- Film footage of an interview conducted and recorded by Burnaby Village Museum curator Colin Stevens with Burnaby residents gathered inside of Bell's Dry Goods store on the site of Burnaby Village Museum. Burnaby residents were customers and friends of Mr. and Mrs. Bell and included: Jim Agnew; Mary Agne; May and Bill Long; Mel Coutts; Lois Coutts; Isobel Coutts and Aubrey Coutts. These residents all lived in the area of the building and knew the owners between 1920 and 1950. Residents recall the layout and furnishings of the interior of the building when it was operated as Bell's Dry Goods (1925 to 1937), Jean's Grocery Store [?], Whitechurch Hardware (1937-1973). Colin Stevens is particularly interested in gathering information on the layout and furnishings in Bell's since the museum intends to restore the building and display to the 1920s era.

- Film compilation of the official opening and dedication of Parker Carousel no. 119 carousel at the Burnaby Village Museum, Don Wrigley Pavilion on March 27, 1993. Edited film footage of the ceremony is compiled with footage of the descendants of the carousel’s first owner, Fred K. Leggett during their visit to Vancouver to attend the opening of the newly restored carousel. They are shown being interviewed, sightseeing, and being presented with a copy of the film “The Story of Parker no. 119”. BCTV news coverage of the opening ceremony is included along with clips of volunteers restoring and working on the carousel. Film locations include Burnaby, the Burnaby Village Museum and Vancouver. The film was dedicated to the hundreds of volunteers of the Friends of the Carousel.

There is some narration by the camera person but sound quality is poor and segments contain ambient noise. The footage is divided into segments marked by dates, visible in the bottom right corner. Dates range between April 1991 and March 1993. Some of this unedited footage could have been used for the Burnaby Village Museum film "Labour of Love - The Saving of Number 119" (see BV020.4.28). 00:00 - 03:23: Apr. 20, 1991 : Volunteers and staff working on the restoration of carousel horses in the Texaco warehouse. They are busy scraping away old paint. Various horses are suspended on frames while some are laid on their sides on work benches. 03:24 - 06:15: Nov. 2 1991 : Volunteers and staff working on scraping and sanding away old layers of paint on carousel horses in the Texaco warehouse. Some horses are getting repairs. A little narrative coming from camera operator but mostly ambient sound. Pieces of the "doghouse" are also visible. 06:16 - 08:20 : Dec. 28 1991 : Horses are in various stages of restoration and repair inside the Texaco warehouse. 08:21 - 09:40 : Dec. 28, 1991 : Volunteers are gathered in a lunch room taking a break. Views of carousel horses in another room of the warehouse which have been applied with a sealer. The Worlitzer is also visible during a stage of restoration. Volunteers are gathering inside and seating themselves on horses around the carousel for the Volunteers Grand Opening. The carousel begins to move with some volunteers riding various horses while the Wurlitzer plays in the background. 1:04:10 - 1:09:44 : March 27 1993 - Carousel is officially opened. Includes interviews by curator Colin Stevens with Friends of Carousel president, Don Wrigley and Dave Zieffert, Restorator of the Wurlitzer and Gordie Ironside who helped work with the restoration. - Burnaby Village Museum is an open air museum that represents a typical tram-stop community. Museum interpreters welcome visitors, provide demonstrations and on site programming. The museum’s collection consists of thousands of artifacts, community records as well as several original Burnaby heritage buildings, a 1912 carousel, 1912 B.C. Electric Railway interurban tram, a Chinese Market Garden and Indigenous Learning House and Matriarch's Garden. In 1990, the Corporation of the District of Burnaby assumed the operation and management of Burnaby Village Museum from the Burnaby Village Museum Association. Burnaby Village Museum (formerly named Heritage Village) was originally created by the Burnaby Centennial '71 Committee in 1971 as a commemorative project for British Columbia's Centennial. A concept for an open-air museum was developed near Deer Lake on Districts Lots 79/ 85. The official sod turning for Heritage Village took place on the site on April 11, 1971. In the spring of 1971, a museum director and curator were hired to oversee the development of the project and the acquisition of artifacts with funding from the Parks and Recreation Commission. The Century Park Museum Association (later named Burnaby Village Museum Association) was formed on October 26, 1971 as a governing body for Heritage Village Museum. The museum opened on November 19, 1971 with Mayor Bob Pritte and Canada's Governor General Roland Michener. IN July 1972, the museum opened for it's first public season. The Village was described as depictive of the 1890 to 1920 era of the lower mainland. Since 1990, the site expanded from it’s original four acre size to it's current ten acres. In the 1990s and early 2000s staff and volunteers created exhibits and programs about Burnaby with an emphasis on the 1920s. Since it's 40th anniversary in 2011, the museum has implemented changes to make the museum more interactive and inclusive in telling the story of Burnaby's history.

- Collection consists of a selection of Oakalla correctional facility records including reports, correspondence, photographs and a video tour of the death row incarceration cells inside Oakalla Prison taken by Burnaby Village Museum curator after the facility was closed. Most of the photographs document Oakalla Prison in 1991 and were taken during the Open House event or when Burnaby Village Museum staff were granted access to retreive items prior to demolition. A small selection of facility photographs of site and staff are also included.

- History
- The Oakalla Prison Farm (also known as the Lower Mainland Regional Correctional Centre) was a model prison farm on 185 acres of land next to Deer Lake in Burnaby. The Oakalla Prison Farm opened in 1912 and was initially designed to hold 150 men and 50 women. By the 1950s, the population was well over one thousand. The prison included a working farm which included a dairy, vegetable gardens and livestock. In 1959 the last execution in British Columbia took place at Oakalla. Following a riot and mass escape in the late 1980s, poor conditions, and public outcry, Oakalla closed down in 1991. In the fall of 1991, the prison was opened up to the public whereby tours were conducted of the site. Not long after, buildings were demolished and a residential housing development took it's place. A playground now sits on the former site of the main building. In 1991, staff from Burnaby Village Museum were granted access, documenting the site prior to it's demolition. Many Oakalla artifacts and records were salvaged and accessioned into the Burnaby Village Museum's permanent collection.

- Interviewee biography: Kanwal Singh Neel was born in Mombasa, Kenya in 1953 and immigrated with his family to Canada in 1969. For the first few weeks after immigrating the family stayed at the Sikh Temple on Second Avenue before moving into a house which they rented. Kanwal attended Kitsilano Secondary School and later transferred to Steveston High School when his family moved to Richmond. In 1972, Kanwal and friends formed a bhangra group "Punjab Cultural Association" and in 1974 they performed at the World Exposition in Spokane, Washington. The group performed at various venues including the Pacific National Exhibition and other cities in the Province. In 1973, Kanwal was an officiate during the Canada Summer Games at Swangard Stadium in Burnaby. Kanwal obtained a Bachelor’s of Science Degree from University of British Columbia in computer science and mathematics and got his first teaching job in 1977. In 1978, he was an officiate of the Commonwealth Games in Edmonton, Alberta. Over the next ten years he devoted himself to becoming an educator and during this time he became more involved with the B.C. Math Teachers Association. Kanwal and his wife Nancy married in 1982 and have two daughters. In the early 1990's, Kanwal joined Simon Fraser University as a faculty associate to work, train and mentor student teachers. Kanwal became President of the B.C. Math Teachers Association and travelled throughout the province to help solve issues being faced by students. In 1993, he co-hosted a TV show "Math Shop" on The Knowledge Network and he later co-authored a textbook series titled "Math Makes Sense". Kanwal continued to advance his knowledge in the field of mathematics obtaining a Doctorate from Simon Fraser University in 2008. Kanwal developed his doctoral work in Haida Gwaii, studying the mathematics that the Haida peoples used in day to day life, applying the applications and integrating the mathematics concepts with their cultural knowledge. Kanwal also worked with the Sḵwx̱wú7mesh Nation and the Stó:lō Nation in helping to develop resources for them. Kanwal has been recognized with various awards and honours including being awarded an honorary doctorate by Kwantlen Polytechnic University and in 2017 as an inductee in the Sports Wall of Fame in Richmond for his outstanding contribution to amateur sport as an International Athletics Official. Since retirement, Kanwal continues to be involved in a project at Simon Fraser University "Friends of Simon" where university students go out and mentor and tutor immigrant and refugee children from South Asia and Africa and other countries. Interviewer biography: Rajdeep was born and raised in the Lower Mainland and is of Punjabi (South Asian) descent. She has an Associate of Arts degree in Asian Studies from Kwantlen Polytechnic University, a Bachelor of Arts (Hons.) in Anthropology from the University of British Columbia. She is a student in the Restoration of Natural Systems program at the University of Victoria. Rajdeep works at Simon Fraser University as a Program Assistant and as a researcher with the City of Burnaby. At Burnaby Village Museum, Rajdeep contributed to the exhibit “Truths Not Often Told: Being South Asian in Burnaby”.

- History
- The South Burnaby United Church Cooperative Play group was formed as a society under the Societies Act in September 1954 when a group of parents in Burnaby decided to create a parent participation and cooperative preschool for children age three to five. The preschool was located at the South Burnaby United Church, 7551 Gray Avenue in Burnaby. The society hired early childhood educators, offering preschool classes in the mornings. In 1961, the preschool expanded in offering classes in both mornings and afternoons. In 1959, they changed their name to South Burnaby Cooperative Preschool Group. In the 1970s, they were also known as the South Burnaby Nursery School and The South Burnaby Cooperative Nursery School Group. They later rebranded in the 1980s as the South Burnaby Parent Participation Preschool and were also known as the South Burnaby Preschool. The preschool was based on the following principles in their constitution: a) To promote principles of preschool education in which children through play develop socially, physically, emotionally and intellectually; b) To provide a high standard of preschool education in which children through play develop socially, physically, emotionally and intellectually; c) To encourage and facilitate opportunities for parents to observe and learn about the development, needs and behavior of children; and d) To do everything incidental and necessary to promote and attain the foregoing objects. Presidents of the Society included: Helen Gray (1957-1958); Dorothy Lyeler (1958-1959); G.L. Bancroft; Helen Stone (1959-1960); Carol Jane Gray (1969-1970); Nancy Gordon (1970-1971); Barbara Spitz (1971-1972); Debby Fry (1976-1977); Jill Johneox (1977-1978); Nancy Lewis (1980-1981); Nancy Lewis (1983-1984); Lynda Walsh (1984-1985); Margaret Stevens (1985-1986); Nina Crowe (1987-1988); Carol McRae and Cathy Lauzon (1988-1989); Tracy Sawatzky (1996-1997); Shelley Molarni and Charmaine Calbick (1997-1998); Kathie Owen (1999-2000); and Susie Jackson (2001-2002). The first supervisor was Rhoda Darnbrough (1954-1981). All parents who had children enrolled in the preschool were responsible for the administration and staffing of the preschool under the guidance of a qualified preschool teacher. Parents occupied positions on the executive, assisting in the general administration and helping out in the classroom under the guidance of the supervising teacher. The society was an active member of the Council of Parent Participation Preschools in B.C., which was established in 1960 as The Association of Cooperative Pre School Groups, and adhered to the Council's statements of standards and common practices. Members from the preschool executive sat on the South Burnaby executive of the CPPPBC. Salaries were paid to educators in accordance with the Parent Participation Preschool Teachers' Association. In 1958, the preschool was chosen by the Play Groups Association of BC as an Observation Centre and was selected for many years following. The preschool participated in fundraising activities and was granted Gaming/Casino funding to help purchase supplies and furnishings for their facility. The preschool closed in 2001.

- History
- The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. - Item is a digitized copy of a silent colour film segment with footage of the construction of the Oak Theatre in 1936, the opening of the theatre held on August 4, 1937, the theatre with snow in the winter and the Digney family home and neighborhood . Andy Digney moved with his family from Manitoba to Burnaby in 1936 and purchased 2 acres of land where he settled with his family and built the Oak Theatre which was located at 5000 Kingsway (Marlborough & Kingsway). The theatre was located on a 2 acre parcel of land and had a 350 seat capacity and offered valet parking. Construction crews with men and horses can be seen laying the foundation and erecting the walls of the theatre and crowds of people and cars are seen arriving outside the theatre on opening day.

- History
- Andy Digney was born in London, England, on July 27, 1886. His given names were Andrew Charles. In 1905, he immigrated with his elder brother to Raymore, Saskatchewan, and worked on a farm. In 1914, he met and married Alice Swan and in 1920 they had their one and only child, Ernest ('Dig'). The young family lived in Beatty, Saskatchewan, where they ran a small general store with a pool hall over the top. Andy sold the store and they moved to Carberry, Manitoba, where Andy worked selling lightning rods and hanging wallpaper. At this time, he met and formed a partnership with someone who owned a hand cranked move projector and in the evenings, he and his wife traveled to church halls in neighbouring towns, showing movies. Eventually, Digney purchased his own movie projector and opened a small theatre in Carberry. He worked odd jobs during the daytime and projected movies in his small theatre at night. Eventually he made enough money to move to Brandon, Manitoba, where he purchased a restaurant, which he turned into a theatre with living quarters above. Andy called the theatre 'The Oak' since the mighty oak was strong and stood forever. After starting the first Oak Theatre in Brandon, Manitoba, when talking pictures came along, Andy Digney, his wife Alice and son Ernest ('Dig') moved to Burnaby in 1935 and chose the site of their new theatre and home at the corner of Kingsway and Marlborough. The Oak Theatre - which opened on August 4, 1937 - was hailed as an artistic masterpiece for its ultra modern white stucco exterior, floodlights and pink-and-green neon marquee. The interior featured a mirrored ceiling, fireplace, and aquarium and had a colour scheme of orchid, royal blue, silver and black. Andy was a very involved member of the Burnaby community, becoming the founding president of the Lion's club and the chairman of the committee raising money for war bonds during World War II. In 1944, Andy suffered a severe heart attack, forcing him to retire, so in 1945, he sold the theatre to Odeon Theatres of Canada who continued to operate at this location until 1968 when competition forced its closure and demolition. Andy and his family relocated to a home on Bonsor Avenue on 3/4 acres where he spent much of his time cultivating a lovely garden. In about 1946, Andy was approached by the B.C. Midget Auto Racing Association [original name retained for historical accuracy], who were looking for a good location to race the smaller racing cars popular at the time. Andy was interested and purchased 10 acres of property located near the corner of Irmin Street and MacPherson Avenue and built a race track. The Digney Speedway opened on July 8, 1948, with stands that had capacity of holding 4500 people. In 1949, when the popularity of this kind of racing declined, Digney started racing roadsters. However, he struggled to find local drivers, and it was expensive to bring in drivers from elsewhere. In 1951, Digney found a winner: jalopy racing. Local men would buy 1930s cars and strip them down, remove the glass, and weld the doors shut. By early 1952 over 40 cars were showing up for jalopy races. By the early 1950s, the Speedway was well established, with coverage in the sports pages and on radio. Andy's son Dig worked at the race track but moved away with his wife in 1951 to work in Seattle. Dig and his wife Joyce, along with their two young sons, Paul and Bruce, returned to Burnaby in 1953, moving into a 550-square-foot apartment located above the Digney Speedway restrooms. In 1954, Simpson Sears built a large store on Kingsway and their parking lot came up to the back garden of the family home on Bonsor Avenue. Andy thought of building small stores on his property but in the end decided to build a bowling alley, clearing out his beautiful garden. The Digney Bowl opened on August 19, 1955, and Andy, Alice, Dig, and Joyce all worked at both the Speedway and the bowling alley. In 1956, Andy decided to finally retire and sold the bowling alley and home to his son Dig, which he paid for over time. Dig and his family moved into the house on Bonsor Avenue and ran the bowling alley until their son Bruce took over in 1980. Andy Digney died in 1964 while travelling with his wife in England. Alice died on June 3, 1982, and Dig died on November 27, 2009.
