record books, which list all bylaws and related information, such as dates of reading and final adoption dates. Bylaws are numbered sequentially and are arranged according to bylaw number.

Heritage Value: For years, the idea of creating a park on Burnaby Mountain was favoured by people in Burnaby. In 1930, the Municipal Engineer submitted a report recommending that the city acquire land in the area with a view towards formally dedicating the space for public use. In 1942, Commissioner Richard Bolton enacted Bylaw 1772 which officially dedicated the mountain as public park.

Description: This memorial comprises a cenotaph and three tennis courts: the former a monument of British Columbia granite inscribed with the names of fifty-one students of Burnaby South High School who lost their lives in the Second World War; and the latter a living memorial to these former students.

Heritage Value: This memorial is important for its spiritual, symbolic, and cultural associations for the former students of Burnaby South High School, and for all youth in the community. The cenotaph is of personal significance to the families of those who lost their lives. The unusual combination of cenotaph and living memorial - the tennis courts - represents a rare statement of a community's commitment to not allow the sacrifice of its youth to be forgotten by providing an active facility which draw people to the place on a regular basis rather than just on occasions of remembrance. As such it is an important symbol of a humanitarian ethic. In combination with the Kingsway East School, now rehabilitated as the Alan Emmott Centre, this memorial represents a valuable haven of green-space and recreation in the high-density urban development that now surrounds it.

Scope and Content: Subseries consists of documents related to the North Burnaby Board of Trade (previously Burnaby Board of Trade), including its certificate of formation, reports and bylaws pertaining to both the Burnaby Fire Department and Barnet Park, correspondence, District of Burnaby financial reports, annual reports, a map, and photographs of Burnaby parks, schools and neighbourhoods.

History: The Burnaby Board of Trade formed on September 4, 1926 and registered with the province December 14, 1926. George Conway Brown was elected as Secretary. On May 30, 1927, The Governor General officially granted the Board to change its name to the North Burnaby Board of Trade. The Board's boundaries, under Secretary Thomas B. Blake, were changed from "the Municipality of Burnaby" to "that portion of the Municipality of Burnaby which lies north of Still Creek, Burnaby Lake and Brunette River" British Columbia. On April 26, 1932, the North Burnaby Board of Trade Constitution and Bylaws were adopted with A.G. Kidd as Secretary. Membership was open to all persons directly or indirectly engaged or interested in the trade and commerce or the economic welfare of the district of North Burnaby. The Secretary was the executive officer of the Board, ordered to keep the books, conduct the correspondence, preserve official documents, take minutes at all meetings, have custody of the seal and be in charge of all funds and accounts held by the Board. The North Burnaby Board of Trade was involved in many historic municipal decisions including the development of Barnet Park and establishing a unified Fire Department under one Fire Chief.
