History
Alfred "Alf" Bingham was born in England in 1892 and moved to Canada in 1912. His first job in Canada was laying track for the Grand Trunk Pacific Railway (GTPR) from Edmonton to McBride in 1912. His second was in Vancouver at the Rat Portage Mill on False Creek, working on the Resaw machine. He quit after one week due to poor working conditions. After taking part in the 1919 Winnipeg General Strike as a delegate of the Retail and Mailorder Union (A.F.L.) on the Winnipeg Trades and Labour Council, Alfred moved to Burnaby where he and fellow Burnaby residents Angus McLean and Percy Little worked ten-hour days to build a shingle mill on the edge of Burnaby Lake for Simpson & Giberson. George Green, a carpenter and millwright (and author of “The History of Burnaby”), also helped in the construction of the mill. Alfred built his own home from lumber cut from the mill in the Lockdale area on Sherlock Street between Curtis Street and Kitchener Street. On April 10, 1920, Alfred married Mary Jane "Ada" Reynolds. Alfred and Mary Jane often took in foster children during their marriage. Due to her nursing experience, Ada was often called upon to deliver babies in the Burnaby area. The couple also had a dog named Bess. The Binghams were instrumental members of the Army of the Common Good, collecting vegetables and grains from growers in the area and even producing over 125 tons of vegetables from its own gardens to feed children and youth who were suffering from the lack of resources during the Depression. The Army was in operation for ten years and during that time, the members organised the credit union movement of British Columbia and drew up the Credit Union Act through the Vancouver Co-operative Council. They also started co-op stores and the Co-Op Wholesale Society. Alfred was also the Secretary of the Burnaby Housing Committee. In 1946, he became the Secretary of the North Burnaby Labour Progressive Party (LPP). Mary Jane died on August 9, 1969. Alfred died on April 29, 1979.

History
The Girl Guide Movement began in England in 1909 when girls in England demanded to take part in a Boy Scouts rally at the Crystal Palace in London, organized by Chief Scout and Boy Scout founder Lord Robert Baden-Powell. Following this event, Baden Powell asked his sister, Agnes Baden-Powell to help him start a similar organization for girls and Girl Guides was formed. Girl Guides came to Canada in 1910 and the first troop in British Columbia was registered in Victoria in 1912. In 1913 Amy Leigh moved to Burnaby from England and enquired about a Guiding company in her area and was disappointed to find none. On June 11, 1914 at the age of 17 years, Amy registered the 1st Burnaby Girl Guide Company and became the captain. On April 2, 1916 the 2nd Burnaby Guide Company registered and met at Edmonds School. In this same year, the very first Burnaby Girl Guide Rally event took place at Central Park and by 1920 another took place at the Burnaby Municipal Hall (Edmonds) and was attended by both Burnaby and New Westminster Guides. The First Burnaby Brownie Pack was registered on December 1922 with Mrs. W.J. Matherson as Brown Owl. The Brownie Pack met in a West Burnaby facility. The First Burnaby Land Ranger Co. was formed on November 29, 1923 and by 1924 Burnaby became a District with four Guide companies, four Brownie Packs and the Rangers. In 1923 records show Mrs. Gavin as commissioner, Mrs. C.F. Carter in 1924 and Miss Amy Leigh between 1926 and 1928. The first District camp was held near Sechelt in 1927 on the property of Mrs. Deal and Mrs. Nixon with annual camps held here until 1930 when the Guide camp at Wilson Creek was established. In 1929 Guides and Brownies began taking part in the Annual May Day Celebrations at Central Park. In 1930 Burnaby became a Division with Mrs. C.F. Carter as Division Commissioner and Mrs. G. Peel as District Commissioner for South Burnaby and in 1931 Miss Amy Leigh became the first North Burnaby Commissioner. The 5th Burnaby Girl Guide Company in North Burnaby began publishing a bulletin in 1935. In this same year Burnaby Girl Guides attended a rally for Lord and Lady Powell who were visiting Vancouver and Burnaby Girl Guides became affiliated with Greater Vancouver Girl Guide Council. The packs and companies of North Burnaby were attached to the eastern section of Vancouver while South Burnaby and South Vancouver District became another Division. Mrs. Pochin organized the Burnaby Lake District in 1943 becoming the first District commissioner (In 1927 Mrs. Peel had guides in this area). The first training classes for Girl Guides were held in 1943 in a hall on Buller Avenue at the BCER tracks and also Phillips Hall on McKay Avenue. By 1945 a training camp was held on Mrs. Pochin’s property on Deer Lake. South Vancouver, South Burnaby and Burnaby Lake Districts took part in the training which was a change over from war time service and the return of Pioneer camping. Miss E. Perition was in charge of camp which was attended by Mrs. J. Quinnell, Mrs. J. Albertson and many guiders. In 1946 Lady Baden Powel returned for a visit to Vancouver and there was a rally at Connaught Park and Chief Scout Lord Rowallyn held a rally at Brocton Point. In 1947 Mrs. J. Albertson became Division Commissioner for South Vancouver and South Burnaby. Districts of Burnaby Lake and South Burnaby each adopted a European child and undertook to send regular parcels and by 1948 these Districts became a Burnaby Division once more under Division Commissioner Mrs. W.M. Wall. In September 1949 the first Sea Ranger Crew “S.R.S. Royal Oak” was formed under the Skipper, Miss E. Periton. The S.R.S. Royal Oak met at All Saint’s Church Hall on Royal Oak Ave. In 1950 Packs and Companies in North Burnaby organized into a District under Mrs. Hebron and in 1953 Sperling District was organized by District Commissioner Mrs. Hancock. 1953 was also the same year that South Burnaby District was divided into three Districts: Central Park District under Commissioner Miss Perition, Douglas District under Commissioner Mrs. J. McKee Wilson and Kingsway under Commissioner Mrs. J.G. Fowler. A few years later, in 1955 the guides and brownies were out in force to welcome Lady Baden Powel at a rally held in the PNE Gardens building and by March 1956 Burnaby ceased to be a part of Greater Vancouver Area and was organized under two Divisions of the Province. The Sperling, Willingdon and Vancouver Heights Districts in North Burnaby became North Burnaby Division with Mrs. H. Hebron as Division Commissioner. With rapid population growth further decentralization became necessary and South Burnaby Division was split in two, adding the new division of Central Burnaby under Commissioner Miss E. Perition. Central Burnaby was composed of three Districts: Burnaby Lake, Central Park and a new District named “Windsor” under Mrs. C. Dumfries. South Burnaby was composed of three Districts: Kingsway, Edmonds and Lakeview (the latter two also referred to as Douglas with Mrs. McGeachie and Mrs. J. Park as the first commissioners of these two Districts). In 1957 Burnaby became an Area unto itself with three Divisions, and 9 Districts under Miss Periton as the first Area Commissioner. In February 1957, Burnaby entered into a contract with Vancouver Girl Guide Council to lease a part of the Wilson Creek campsite. Under the leadership of Area Commissioner, Miss Periton, work started on the development of the site with funds raised by both the Girl Guides, local citizens and associations. A camp committee was formed with representation from each Division and a lot of help from Miss Norah Weller, the Wilson Creek camp manager. Plans were laid for the site with a dining shelter, store room and cook stove contracted for while a subcommittee of men was appointed to purchase building supplies and organize work parties to build cabins, a staff house, water pipes and sanitary facilities. The site opened in May 1958 with $6000 expended on building and equipping the camp, while an official opening took place on June 8 and by July Girl Guides began camping on the site. The Burnaby Area Committee became a member of the Burnaby Community Council and a participant in Community Chest in 1958 and on May 1, the Burnaby Area office opened. By 1959, with further participation in North Burnaby, Sperling District was split to form Sperling and Hillview Districts and by 1960 Kingsway District of South Burnaby split to form Kingsway and Royal Oak Districts. By December 1960, Burnaby Area had 3 Divisions, 11 Districts with a total membership of 2, 331.

Fonds consists of the Burnaby Historical Society's administrative records and community archives collection.
History
The Burnaby Historical Society was founded in 1957. The Historical Society developed a community archives by collecting, compiling and preserving various materials with historical value to the City of Burnaby. It gathered miscellaneous documents, photographs and other items while also soliciting and acquiring entire collections or groups of archival records. In 1991, the Historical Society was provided a permanent space to house their growing collection at the Burnaby Village Museum and they continued to collect and expand their holdings. After the creation of the City of Burnaby Archives in 2001, the Burnaby Historical Society and the City of Burnaby began discussing the possibility of uniting the two collections. In February 2007, an agreement was signed between the two institutions which resulted in the merger of the Society's Community Archives with the City Archives. All records and photographs that had been collected by the Historical Society were transferred into the custody of the City and were moved from the Burnaby Village Museum to the City Archives in the McGill Branch of the Burnaby Public Library. The Burnaby Historical Society disbanded in 2018.

The Burnaby Mountain Preservation Society (BMPS) was active between 1988 and 1995. It was formed in order to preserve the ecology and nature of Burnaby Mountain. In 1996, the City of Burnaby dedicated Burnaby Mountain Park in Bylaw 10477. The Directors of the BMPS were Dean Lamont, Stephen "Steve" Mancinelli, Diane Hansen, and Karen Marke.

History
Burnaby Village Museum is an open air museum that represents a typical tram-stop community. Museum interpreters welcome visitors, provide demonstrations and on site programming. The museum’s collection consists of thousands of artifacts, community records as well as several original Burnaby heritage buildings, a 1912 carousel, 1912 B.C. Electric Railway interurban tram, a Chinese Market Garden and Indigenous Learning House and Matriarch's Garden. In 1990, the Corporation of the District of Burnaby assumed the operation and management of Burnaby Village Museum from the Burnaby Village Museum Association. Burnaby Village Museum (formerly named Heritage Village) was originally created by the Burnaby Centennial '71 Committee in 1971 as a commemorative project for British Columbia's Centennial. A concept for an open-air museum was developed near Deer Lake on Districts Lots 79/ 85. The official sod turning for Heritage Village took place on the site on April 11, 1971. In the spring of 1971, a museum director and curator were hired to oversee the development of the project and the acquisition of artifacts with funding from the Parks and Recreation Commission. The Century Park Museum Association (later named Burnaby Village Museum Association) was formed on October 26, 1971 as a governing body for Heritage Village Museum. The museum opened on November 19, 1971 with Mayor Bob Pritte and Canada's Governor General Roland Michener. IN July 1972, the museum opened for it's first public season. The Village was described as depictive of the 1890 to 1920 era of the lower mainland. Since 1990, the site expanded from it’s original four acre size to it's current ten acres. In the 1990s and early 2000s staff and volunteers created exhibits and programs about Burnaby with an emphasis on the 1920s. Since it's 40th anniversary in 2011, the museum has implemented changes to make the museum more interactive and inclusive in telling the story of Burnaby's history.

History
The City of Burnaby covers an area of approximately 98 square kilometers between the cities of Vancouver to the west, and Coquitlam and New Westminster to the east, Burrard Inlet to the north, and the Fraser River to the south. The municipality derived its name from Robert Burnaby, a prominent businessman and advisor to Sir James Douglas, the first Governor of the Crown Colony of British Columbia. Burnaby’s early development was closely tied to the development of the City of New Westminster. New Westminster became British Columbia’s capital in 1859, the year after the British Government proclaimed the establishment of British Columbia. Shortly thereafter, the Royal Engineers began exploring Burnaby to establish military defenses and secure natural resources. This involved the construction of a road linking New Westminster to Burrard Inlet for military purposes, which is present-day North Road. At this time, individuals and families began settling in Burnaby and were largely involved in agricultural and logging activities. Burnaby developed slowly until 1887, when the Canadian Pacific Railway was extended into Vancouver from the Port Moody terminal, causing a dramatic increase in traffic between New Westminster and Vancouver. To meet the new transportation demands, a tramline was built in 1891 connecting the two urban centers along what is now Kingsway. The creation and location of the tramline induced property owners to begin subdividing and selling their lands as early as October 1891. The property taxes the roughly 200 residents paid at this time went directly to the provincial government in Victoria. No local services were provided in turn, which prompted the formation of a committee to petition the provincial government for a municipal charter. As a result, the Corporation of the District of Burnaby was incorporated by letters patent on September 22, 1892. Burnaby’s first Council was elected by acclamation on October 15, 1892 and consisted of Reeve Charles R. Shaw and councillors William Brenchley, Arthur De Windt Hazard, L. Claude Hill, William McDermott, and John Woolard.* The first formal Council election was conducted three months later. Nicolai Shou became the first elected reeve of Burnaby by ballot. Council met at various locations, including the tramline’s power house, private homes, and offices until the first municipal hall was built at Kingsway and Edmonds in 1899. Council is ultimately responsible for the government of the City of Burnaby. The Mayor (formally called “Reeve” prior to 1968) and Council are elected by the residents of Burnaby to represent them in decisions with respect to the provision of public services and facilities. Additionally, the Mayor represents the citizens of Burnaby at various public functions and events. Burnaby was without Council representation during most of the Great Depression and part of the Second World War. Council was disbanded on December 31, 1932 as a result of financial difficulties. The Provincial Government appointed a Commissioner to take over the duties of Reeve and Council beginning in 1933. This system of government was retained until January 1943, when Burnaby residents could once again elect their local government officials. Closely associated with the functions of Council is the City Clerk. The Office of the City Clerk is responsible for the statutory duties of the municipal clerk including the preparation and preservation of all minutes books and records of Council business, custody of City bylaws, administrative support to Council and its Committees, preparation of Council and Committee agendas and the conduct of local government elections. The Clerk’s Office is the communications link between Council and other City Departments and the general public, and provides assistance and advice to citizens with respect to Council and Council Committee processes, reporting procedures and decisions. At the time of Burnaby’s incorporation in 1892, the municipal Clerk had the responsibility to attend all meetings of Council, keep all records of Council, prepare and alter voters’ lists, conduct Council elections, collect revenue, as well as having the responsibility to prepare balance sheets and audits. An advertisement in a local newspaper for the appointment of the Clerk dated February 1, 1905 states the “united offices of clerk, collector and assessor” receive a salary of $65.00 per month. Originally the treasurer, assessor and records manager for the corporation, the Clerk eventually became the municipal Council liaison. The primary functions of the City Clerk over time have been the keeping of minutes for the meetings of City Council and related bodies; keeping the records of the City of Burnaby as required by the Local Government Act (formally Municipal Act); keeping all records related to City Council decision making; carrying out correspondence on behalf of Council; assembling voters’ lists and carrying out elections; providing communication, information, and public relations services, including responsibility for civic ceremonies/events, and the municipal archives. History
The History and Heritage Committee was established in 1992 under Burnaby's Centennial Committee. When the Centennial Committee was disbanded on December 31, 1992, the History and Heritage Committee was made a part of the Burnaby Heritage Advisory Committee. It proceeded under its authority until 1995 when it was renamed The Community Heritage Commission (CHC) as a municipal heritage advisory committee by the Burnaby City Council under section 15 of the Heritage Conservation Act. The commission endeavours to provide comprehensive community heritage and history projects and programs to bring together the personal history of citizens and facilitate a wider understanding and appreciation of Burnaby's collective memory. Projects undertaken by Burnaby's Community Heritage Commission include: Burnaby Centennial Anthology: Stories of Early Burnaby; In the Shadow by the Sea: Recollections of Burnaby's Barnet Village; the Heritage Burnaby website (www.heritageburnaby.ca); Charting Change: An Interactive Atlas; and various oral history projects. These projects fall under the Community Heritage Commission's mandate to provide the citizens of Burnaby and the wider public with access to information about the city and its unique history through publications and online finding aids.

History
Doreen Anne Fowler Lawson was born July 8, 1928, to Eva Barnhill and Leonard Fowler. Her parents met in Alberta but decided to move to Vancouver where they got married and Doreen was born. The family moved to the north side of Claude Avenue in Burnaby when Doreen was a few months old. In 1931, they moved to a house with an acre of land directly across the street from their first house.
When Doreen was six, her family moved to Collingwood, Vancouver, near where her father grew up. This is where her brother Ron was born. The family moved again to County Line in Langley Prairie in 1944, which is where Doreen met Edward Lawson, her future husband. Soon after, they moved to a seven-acre plot in Burquitlam. Ed and Doreen Lawson’s eldest daughter, Linda, was born in 1954. Their second daughter, Wendy, was born in 1959 and their youngest, Lisa, was born in 1961. They lived in the Brentwood area, where all three daughters attended Brentwood Elementary School. Linda went on to Alpha Secondary School.
In 1945, Doreen began her first of several office jobs, and in the early 1950s she became the first woman to be elected into a vice-president position within the BC Trade Union Congress (now the BC Federation of Labour).
Doreen Lawson had a long and prolific political career, starting as Parks Commissioner in 1965, and serving as its chair from 1969 to 1971. She was instrumental in the selection and promotion of the rhododendron as the official flower of Burnaby in 1966. In 1971, she was elected to Burnaby City Council and, in 1972, Doreen proposed that Council take action to declare Burnaby Lake a wildlife sanctuary. After a 10-year campaign, she was able to convince Council to declare the park “a nature conservation area.” She put forward a policy of preservation for creeks and streams, as well as a proposal to preserve trees in subdivisions, both of which were adopted by Council. Doreen continued to serve on Council until 1985, during which time she initiated and chaired the Burnaby Information Committee, which designed the present Burnaby logo (and official flower pins) and established the Information Burnaby Newsletter. In 1979 Doreen Lawson won Vancouver Natural History Society’s Frank Sanford Award.
In 1984, Doreen was elected the first woman president of the Federation of Canadian Municipalities. Doreen ran as a BC Liberal Party candidate in the new Federal Riding of Burnaby in 1979, and from 1985 to 1987, she served as the Executive Director of the British Columbia Liberal Party. As the B.C. Liberal Party Executive Director, her major responsibility was to work with both the Federal and Provincial Associations in implementing riding organizations and fundraising programs in preparation for election time. In the 1980s, Doreen was an active guest lecturer at Burnaby Elementary and High Schools as well as at the University of British Columbia and Simon Fraser University. Doreen was active in a variety of community clubs and organizations including: the Burnaby Library Board; Greater Vancouver Spinners and Weavers Guild; and Vancouver Natural History Society. She was an executive member of the Burnaby-New Westminster Canada Summer Games; the Burnaby Division of the United Way; Information Burnaby Committee; and the Brentwood Parent Teachers Association; as well as serving as the President of the Burnaby Voters Association from 1988-1990.
In 1990, Doreen was elected back to Burnaby Council and put forward the rejuvenation of Burnaby Lake which she saw completed before her final year on Council in 1999. Doreen continued to be a strong environmental advocate for the protection and rejuvenation of Burnaby Lake after she retired from council.
Doreen Lawson died October 11, 2003.

History
Alice (nee Lowry) (1879-1954) and Percy Mallett (1882-1955) were married in Vancouver, British Columbia on January 26, 1910. Alice Lowry was born in Kinnear’s Mills, Quebec and Percy Mallett was born in Cornwall, England. Alice and Percy had four children Percival “Perc” (1916-1971), Alan (1919-2006), Dorothy (1923-2016) and a son who died in infancy. Alice and Percy resided in Vancouver until 1914. In 1915, they moved to 3965 Cambridge Street in Burnaby and lived there with their three children until 1934. The Mallett family lived at various other locations in Burnaby including 4119 East Hastings (1935-1937), 4075 Triumph Street (1938-1949) and 4211 Oxford Street (1950-1954). All three children attended Gilmore Avenue School and North Burnaby High School. After graduating from North Burnaby High School, Dorothy Mallett worked at B.C. Telephone and B.C. Electric in downtown Vancouver. Dorothy attended University of British Columbia for one year with her earnings from these jobs. While working at B.C. Electric, Dorothy met her future husband, Charles McDonald "Mac" Atkinson. In 1949, Dorothy Mallett married Charles McDonald “Mac” Atkinson at Willingdon Heights United Church in Burnaby with Dorothy’s brother, Reverend Percival Mallett officiating. In 1965, Dorothy and Mac moved to Nanaimo. Dorothy taught piano and was an accomplished singer and musician performing in various recitals. Dorothy died in 2016 and her husband Mac Atkinson died in 2012.

History
Blythe Eagles's paternal grandparents, Charles and Maude Eagles, immigrated to New Westminster in 1887. Their son Jack married Amelia Jane Johnston, and Blythe Eagles was born in New Westminster in 1902. In 1918, Blythe enrolled at the University of British Columbia and took a Physiology class with eight other top students. His future wife, Violet Dunbar, was the lone woman in the class. Blythe graduated in 1922, winning the Governor General's Gold Medal as top student. He received his MA in 1924 and his PhD in 1926 from the University of Toronto. He then completed his post-doctoral study at the National Institute for Medical Research in London, England. In 1933, Dr. Eagles became head of the Department of Dairying (1936-1955), Chairman of the Division of Animal Science (1955-1967), and Dean of the Faculty of Agriculture (in 1949 until his retirement in 1967). In 1968, he received an Honorary Doctor of Science Award from UBC. Blythe was also one of the first appointments to the Burnaby Town Planning Commission. Violet Evelyn Dunbar was born September 29, 1899, in Ontario, the eldest child of John and Mary (Tompson) Dunbar. Violet obtained her BA in 1921 and MA in 1922 from the University of British Columbia. In 1922, she attended the Provincial Normal School and, within six months, had a teaching certificate and taught at Lord Hudson School in 1923. In September 1923, she was awarded a two-year scholarship to the University of Toronto, where she joined Blythe in the Bio-Chemistry Department. She received a second MA and a PhD in 1929. Her graduate studies entailed research in pure proteins and enzymes related to the commercial production of cheese. Through this work, she was recognized as one of the leading enzyme chemists in the country, being a senior lab instructor of biochemistry. Violet was one of the founders of the Burnaby Council of Women and active member of the International Council of Women. Blythe and Violet Eagles purchased property at Deer Lake in 1929 and began construction of their home shortly before their marriage on June 25, 1930. The Drs. Blythe and Violet Eagles Estate is a unique expression of the talents and tastes of both the Eagles and Frank Ebenezer Buck (1875-1970), who was head of the Horticultural Department and the Campus Landscape Architect at U.B.C. and established the plan for the Eagles garden while Blythe selected many of the plantings. The Eagles themselves designed the house as a romantic cottage inspired by the British Arts and Crafts style. Violet was an enthusiastic amateur gardener, maintaining and continually developing the garden. The Eagles were active volunteers in the local community as well as at UBC. When Simon Fraser University opened in Burnaby, they became well-known for entertaining dignitaries and special guests of the university in their lavish garden. After Violet's death in 1993, the estate was sold to the City of Burnaby. The funds were used to establish a Chair in Agriculture at the University of British Columbia in their memory.

History
The following is copied from an article written by Brown's grandson, Jim Ervin, for "Old Autos" in 2003, in an article entitled "Grandfather was a trucker...": The roots of my family run deep in Burnaby, especially on my mother’s side. It was her father, my grandfather, who started one of Burnaby’s first trucking businesses, E.S. Brown’s Transfer. I could find no record of when he actually began operations but I have pictures to show that he was using horses before he had trucks. One of my enclosed pictures dates from about 1910 since I know the birth dates of his two oldest daughters and they are in the picture as very small children. He met and married my grandmother, whose maiden name was Jennie Birtch, from Ontario, and I still have relatives back east from both branches of the family. They were married on Sept. 27, 1905. But where, I can’t say. They had their first child, Hazel, born April 2, 1908. Then came seven more daughters but no sons to help with the family business. The business was located at the family home at 3131 Royal Oak Ave. in South Burnaby. That was close to the top of one of the steepest hills in Burnaby and must have made for a real test of man and machine to drive it, especially in winter. The children loved it for sleigh riding but probably not father. My mother, Inez, was the second oldest daughter, born Oct. 9, 1909. She would have been born, along with her sister Hazel, in the big house shown in the picture and built by my grandfather. But this house was to later burn down. That’s when Edward Sadler Brown decided to move his family from the side of the hill to the top and much closer to the main road, Kingsway. Most of the area was forest at that time and one of Ed’s first jobs was to haul shingle bolts out of the forest, with a team of horses. Please don’t ask me what a shingle bolt is but my mother knew and used to have to grease the skids placed on the logging trails for the loaded sleds to be pulled out on. One time, as she told me, there was a huge forest fire and my grandfather barely escaped with his life and one last load. Later, when the area had been cleared, he helped to build the Oakalla Prison Farm, now replaced by town-houses on Royal Oak Ave. This job led to him becoming the first contractor to haul the license plates made by the prisoners. Some of these plates would be worn by Ed’s own trucks. The trucks, which he eventually acquired, included some pretty obscure makes such as Hufman, Garford, Stewart (which my mother often said was no good), Gotfredson and the more common names of Chevrolet and GMC. A Ford Model T would probably have been too light for the kind of hauling Ed was doing in the 1920s. I always thought that his main cargo was coal and coke, but I received quite a surprise with some recently discovered information. It started when I was removing boxes of general junk from the house to the garage to make more space. One of those boxes broke open and one item which came out wasn’t junk by any means. It was a copy of a business card for Brown’s Transfer, a company which hauled coal, coke, wood and did furniture moving as well. My mother often described my grandfather as a “go-getter” for business. I believe I see what she meant. Never was I so glad to have a cardboard box break open and to retrieve such an important item. My mother was a saver like you wouldn’t believe, a habit which the Great Depression drilled into her. In another box containing old receipts, I found a copy of one from Brown’s Transfer which offered even more insight into the company. The receipt isn’t dated but only the last number of the year required filling in on the form. And this dates it as issued sometime during the 1920s. The surprising thing is the amount of items sold by my grandfather. Not just coal, wood and coke anymore. Now he was into sand, gravel, cement, brick lime, tile and sewer pipe. Furniture moving seemed to be sort of a sideline, mentioned in smaller letters at the bottom. But notice some of the other items on the hand written receipt. There’s lumber, grass seed, paint, glass, a loan (spelled lone) on painting a house. I’m not sure that I understand that one or the payment on house or the one about the toilet. But it’s obvious that this was a man who knew how to make a buck in many ways. He was almost his own building supply store, it would seem. Also mentioned on the form is an office location at 4009 Kingsway. The building is no longer there but it did survive into my life time. Often, my mother would point out to me where the office once was on the north side of Kingsway, near McKay Ave. Still standing, though, ist he old family home at the former address (now changed) of 3131 Royal Oak Ave. That’s where my mother and all seven of her sisters were born. These were the “swampers” on dad’s trucks, a job hard enough for a man. Ed did hire men as well to work as drivers and even employed his own mechanic. But for the girls, it wasn’t really a paying kind of job. “Some times he would buy us an ice-cream cone,” my mother would say. In those days, parents wanted large families to help with all the work which needed doing. Payment in dollars and cents just wasn’t usually part of the deal. I never knew my grandmother, Jennie, who died in 1946 at age 61, an early age to go but likely reflective of a lifetime of hard work and too many children. However, I did know my grandfather who lived into his 70s.His company came to a rather sad end, as related by my mother, in the dirty 30s. Apparently a certain sister of my grandmother, great aunt to myself, reported to the local school board that grandfather was supplying them with an inferior grade of coal for the schools. Then the school board cancelled his contract and that put him into bankruptcy. Whether the story is true or not doesn’t seem to matter much any more since no one who could have known is still among the living. Ed Brown, the industrious, rugged individualist did make a small come-back in the early 1950s with his own plumbing business. The details of that enterprise, I don’t know. But I do remember his old International panel truck he used. People such as my grandfather made a great contribution to Burnaby.

History
In 2020, responsibility for environmental management transferred to Climate Action and Energy, with Engineering retaining responsibility for geotechnical investigations and graffiti management. In 2022, Engineering became responsible for a consolidated Transportation group that aligns transportation planning and implementation functions. Green Fleet and Equipment also moved from Climate Action and Energy to the Public Works division of the Engineering Department. In 2022, Facilities Management was transferred from Engineering to the newly-created Lands and Facilities Department. James Lota served as General Manager, Engineering from 2021-2022. Jozsef Dioszeghy has served in the role since April 2022.

History
Ernest Edward (Ernie) Winch was born at Harlow, Essex, England on March 22, 1879. Ernest was one of seven children; Walter, Albert, Alfred, Horace, Ernest, Emma and Caroline (Carrie). In 1898, when he was 19 years old, Ernest immigrated to Canada with his friend Jack Holttum to work on a farm in Saskatchewan. Ernest’s brother Alfred followed soon after and together the Winch brothers worked in British Columbia, then in Australia. Unfortunately the country was at the height of a heavy drought and so Ernest returned to Harlow and followed in his father's footsteps, apprenticing as a bricklayer. In 1905 Ernest Winch met and married Australian born Linda Marian Hendy. While in England they had Harold, born June 18, 1907, and Eileen, born in 1908. Ernest sailed back to Canada alone in 1910, his young family following him months later. He quickly became a member of the Bricklayers and Masons International Union No. 1, Vancouver Branch. Ernest began studying socialism in 1910 and joined the Social-Democratic Party of Canada in 1911. The Burnaby local of the Social-Democratic Party nominated Ernest Winch as a candidate for School Trustee in 1914. He received seven votes. In 1915 he and his eldest son Harold left the rest of the family at their home in White Rock and went to Mission to establish a homestead. While living in the Dewdney area, he organized a small Social-Democratic group in Mission and became its Secretary. However, he did not stay long in Dewdney. In the summer of 1918, Ernest left the Social-Democratic Party to join the Socialist Party. Once back in Burnaby, now 38 years old and looking for a way to support his family, Ernest answered a call for new workers from the Longshoremen’s Union. He joined the International Longshoremen's Association (ILA) Auxiliary and soon was elected its Secretary. By 1917, he was a part of the Vancouver Trades and Labour Council, serving as its President by 1918. In 1919, he joined the B.C. Loggers Union (later the Lumber-Workers Industrial Unit), serving as Secretary. Ernest endorsed both the Vancouver General Strike in 1918 and the Winnipeg General Strike of 1919 and was active in his support of the One Big Union (O.B.U). After two and a half years, Ernest left the ILA and rejoined the Longshoremen’s Union along with his former O.B.U. brother, William A. Pritchard. Soon after, a strike broke out and its unsuccessful end caused Winch to go back to bricklaying. By this time, the four youngest Winch children had been born: Charlie, Grace, Alan and Eric. Ernest re-founded the Socialist Party of Canada (British Columbia) in 1932 and, with it, joined the new Co-operative Commonwealth Federation. In the 1933 provincial election he, his son Harold Winch, and five others became the first CCF Members of Legislative Assembly. As a CCF MLA for Burnaby, Ernest became a resolute advocate for immediate reform, exposing abuses and inadequacies in BC's social welfare and correctional institutions (including Oakalla) and taking a special interest in the problems of the aged. One of his many notable contributions was the creation of the New Vista Society, first developed to ease the problem of overcrowding in mental hospitals at the time. Ernest Winch held his seat in the legislature continuously until his death on January 11, 1957. One of his legacies left to the people of Burnaby are the New Vista Society senior citizens homes. He also founded the New Westminster branch of the Society for the Prevention of Cruelty to Animals (S.P.C.A.). Ernest and Linda’s eldest son Harold Edward, an electrician by trade, married Dorothy Ada Hutchinson on May 11, 1929. At 26 years old, he was elected CCF MLA for Vancouver East (in 1933) and became provincial party leader by 1938, serving as leader of the Opposition from 1941 to 1953. When the CCF was defeated in the controversial election of 1953, which saw W.A.C. Bennet come to power, Harold abandoned provincial politics for the House of Commons, where he represented Vancouver East until his retirement in 1972.

History
Edwin Wettenhall "E.W." Bateman was born in 1859 in Sandbach, Cheshire, to James and Caroline Mary Wettenhall Bateman (their home in Sandbach was called Elworth Cottage). When he was twenty-one, E.W. Bateman immigrated to Manitoba, Canada where he met Catherine “Cassie” Dale, daughter of George and Sarah Gillon Dale. They were married in Portage La Prairie, Manitoba on November 9, 1886. Edwin and Cassie had seven children, the eldest Edna Caroline Annie (Corner) (1889-1969); George Edwin (1890-? ); Mamie (McWilliams) (1892-1979); Marianne “May” Bateman (1894-1990); Warren Stafford (1896-1954); Jessie (Fox Kemp) (1899-1978) and John Carey (1901-1945). Catherine “Cassie” (Dale) Bateman died in Portage La Prairie in 1909. After Cassie's death, Edwin was transferred to Vancouver by the Canadian Pacific Railway where he married Cassie’s younger sister Mary Dale (1896-1935). Edwin moved his six of his seven children to Vancouver (not including George). Edwin and Mary (Dale) Bateman first lived at 7th and Balsam Street in Vancouver and in 1920, they decided to move to the quieter atmosphere of the Burnaby Lake- Deer Lake area. By this time Edwin Wettenhall Bateman was a retired CPR executive. He moved his wife and daughter Marianne “May” Bateman to Deer Lake and commissioned architect, Enoch Evans to build 'Elworth' house (named after Edwin’s family home in Sandbach, Chesire). The house was completed by contractor William Dodson in 1922 and located at the site of what would become Heritage Village and later, Burnaby Village Museum, 6501 Deer Lake Avenue. The Batemans lived at this location for thirteen years before moving back to Vancouver in May of 1935. Mary Dale Bateman died in July 1935 and sometime after, Edwin W. Bateman married Dora Coulton. Edwin W. Bateman died in 1957 at the age of 98. Edna Caroline Bateman married Raymond Westley Corner in 1920 and had a daughter named Catherine Mary (Levins). Edna and Raymond lived in Kelowna. George Bateman married Louise Agness Birss in January 1910 and continued to live in Manitoba. Mamie Dale Bateman married George Lloyd McWilliams in 1915. The couple had two children, Warren Finley McWilliams and Bruce McWilliams. Mamie and George McWilliams lived with their family on Douglas Road across the road from Elworth house in Burnaby. Warren McWilliams was on North Atlantic convoy duty during World War I from 1942 to 1944. Warren McWilliams died in 2004. Warren Stafford Bateman married Norah Withington in Burnaby in 1924; Winifred Dare Webster in Burnaby in 1932 and Dorothy Margaret Buchanan in New Westminster in 1949. Warren and Winnifred “Winnie” Webster celebrated their marriage at Elworth house in 1932. Warren served in World War I. Jessie Madeline Bateman married Ernest Denby Fox (1900-1945) in 1921. Jessie and Ernest Fox had three children, Colin Rhodes Fox (1921-2005); Mary “Betty” (Gludo) and Allan Fox. Jessie and Ernest Fox operated a small logging company near Powell River, B.C. Sometime after the death of her first husband, Ernest Denby Fox, Jessie married James Kemp. The youngest child of Edwin and Cassie, John “Carey” Bateman married Sophia Spak (1899-1977) in 1925. On September 10, 1939, the day that Canada declared war on Germany, Colin Rhodes Fox (eldest son of Jessie and Ernest Fox) enlisted in the army at the age of 18 years. Colin initially served in an anti-aircraft unit, but was soon transferred to the Field Artillery. During his service overseas, Colin wrote letters to family members including his aunt May Bateman who was living in Burnaby. Colin went through basic artillery training in Edmonton before heading overseas to the United Kingdom with his unit, the 13th Field Regiment , 44th Canadian Field Battery of the Royal Canadian Artillery and later the 78th Canadian Field Battery in Germany and Holland . Colin was wounded on June 8, 1944 (two days after D-Day) but returned to serve in Holland and Germany until the war ended. Colin suffered bullet and shrapnel wounds while laying communication cable from the Normandy beachhead. In 1946, Colin married Susan Streika (Striha) of Pitt Meadows and he began a thirty five year career in the B.C. Telephone Company on Vancouver Island. Colin and Susan had three children; Gary, Elaine and Irene. Colin Rhodes Fox died in 2005. The E.W. Bateman house, "Elworth" is a heritage building on the site of the Burnaby Village Museum. The site is an important cultural feature for the interpretation of Burnaby’s heritage to the public. The E.W. Bateman House was purchased by Burnaby in 1970 and became the focal point for the development of the Museum. Both the interior and exterior of the house have been restored and interpreted to the date of original construction, including recreated room interiors and period furnishings.

History
Serving the City since 1911, the Burnaby Fire Department is committed to providing timely, professional, and effective fire-related emergency services to save lives, property and the environment. Their dedicated staff serves the City via seven fire stations located strategically across Burnaby. Each of our stations is equipped with up-to-date vehicles and equipment. Their highly skilled and trained team of men and women provide many services, including fire suppression and prevention, investigation, inspection, training, medical, vehicle extrication, technical and other speciality rescues, hazardous materials response and public education services. The following information pertains to the publication "Follow That Fire": Communities have always lived with the threat of fire. Early Burnaby residents banded together to extinguish out-of-control brush fires. In the 1920s, the Municipal Police were responsible for fire-related matters, earning three dollars for attending a fire. Donations to the Vancouver and New Westminster Fire Departments' Benevolent Funds brought the first fire engines to Burnaby's rescue. As the population increased, by-laws were enacted to develop a full-time fire service. Several members saw the value in jotting down recollections of their experiences as Burnaby firemen, which sparked an interest in completing the History of the Burnaby Fire Department. While researching this project, the author was fortunate in being able to draw from the resources of retired chiefs Fred Blake and Lewis Auvache, who were original members of the Department. The Department's progression includes heated and sometimes humorous debates regarding who should be responsible for fire protection, deciding if there was a need for a fire services, and how taxes would be levied to support the service. Photographs throughout the text represent stages of development which include a pictorial record of Burnaby fire trucks from 1923 to the present platform ladder trucks. From its humble beginning as two separate fire departments operating from a converted police horse stable and a water pumping station, the Burnaby Fire Department has developed into a professional organization serving its citizens from six fire stations.

History
Gerald Frank Sanders (1916-2017) was born August 28, 1916 in Hackney, London. In 1918, Gerald immigrated to Canada with his mother Harriett Sanders (nee Chalkley) (1889-1962) while his father, Frank (1887-1967) was convalescing in hospital in England after succumbing to wounds while serving in action during WWI. Gerald's father, Frank soon joined them in British Columbia. In 1926 they settled in a house located at 4312 Spruce Street near the corner of Spruce Street and Carleton Avenue. By 1946 the family grew in size to four children (Gerald, Leslie, Reginald and Eileen) and they built a larger house right on the corner of Spruce and Carleton Avenue. Gerald attended Inman Elementary, then Van Technical School. He eventually joined the RAF during WWII as an airplane mechanic in England. He sent his pay home and his mother purchased two lots on Pine Street with some of the money. On March 8, 1948 Gerald married Alice Viola Sparman (1925-1996) and the couple lived in the Sanders' family home on Spruce Street. Alice grew up near Cranbrook and spent her teenage years in Victoria. She trained to be a nurse at St. Paul’s Hospital in Vancouver before marrying Gerald. Alice worked at the Burnaby General Hospital from 1952. Gerald and Alice had six children: Dennis, Kris, Kerry, David, Ruth and Marie. In 1949 with the help of family and friends Gerald built a new house located at 4325 Pine Street (address after 1959- 4091 Pine Street) and he moved in with his family. Gerald worked as a carpenter on various projects including the dentistry building at University of British Columbia, the Vancouver Court House and Jack Poole's house in the British Properties. Gerald lived in Burnaby until his death in 2017. Frank and Harriett Sanders lived on Spruce Street until Harriett died in 1962. Frank continued to live on Spruce Street until 1964 and then lived with his son Gerald on Pine Street until his death in 1967.

History
William Ewart “Bill” Grieve was born at Qu’Appelle, Saskatchewan (then the North-West Territories), on August 15, 1885. He was the eldest child of John and Flora Grieve. Bill attended school at Qu’Appelle until he was 12 years old and went to work at a furniture store. In October of 1902, at the age of 17, he moved to the Okanagan and worked on a Kettle Valley Railroad construction camp for four years. Bill enlisted at Kamloops in 1915 and served overseas as a member of the 72nd Seaforth Battalion. He was wounded at the Battle of Lens in August of 1917 and was invalided home in November of 1917. On April 14, 1920, William Ewart “Bill” Grieve married Christine. Bill’s ill health sent them to California for a year but by April of 1923, they had returned to Canada and bought a house at 3925 Triumph Street in North Burnaby. Bill worked as manager of the Used Car Department of Johnston Motors Ltd in Vancouver for the next twenty years. He retired in 1946 and opened his own used car business at 4507 East Hastings Street, Burnaby. Christine Grieve was a life-long member of the Women’s Missionary Society of the United Church of Canada. Christine and Bill had two sons, Kenneth Ewart “Ken” and William Ronald “Ronald.” Ken was born about 1922. By 1928, he was in grade three at Gilmore Avenue School and by 1948, he was at the University of British Columbia. Ken died prior to March of 2006. Ronald was born about 1929 and was 13 years old during World War II. Like his older brother before him, he attended the University of British Columbia. He later married and had children, one of whom was Catherine E. “Cathy” Grieve (later Linowski). Ronald died April 7, 1970, at the age of 41. Bill served as president of the North Burnaby Liberal Association for four years and was liberal candidate for the Burnaby Provincial riding at the General Election in 1937. He also served on the Burnaby School Board from 1943 to 1957 consecutively. Bill died April 1, 1969 at the age of 83.

History
Harold Edward Winch (June 18, 1907-February 1, 1993) was born in Loughton, Essex, England to Ernest “Ernie” Edward Winch (March 22, 1879-January 11, 1957) and his wife Linda Marian (nee Hendy). Harold was the eldest of six children; the others were Eileen, Charlie, Grace, Alan, and Eric. Ernest moved to BC in 1909, followed by Linda, Harold, and Eileen in 1910. The remaining children were born in BC. Ernie, a brick mason, built the family a series of homes in the Lower Mainland as the family moved around for a number of years, living in Burnaby, White Rock, Mission, and Vancouver before finally settling back in Burnaby. Ernie Winch joined the Social Democratic Party of Canada in 1911 and became secretary of the party in 1913, and was heavily involved in trade unions and the labour and socialist movements. He helped re-establish the Socialist Party of Canada (BC) in 1932, which soon merged with the Co-operative Commonwealth Federation (CCF). Ernie was a CCF MLA in Burnaby from 1933 until his death in 1957, following which his son-in-law Cedric Cox (husband of Eileen) won the seat in a byelection. Ernie was particularly interested in institutions, including jails, mental hospitals, and industrial schools, and founded the New Vista Society in 1943 to provide a live-in rehabilitation program to women with psychiatric problems. The organization later expanded to focus on low-cost housing for seniors, and an apartment complex was built for this purpose in Burnaby. Both Ernie and Harold were lifelong members of the New Vista Society board of trustees. Harold Winch trained as an electrician, but also followed his father into politics, serving as a CCF MLA in Vancouver East from 1933 to 1953 – Ernie and Harold were two of the first seven CCF MLAs. The Winches set a Guinness world record for the longest father-and-son parliamentary tenure. Like his father, Harold was also highly involved in the labour movement, and acted as a liaison between workers and government during the Depression, particularly during the relief camp strike in Vancouver in 1935 which precipitated the On to Ottawa trek. He was the leader of the BC CCF from 1938 to 1953, and Leader of the Opposition from 1941 to 1953. In 1953, Harold stepped down from provincial politics to enter the federal arena, and served as a CCF MP for Vancouver East from 1953 to 1961, when the CCF became the New Democratic Party (NDP); Harold continued to serve as an NDP MP from 1961 to 1972, when he retired for health reasons. In federal office, Harold remained dedicated to the working class and humanitarian causes, issuing reports on subject such as unemployment, veterans’ rights, low-cost housing for seniors, animal welfare, drug addiction, and mental health concerns. Harold earned honorary law degrees from both UBC (1973) and SFU (1974). He was involved in numerous humanitarian and other organizations and his roles included president and treasurer of the Commonwealth Parliamentary Association; co-founder of the Immigrant Services Society of Vancouver; director of the Boag Foundation; and lifelong member of the Association for Protection of Fur Bearing Animals. Harold married Dorothy Ada Hutchinson (December 1, 1907-October 24, 1974) on May 11, 1929. They had three children: Donald, Gerald ("Jerry"), and Shirley. Following Dorothy’s death, Harold married Jessie Margaret Mendels (nee Sweezey) (June 29, 1913-May 9, 2006) on May 19, 1981. Jessie grew up in Grand Forks, BC, and her family moved to Vancouver when she was in high school. Her first husband was George Edward Mendels (November 2, 1905-September 2, 1978). She had no children. Jessie served as a St. John’s ambulance driver during World War II. She was also active in the CCF and NDP parties in BC, having been Provincial Secretary for the CCF in the 1940s, a vice-president of the party in the 1950s, and Provincial Secretary for the NDP in the 1960s. Like Harold, she later served as a director of the Boag Foundation. Jessie traveled widely throughout her life. The collection contains a small number of Jessie’s photographs. Harold Winch died in White Rock, where he and Jessie had retired, on February 1, 1993.

History
Henry "Harry" Cecil Royle was born in 1898 in Gibraltar to parents Joseph Royle and Juanita (Jane) [Bermuda] Royle. Harry and his family lived in Vancouver before moving to North Burnaby in the 1920's. Harry and his two brothers, Joe F. Royle and George V. Royle all served in the First World War. Harry served with the Tobins Tigers 29th Battlion during the First World War, signing up in Vancouver, on 18th of March, 1915. When Harry returned from the war he worked at the Hudson's Bay Company before opening his own confectionary and general store "Harry's" in 1924, located at 5527 Hastings Street. The shop advertised groceries, light lunches, tobacco and Harry also operated Harry's Taxi from the store driving the taxi cab himself. In 1928, Harry Royle married Burnaby resident Rita Mary Fennings (daughter of Frederick John Fennings and Rosa Webster Fennings). Harry and his wife Rita lived near the store on Hastings Street. In 1949, Harry opened the Rose Bowl bowling alley and coffee shop located at 3680 Hastings Street Vancouver (address after 1974 became 407 Boundary Road). Harry sponsored softball teams and bowling teams for many years. Harry and his wife Rita ran the Rose Bowl and resided at this adress (3680 Hastings Street) until about 1974 or 1975 when they moved to Ridgelawn Drive in Burnaby. Harry died in 1985 and his wife Rita died in 1991.

History
Harry Wee Koon Toy was born in February 9, 1936 in Taikong, Toisan county, Guangdong, China. Harry's father William Toy came to Canada in the early 1920s when he was ten years old. Harry arrived in Vancouver, Canada on September 9, 1950. After staying in Vancouver for one night, he joined his father in Neepawa, Manitoba where the family operated a cafe business (Royal Cafe). Harry grew up in Neepawa and graduated from the University of Manitoba and teacher's college. He became a high school teacher and worked at schools in Minnedosa and Gladstone, Manitoba teaching various subjects including, science, business, geography, history and physical education. Harry and his wife, had three daughters, Melinda, Beverley and Christina who were all born in Neepawa. When the family decided to move to the west coast, Harry was introduced to the grocery store business through an uncle who was a store operator. Around 1970, Harry purchased a grocery store at 4694 Canada Way in Burnaby which he named "Canada Way Food Market" and Harry and his daughters made their home at the back of the store. Harry owned and operated the store for approximately 40 years between 1970 and 2010. Around 1986, Harry purchased the butcher shop next door (4692 Canada Way) which was no longer in operation, expanding his store and adding a second storey to use as a residence. Harry's children helped him operate the store throughout their childhood. In the early 1970s, corner stores were threatened by the spread of small chain-operated convenience stories from Eastern Canada to Vancouver. Formed in April 1972, the Fraser Merchants’ Association was established to protect the rights of corner store operators. With no paid legal help, the association was incorporated in Victoria, BC for the cost of 56 cents. The benefits of being a member of the association included warehouse and group purchasing, common advertising and other advantages of being part of an association. Founded by Gary Lee Ling and five others, Fraser Merchants’ Association’s first member was Graham Grocery. By 1978, the association represented over 200 corner stores in the Lower Mainland (Delta, Surrey, White Rock, Langley, Coquitlam, and New Westminster) and Fraser Valley. The association remained active into the 1980s and 1990s. Harry has served as President of the Fraser Merchants' Association from 1992 to present.

History
Mabel Edith Honor McClean Hawkshaw (1886-1946) was born in Wexford, Ireland to parents, Washington Gilliland McClean and Honor Delamore McClean (nee Thomas). Mabel's parents had four children; Charles Gilliland McClean; Elsie (Rae); Evangeline Mai (Goff) and Mabel Honor (Hawkshaw). Mabel emigrated from Ireland to Canada with her family in 1903 and the family moved to Vancouver in 1905. In 1909, Mabel married John Edward “Jack” Hawkshaw. Mabel and Jack Hawkshaw had three children; Richard “Crichton” Gilliand Hawkshaw (1912-1972); Edward Delamere “Dal” Burrington Hawkshaw (1914-1988) and Merton Cedric “Cedric” Perry Hawkshaw (1924-2008). Prior to her marriage in 1909, Mabel Hawkshaw worked for the Canadian Pacific Railway in Revelstoke. Mabel was founder and publisher of the “Burnaby Post” newspaper (1922-1937) and wrote articles for city dailies and magazines under the pen name “Percy Egerton Sterling”. Mabel also worked as the first female bank teller in Canada and was the first female censor of motion pictures in British Columbia (1928-1946) and also worked as an assistant advertising manager of the Hudson’s Bay Company. Among other accomplishments, Mabel was the chairperson of the committee for Burnaby's first May Day event in 1925, was active as a leader in the Girl Guides, a member of several women's clubs, a speaker on matters of education and film production in Vancouver and Victoria and was also a member of the Juvenile Court in Burnaby and the I.O.D.E. At time of her death in 1946, Mabel was living on West 57th Street, Vancouver. John Edward “Jack” Hawkshaw (1881-1934) who was born in Glanworth Ontario to Captain William Stearne Hawkshaw and Elizabeth Merton Hawkshaw (nee Shore). Jack came to Vancouver in 1900 and soon after arriving, Jack moved to the Yukon where he worked for the Canadian Bank of Commerce serving in Dawson and White Horse. He returned to Vancouver in 1904 and joined the newly-organized Northern Bank. In 1906, Jack became a bank manager in New Westminster and later was manager in New Westminster for the Northern Crown Bank. Jack resigned from the bank in 1914 to fight in World War I and moved his family to Calgary where he began his military training. In 1915, Jack was stricken with polio which left him crippled in one leg barring him from active service. In the 1920’s, he worked as a treasurer for the Royal City Canning Co. and Cunningham Trapp Hardware Company. In 1933, Jack worked as an accountant treasurer for the Crane Shipyards. Jack Hawkshaw was a member of the Canadian Credit Men’s Association of Burnaby and the Kiwanis Club of New Westminster. In May 1934, Mabel and Jack purchased property on Lasqueti Island with a sheep ranch. One month after purchasing the property Jack Hawkshaw died tragically in an accident on the island when he was thrown from a horse drawn carriage with his ten year old son Cedric. Cedric survived the accident but his father died on the dock on Lasqueti Island. The family dog, Dixie also died after she swam after the fishing boat carrying Jack Hawkshaw’s body and Cedric to the mainland for medical attention. John and Mabel’s first home was located at 309 Pine Street in New Westminster. In 1920, the family relocated to 763 Wedgewood, Burnaby (later renumbered 7743 Wedgewood Street) where they lived until 1931. In 1932, the Hawkshaw family moved to Vancouver where they resided in different locations until after the death of Jack Hawkshaw. Mabel continued to operate the sheep ranch on Lasquesti after Jack died in 1934, with a succession of tenants until Mabel’s death in 1946. In 1936, Mabel moved back to Burnaby for a few years, residing at 5590 Douglas Road in 1936 and 3908 Deer Lake Avenue in 1937 (Heritage home known as the R.F. Anderson House). In 1938 Mabel moved back to Vancouver where she lived until her death in 1946. Richard “Crichton” Gilliland Hawkshaw (1912-1972) married Ivy Ina Hawkshaw (nee Hughes) (1913-1987) at St. Mary’s Anglican Church, Vancouver in 1939. Crichton enlisted with the Canadian military and trained at Shilo and Sarcee military bases. Following his military training, Crichton got work as an operator in the mill at Britannia Beach mine where he worked between 1938 and 1949. Crichton and Ivy Hawkshaw lived at Britannia Beach during the time he worked there. Ivy and Crichton had two sons, Bruce and Dick Hawkshaw. After Britannia Beach, the family lived in Abbotsford and Chilliwack before moving to North Vancouver. Prior to his death in 1972, Crichton Hawkshaw worked as an auditor for the Government of British Columbia in the Internal Revenue Department. Crichton was a member of Abbotsford Masonic Lodge No. 70, past patron of the Order of the Eastern Star, member of the North Shore Shrine Club and Upper Fraser Valley Shrine Club and Gizeh Shrine Temple. He was also a devoted fan and supporter of the B.C. Lions football team. Edward Delamere “Dal” Burrington Hawkshaw (1914-1988) married Barbara Walters Fry (1913-2001) in 1940. The couple had three children; Nancy Susan, Peter Burrington and John Edward (who died in infancy). Dal Hawkshaw worked as a financial consultant with the Canadian Imperial Bank of Commerce. In his free time, Dal served on the board of the Goodwill Enterprises for the Handicapped, the Victoria Symphony Society and the Art Gallery of Greater Victoria. Dal was the first honorary treasurer of the University of Victoria and served on the advisory council and as a trustee of the British Columbia Institute of Technology. In 1985, Dal Hawkshaw was named an honorary citizen of British Columbia. Merton "Cedric" Perry Hawkshaw (1924-2008) married Carol Violet (Worrall) Hawkshaw (1923-1985) in 1947 (Carol remarried later to Jack Madsen). The couple had three children, Frances Jacqueline (b. 1948) and Geraldine Lucy (b.1952), and Barry (b.1957). ). Cedric was a member of the Old Boys Association of St. Georges School, served in the Navy (DEMS) and was a proud veteran of WWII. When the war ended he saved enough money to purchase a home in Burnaby on acreage which he sold soon after and relocated to Armstrong Street, Burnaby. Cedric worked for his father in law at William Worrall furniture. After the company closed in 1959, he worked in the furniture department at T. Eaton Co., West Vancouver. Cedric retired at a young age to run and live on the Hawkshaw Ranch on Lasqueti Island where he spent many years before returning to the mainland due to health issues. He lived at George Derby Veterans Centre for 17 years. While living at George Derby, Cedric was involved in Arts and Crafts, creating works in ceramic and textiles.

History
Hazel Simnett was born in Burnaby in 1922 to Frederick and Mary Ann Simnett and grew up looking up to her father who was very involved in labour and unions. A politically active citizen, Hazel Simnett has supported the Canadian Commonwealth Federation (CCF) and the New Democratic Party (NDP). She once ran as a New Democratic Party candidate for Burnaby City Council. Hazel attended Kingsway West Public School and Burnaby South High School in Burnaby. During the 1970s, Hazel was President of the Century Park Museum Association, which governs Burnaby Heritage Museum and published the work "Bygones of Burnaby". Hazel worked on the campaign team of Joan Sawicki from 1990 to 1991, which led Sawicki to be elected as Burnaby-Willingdon riding's MLA. Hazel volunteered her time to be a member of the Burnaby Advisory Planning Commission from 1993 to 1996. In 2006, Hazel won the Burnaby Local Hero Award for her volunteer work at the New Vista Society where she served as chair for a number of years. She also served as a member of the Burnaby Historical Society and established the Hazel Simnett Endowment with the Burnaby Public Library to bring a collection of books on Canadian history and social issues.

History
Minard Gerald “Gerry” Hill was born in Burnaby on July 31, 1893, to Marian (nee Berkeley) and Bernard Richard Hill. Marian was born in London, England. Bernard Hill, born in Bengal, India, in 1858 to Sir Richard Hill and Jane Ann (nee Rollinson) where his father worked for the East Indian Railway, was one of the early inhabitants of Burnaby. Despite their years of training as engineers, Bernard, along with his brother, Louis Claude Hill, became strawberry farmers and owned all the land between Burnaby Lake and Deer Lake where Deer Creek runs, and halfway around Deer Lake. Bernard built his family home at Douglas Road near Deer Lake in 1892. After the decline in the strawberry industry, Bernard worked as a surveyor for the municipality. Bernard also served as a Burnaby trustee and as councilor of Burnaby in 1904, 1905, 1906, and 1909. Bernard and Marian had four children: A. Claude (born in England around 1885, married Marion “Mamie”), Frank L., Winnifred “Winnie” L., and Gerry. Gerry attended Miss Harriet Woodward’s kindergarten class, and went on to Edmonds School with Miss Ellen Lister as his teacher. He later went to Central High School in New Westminster, often on horseback. Gerry served in World War I, signing his recruitment papers on November 9, 1914. When he returned home, he worked felling trees, then as an apprentice surveyor and finally as a carpenter. His father, Bernard, died in Burnaby on March 27, 1939, at the age of 80. Bernard's brother, Louis, was one of the first members elected to the Burnaby council and served in 1892, 1893, 1894, and again from 1909-1910. Louis, born in 1860, married Annie Sarah Kendrick (born in 1896) and they moved to the Burnaby Lake area in the early 1890s. Together they had one child, Katherine “Kitty” Maude, born in 1898. The first Hill family home, “Brookfield,” was sold around 1907 and the family moved to their new home, “Broadview,” which was also built in the vicinity of Deer Lake. Kitty, their only child, married William “Bob” John Peers in 1925 and they went on to have three children: Robert C.K., Barbara (later Barbara Jeffrey), and Anne (later Anne Latham). Charlotte Elizabeth Vidal was born in 1897 in the United States to Louisa Sophia (nee Jones) and Herbert P. Vidal. Louisa Vidal (1871-1943) was a descendent of Jones of Exeter of England and the House of Llanio Cardigan of Wales. Herbert Vidal (1868-1934)’s father was Alexander Vidal (1819-1906). Alexander Vidal, born in Brocknell, England, immigrated to Upper Canada in 1835 and later served as a senator of Canada from 1873 to 1906. He married Catherine Louisa Wright, the daughter of Capt. William Elliot Wright. Both of Charlotte’s parents, Louisa and Herbert, were born in Ontario. Charlotte Vidal was sister to Dorothy Kate and Alexander E. E. Vidal. Gerry Hill (aged 27) and Charlotte E. Vidal (aged 23) married on September 28, 1920, in Vancouver. Gerry built a house for him and his wife about a thousand feet from his parents’ home. He also bought property at Yellow Point on Vancouver Island around this time. By the early 1930s, Gerry had moved to Yellow Point permanently and begun building the Yellow Point Lodge. Gerry and Charlotte bore three children: David, Lesley C. (born in 1929), and Gerald. Gerry was later remarried to Elizabeth (nee Holen) and had one child: Richard Grant McEwan Hill, born in Ladysmith. Lesley married M. Clarke and had two boys: Roy and Graham. She later married B. Durban and had four boys: Patrick, Michael, Gary, and Grant. Charlotte died on February 11, 1984, at the age of 87. Gerry died on January 30, 1988, in Ladysmith at the age of 93.

History
Hipman "Jimmy" Chow was born in Lin Pong Lee, Hoiping, China in 1948. In 1950, Jimmy Chow and his mother, Gim Gee Chow (1913-1991) fled China to escape the Communist Revolution and to be reunited with his father, Robin Chung Dip Chow (1906-1990) who’d immigrated to Canada many years earlier. Jimmy’s elder sister Shao-Lin Chow stayed behind in China. Jimmy’s father, Robin Chung Dip Chow immigrated to Canada in 1921 at 14 years of age and was forced to pay the Chinese head tax of $500. In 1950, Jimmy and his mother first fled to Hong Kong before immigrating to Canada and arriving in Vancouver. Jimmy Chow’s birth name is Hipman Chow but when he arrived in Canada, his father indicated that he needed an English name and he was given the name “Jimmy” but retained his birth name “Hipman Chow”. Over the years, Jimmy has also used the name “James H. Chow” and is often credited by this name in the film industry. For the first four years after immigrating, Jimmy and his parents lived in Manitoba, Saskatchewan and Quebec where his father had work in hotels and restaurants. While living in Asquith, Saskatchewan Jimmy attended school and began to learn English. In 1954, Jimmy and his parents returned to Vancouver, first living in the area of Strathcona before settling in the neighbourhood of Mount Pleasant where they purchased a house located on 15th Avenue east of Main Street. While living in Mount Pleasant, Jimmy attended both elementary and high school. While attending high school, Jimmy began working at the local grocery store where he worked for many years living at home and saving his money. In 1970 while attending Vancouver City College, Jimmy met his future wife Donna Polos. Two years later, they moved in together, married in 1981 and started a family. Jimmy and Donna first lived in North Burnaby before purchasing a house on Victory Street in Burnaby where they raised their three children. Growing up in a traditional Chinese Canadian family, Jimmy was always one who went against the grain. Although his father wanted him to get a business degree, Jimmy had aspirations for a different career path. Through the referral of a friend, he entered the film industry in 1973 working for CBC Vancouver. While working at the CBC, Jimmy gained valuable experience working on the set of the television series The Beachcombers, which launched his career in the film industry. Over a 45 year career, Jimmy worked on over 50 blockbuster movies, historical period films, science fiction films and fantasy films, where he honed in on his expertise as a set decorator, art director and property master. He built an international reputation through working with production companies, prop makers and antique sellers across the globe. As a property master in the film industry, Jimmy Chow has been responsible for designing, managing, and sourcing props for films such as: The BFG, Warcraft: The Beginning, X-Men 2, Fantastic Four, Watchman, Tron: Legacy, Little Women, Seven Years in Tibet, Shanghai Noon, The Shipping News, Fantastic Four: Rise of the Silver Surfer, The Changeling, Man of Steel (Superman), Snow Falling on Cedars, Legends of the Fall, And the Sea Will Tell, Once a Thief and many more. With Jimmy's many years of professional experience in the film industry, he has been a union member of IATSE (International Alliance of Theatrical Stage Employees, Moving Picture Technicians...) from July 1979, a member of the Academy of Motion Picture Arts and Science from 2018 and has worked as a guest lecturer in film production at Capilano University and Langara University. He was also a key contributor to the Burnaby Village Museum’s 2014 temporary exhibition Burnaby Makes Movies. Donna Polos was born in Vancouver in 1949 to parents Mayme "May" Helen Tillikana Polos (1931-1977) and Donald James Polos (1926-2017). Donna’s maternal grandparents, Elvi Tienhara and Toiva Tillikana immigrated to Canada from Helsinki, Finland. Donna’s paternal grandmother, Pauline Chimiki Polos emigrated from Ukraine to Argentina and then to Winnipeg. Donna’s paternal grandfather, James "Jimmy" Kostopolus emigrated as an orphan from Sparta Greece at the age of 12 years. In 1908, he first immigrated to the United States where he was denied entry so immigrated to Canada, entering through Halifax at Pier 17. When immigrating, James changed his last name to "Polos". Jimmy Polos arrived in Halifax with only five dollars in his pocket. He lived in Halifax for many years before making his way to Vancouver where he established three restaurants and raised his family. James was the proprietor of three restaurants in Burnaby including; the Home Apple Pie Café (1941-1944) located on East Hastings near Princess Avenue; Jimmy’s Café (1945-1955) located on East Hastings near Hawks Avenue and another restaurant located near 10th Avenue and Alma Street. Donna grew up with her family in Vancouver, first living in the downtown eastside before moving to a home near Joyce Station. Donna attended elementary school and high school while growing up in the neighbourhood of Joyce Station. Donna moved out of her family home at 21 years of age and lived with roommates before moving in with Jimmy Chow in 1972. Donna attended Vancouver City College and the University of British Columbia where she obtained her teaching degree in 1974. Donna first taught at Gilmore Elementary School before being hired to teach at Clinton Elementary School where she taught for nine years. While raising their three children, Donna worked part time teaching in schools in Burnaby. In 1991, after a near death experience, Donna became interested in fine art and took drawing and watercolour painting classes. This experience led her to experimenting with different painting techniques on paper and fabric. In 2008, Donna retired from teaching but continued her art career often working as an Artist in Residence at various schools and exhibiting her work. While living in Burnaby Donna has been politically active with a particular passion for heritage, housing and preserving the natural environment. Donna was instrumental in advocating and petitioning for the establishment of a tree bylaw in Burnaby which was eventually adopted by the City.

History
Hugh Henry Stewart was born July 18 1887 to Duncan Hugh (1860-1935) and Henrietta Stewart (1860-1944) in South Bethlehem, Pennsylvania, U.S.A. The couple moved to Nanaimo in 1888 with their four children, the oldest of which was Hugh Henry. The family moved to Vancouver in about 1908 and lived at 995 West 7th Avenue while Duncan Stewart worked as a carpenter. Hugh Henry found work as a hardware clerk at the “Forbes and Van Horne” hardware store located at 52 West Hastings, Vancouver. He worked at the store until WWI broke out and his wages were cut. In 1910 Hugh Henry Stewart moved to Burnaby and purchased a house in District Lot 116, in the 3900 block of Albert Street between Ingleton Avenue and McDonald Avenue. This was the only house in this block at the time (3902 Albert Street) but the following year, five more houses were built. In 1911, Hugh married Patience (known as Bertha) Alberta Inglis of Vancouver and between 1911 and 1912, Hugh cleared land around the house. The couple raised three children at their home in Vancouver Heights (now named Burnaby Heights); Duncan Hugh, Daniel Melbourne and Audrey Pearl. In 1914, the Vancouver Heights Ratepayers Association was formed and Hugh Stewart joined. This association lobbied city council to establish land uses which they felt could benefit the citizens of North Burnaby. Following his work at the hardware store, Hugh went to work as a longshoreman at the Hastings Mill in Vancouver and the Barnet Mill in Burnaby. In the 1920s, Stewart started up his own business delivering fuel to households in North Burnaby. His business was named “Stewart’s Cartage and Fuel Supply” which had an office located at 3870 East Hastings Street. Stewart moved his business office to their home in the 1950s which continued to operate at this location until the early 1960s. In 1926, the Burnaby Board of Trade was formed with Hugh Stewart as one of the founding members. The organization changed its name to the North Burnaby Board of Trade in May 1927. Hugh served as president from 1940-1946 and was instrumental in bringing about the amalgamation of the North and South Burnaby Boards of Trade to form the Burnaby Chamber of Commerce. Hugh ran for municipal council in the 1940s and was also a member of other organizations including the Burnaby Lions Club, The International Order of the Odd Fellows (I.O.O.F.) and the Ancient Mystic Order of Samaritans. Patience Alberta Stewart died in 1967 and Hugh continued to live in their home on Albert Street until 1978. In 1979 he moved to an apartment on McGill Street in Burnaby. Hugh H. Stewart died in 1981.

History
John "Jack" Horace Shaw was born in New Westminster on November 27, 1917, to Cecil Alfred Shaw and Margaret Grace Shaw (nee Baker). In 1934, at the age of 16, Jack began what would turn out to be an almost 40-year career with the City of Burnaby. Initially employed as an office boy, by 1938, Jack was made a stenographer and Deputy Clerk. His civil service career was interrupted in 1941 when Jack volunteered to join the Royal Canadian Air Force. He served at the rank of Sergeant until he was hounourably released from duty at the end of the war in 1945. While serving in the RCAF, Jack married Lois Eulalia Gilbert. The couple would go on to have three daughters, Judith Annette (Judy), Maureen Daphne (later Maureen Ayers) and Beverley (later Beverley Santo). After resuming his career with Burnaby in 1945, Jack was made Municipal Clerk in 1959, a position he would hold until he retired in 1973. Jack Shaw died on June 14, 1980.

History
Julie Cho Chan Lee is the daughter of Suey Ying Jung (Laura) (1912-2006) and Puy Yuen Chan (1903-1978). Suey Ying "Laura" and Puy Yuen Chan were married in New Westminster in November 1942 followed by a fourteen year residency in the “minority town site” of Fraser Mills where their daughters Julie and June were born. Julie's mother Suey Ying "Laura" Jung was born in Burnaby in 1912 to Chung Chong Jung (1875-1956) and Gee Shee Jung (1879-1952). The family had six children (five of which lived to adulthood); Suey Fong "Maida" (1909-1997) (married Quinn Wong) ; Suey Kin "Annie" (1911-1962) (married George Jong); Suey Ying "Laura"; Suey Cheung "Harry" (1916-1991) and "; Suey Yook "Gordon" (1919-1998). The family owned and operated a five acre market garden and piggery at 5460 Douglas Road near Still Creek (address was changed to 5286 Douglas Road in 1958). This was conveniently located directly across the street from Douglas Road Interurban Station. The children attended Edmonds Elementary School and while the girls only completed their elementary school years, the boys continued their education at the Vancouver Technical School. Chung Chong and Gee Shee Jung sold the farm on Douglas Road around 1949 and moved to East Vancouver. Julie's mother, Suey Ying "Laura" Jung continued to live and work on the Jung family farm until she was married in 1942 when she moved to live with her husband, Puy Yuen at Fraser Mills. Suey Ying "Laura"'s sister Maida and her husband Quinn Wong also lived at Fraser Mills with their nine children. Julie's father, Puy Yuen Chan joined his father, Chin Yip Hong in Canada at the tender age of 12, worked as a shingle packer and plywood plant handler at Fraser Mills for forty years and retired without ever learning to speak English. In 1972, Julie Cho Chan married Cecil Lee and lived in Surrey where their two boys, Rodney and Darin were born. Just prior to the start of school for Rodney, the family relocated to Coquitlam where Julie had lived since 1956. Julie worked as a teacher and later as a teacher-librarian in the Coquitlam School District. Cecil Chue Kan Lee was born in Queensborough to Sui Seo Ngen and Ding Quai Lee. Cecil is the youngest of eight children; Chue Ngan "Gladys"; Chue Fay "Walter"; Chue Quon "Charlie"; Chue Jan "Pearl"; Chue Moi "Rose"; Chue Duck "Dick" and Chue Kwong "Ken". Cecil’s father, Ding Quai Lee was a jack of all trades including a labour contractor as a well as a millwright for G.W. Beach’s three mills, Keystone, Sapperton and Harrison Mills.In 1931, with the arrival of the Depression, the family made the difficult decision to return to their homeland of Guangzhou province, eventually returning to Canada in 1939. With this decision, Ding Quai wrestled with the burden of the repayment of the loans for two way steamship fares to and from China. Upon their return to Canada, the family lived a short time on Union Street in Vancouver before relocating to Queensborough (New Westminster). Cecil and his siblings were schooled at Queen Elizabeth Elementary School followed by varying stints at FW Howay and Duke of Connaught High Schools. In 1951, Cecil Lee joined Kelly Douglas & Company Ltd., a subsidiary of the George Weston Empire, as a produce warehouseman, followed by several years as a foreman and then in the early seventies until his 1991 retirement after forty years of service, he served as one of the KD produce buyers. In this capacity, he worked closely with local farmers along Marine Drive and in the Fraser Valley. Kelly Douglas and Company Limited was founded in 1896 as a wholesale grocery business and became one of the largest food distributors in Canada. In 1946, its headquarters moved from Vancouver to Burnaby and a manufacturing plant and warehouse were built on the site at 4700 Kingsway. In the mid-1970s, Lee along with the associates at Western Commodities, the head office for produce imports, was asked to oversee the import of Chinese mandarin oranges into western Canada. Until that time, mandarin oranges had come only from Japan and were sold in the winter, especially at Christmas. When the Japanese market could no longer keep up with the popular demand, Kelly Douglas and Company Limited looked to China. The company relied on Lee’s cultural knowledge to build this very profitable part of their business. Moreover, Cecil Lee designed, though not patented, the cardboard Chinese mandarin orange box to replace wooden containers. The iconic design required no glue or staples, making it possible for farmers to assemble and pack the boxes as they picked the oranges. In 1986, the Kelly Douglas and Company building was demolished and the produce department of Kelly Douglas was relocated to 6451 Telford Burnaby and the head office to 808 Nelson Street, Vancouver.

History
Keith Jamieson was one of the founding members of the Lower Mainland Association of the Friends of the Vancouver Carousel. The Association was created in 1989 to raise funds to rescue the C.W. Parker Carousel no. 119 from Playland at the Pacific National Exhibition (PNE). As a collector and restorer of vintage carousel horses, Keith and his wife Pat took a keen interest in saving this carousel. In May 1989, Burnaby Village Museum agreed to provide a home for the carousel and Friends of the Carousel set about raising the $350,000 to purchase the machine which opened at the Museum in 1993. Jamieson a carousel expert, worked on restoring the Expo ’86 carousel and agreed to oversee the restoration of the Parker Carousel when it was moved to Burnaby.

Michael (Mike) and Mary Krewenchuk lived in Burnaby and Vancouver, raising their five children, three boys and two girls. The family moved to Burnaby from Grand Forks in 1943 and purchased property on Grovenor Street on Capital Hill. Mike and Mary owned and operated a variety of small businesses in Burnaby and Vancouver, including: The Central Meat Market located at Sperling and Hastings Street; The Capital Hill General Store at 5530 Hastings Street in Burnaby from 1949; The Penny Market at 1806 Victoria Drive in Vancouver which they sold in 1953; The Payless Market at 5098 Joyce Street in Vancouver from 1954 to 1955; and the Nelson Motel (also known as The Nelson Bungalow Court and Nelson Auto Court) from 1956 to 1967. The couple sold the Nelson Motel in 1967, retiring and purchasing property at 7460 Salisbury Avenue where they built a new house. Mike Krewenchuk died in 1981 at the age of 79 years.

History
Orville Glen LaFavor was born in Willow City, North Dakota, on May 31, 1903, to Harvey M. LaFavor. On April 20, 1924, Orville married Cathryn Arlou "Kate" Lewis. In that same year, Orville and Kate moved to Barnet Village to join Harvey and his wife. Orville and Kate had five children who were all born in Barnet: Lewis in September 1925, Irene in December 1927, Clyde Martin in July 1930, Florence Alice in March 1933 and Cathryn Bernice on April 24, 1934. Orville worked as a trimmer for the Barnet Lumber Company. He and his family lived at Number 10 on the Barnet property. In 1924, he began working at the mills and retired in 1960. During the war, he made blackout blinds and worked as a warden or home guard in Vancouver. Kate LaFavor stayed at home to look after the five children. All of the children went to Barnet School until grade five, when they had to bus up to Capitol Hill in North Burnaby. Once evictions began in Barnet in 1953, Orville bought the house from the municipality and moved it to Port Coquitlam. Orville's brother, Vern Victor LaFavor, married Irene Winnifred "Winnie" Warner on August 6, 1928. Clyde and Lou LaFavor also worked in the mill. Fred Marshall and his brother Roy Marshall lived and worked at the mill and were uncles to the LaFavor children. Harvey, the grandfather of the children, worked as a millwright and had a section in the village for gardening, which he tended to regularly. He had horses that worked with him at the mill and later on the construction of Barnet Road, allowing him to make money during the Depression. During a strike for higher wages at the Barnet Sawmill, Harvey was badly beaten. Murray Glen "Bud" LaFavor was born on December 13, 1944, in New Westminster. He had four sisters: Irene, Catherine, Carol, and Rene. He worked as a volunteer fireman for 25 years and was employed by the District of 100 Mile House. He died in 2009. Lewis LaFavor, son of Orville and Kate, joined the navy and survied World War II. Catherine Bernice (LaFavor) Nelson, daughter of Orville and Kate, died July 7, 2011, in Nelson, British Columbia.

History
The City of Burnaby Legal Department was formally established on April 20, 1954, when City Council called for the appointment of a full-time City Solicitor to manage the legal affairs of the City and all its boards and departments. This decision followed a report presented by Councilor Hean on March 8 of that year which listed a number of reasons why such an appointment was necessary and recommended that the City employ a full-time Solicitor and a support staff comprised of an assistant solicitor and a stenographer. Councilor Hean’s report was initially referred to a Committee of Council for further study, but was endorsed by the Committee of the Whole on March 29, 1954, and on August 23, Mr. William L. Stirling was appointed as the first Solicitor for the City of Burnaby. Prior to the development of the City’s Legal Department, it was the practice of City Council to appoint a law firm to act as legal counsel for the Municipality, but the last lawyer on retainer for the City was dismissed on May 17, 1954, because of the imminent creation of a Municipal Legal Department. Initially, the City Solicitor was expected to report to the City Clerk who was Chief Executive Officer for the Municipal government. However, the reporting relationships within the City were altered in 1957 with the adoption of Bylaw No. 3859. Bylaw No. 3859 (the Municipal Manager Bylaw) heralded the appointment of a Municipal Manager who became the administrative head of the City and to whom all departments reported, including the Legal Department. Regardless of the administrative hierarchy within which the Department operated, its mandate has remained quite consistent since its inception. The City of Burnaby Legal Department’s primary functions are: providing legal advice to City Council and other City departments; drafting bylaws; negotiating and drafting contracts involving the City; dealing with claims both by and against the City; and managing legal proceedings involving the City. From 1979 onwards, the Legal Department also acted as the main land agent for the City by managing the acquisition and disposal of land, the leasing of City land and the negotiations of rights of way and other land related agreements. Prior to 1979, this function was the responsibility of the Treasury Department, but after an organizational review in late 1978, Council decided that the Land Agent should act under the authority of the Municipal Solicitor. As a result of fulfilling these two broad roles within the City – that of providing legal services and that of acting as land agents – the Department was renamed the Legal and Lands Department and came to include not only a City Solicitor but also property negotiators and a number of legal assistants. In 2017, City land acquisition and sales were transferred from Legal Services to the newly-established Realty and Lands division of the Public Safety and Community Services Department. History
Licence is part of the Community Services Department under the Office of the Chief Administrative Officer and overseen by the Chief Licence Inspector. Licence is responsible for ensuring that businesses operating in Burnaby are appropriately licensed and are in compliance with all applicable bylaws. In addition, the Licence Office enforces bylaws regarding private property matters and property use, acts as the City liaison with the SPCA in response to Animal Control issues, and offers dog licensing. Prior to 2017, bylaw services and parking enforcement were the responsibility of the Transportation division of the Engineering Department, and licensing and property management were the responsibility of the Revenue Services division of the Finance Department. In 2017, these responsibilities transferred to the Public Safety and Community Services Department, and in 2018, combined under Business Licence and Property Management. In 2022, Property Management and the responsibility of rentals and leases of City-owned properties was moved under the newly-created Lands and Facilities Department. Dan Layng has served as Chief Licence Inspector since 2013.

History
Jesse Love was born in Swindon, England in 1847 and left England to work on a dairy farm in the Toronto area. While working on the farm in Toronto, he met Martha Leonard who he married in 1879. Martha was born on February 3, 1858 in Bedfordshire, England and had come to Canada with her parents George and Ann Leonard. While living in Toronto, Jesse and Martha had two children, George born March 22, 1880 and Annie Elizabeth on August 24, 1881. About one year after Annie was born, the Love family moved to North Dakota to grow wheat. While living there, they had two more children, Henry who was born August 24, 1883 and Edith Minnie born October 9, 1885. The family decided to move further west after hearing about the fairer weather conditions from Martha’s father, George Leonard, who had settled in Vancouver in 1885. On May 23, 1887, Jesse, Martha and their four children arrived in Vancouver after travelling across Canada from Winnipeg on the first transcontinental train. The Loves made their home in Vancouver while Jesse helped clear land on Granville Street. Their fifth child, Thomas Robert was born on September 17, 1887 and soon after, the family moved to Lulu Island in Richmond where they lived growing vegetables and selling them to Vancouver hotels. While living and farming on Lulu island, the couple had two more girls, Martha (Dot or Dorothy) born on December 17, 1889 and Sarah Marie, born February 8, 1892. On October 6, 1893 an agreement was signed by Jesse Love to purchase 14.52 acres of land from Joseph C. Armstrong. The acreage covered the north east section of District Lot 25 within the newly incorporated District of the Municipality of Burnaby. It was here where the original Love house was built (between October 1893 and April 15, 1894) by Jesse Love with the help of local builder George Salt and father in law, George Leonard. The house consisted of an entrance hall, dining room, lean to kitchen, master bedroom and three bedrooms upstairs. A road was constructed and named Cumberland in 1905 and ran from District Lot 25 through to District Lot 11. The address for the Love home was 1390 Cumberland Road and in the early 1960’s the address was renumbered 7651 Cumberland Street. On the land surrounding the house, Jesse Love planted an orchard along with strawberries and raspberries which he sold at the Fraser Valley Market, T.S. Anandale’s Grocery Store in New Westminster and to hotels around Vancouver. Jesse Love served on the Burnaby School Board and also as a District Councillor in 1901 and from 1904-1907. While living in the house, Jesse and Martha had four more children, Phoebe Leonard, born April 15, 1894, Esther, born August 28, 1896, John Leonard, born June 7, 1899 and Hannah Victoria (also known as Girlie) who was born May 12, 1902. In 1918, at the age of 31 years, Thomas Robert Love fell ill due to an influenza epidemic and died on November 23, 1918. Following their son’s death, Martha Love became weak and on August 24, 1920, she passed away. By this time, Jesse had sold off a large percentage of his land and his youngest daughter, Girlie decided to stay on to live and care for him. Since the house was too large for just the two of them, Jesse invited any other children to return and share the residence. For a while his son, George and his wife joined them. In 1925 Jesse’s daughter Sarah Parker (nee Love), her husband William Michael Norton Parker and their three children, Albert “Bert” (1915-2011), William Charles “Bill” and Elsie Roberta moved from their home at 1319 Newcombe Street to join Jesse and Girlie in the Love family home on Cumberland. Jesse Love died in 1928 after which Sarah and William Parker purchased the Love family farmhouse and property. William Michael Parker, died in 1961 and Sarah Parker continued to live in the Love family farmhouse until 1966 when she sold it to her daughter Elsie and husband John Hughes. Elsie and John Hughes had four children, John Jr., Ann, Brent and Merle. The Hughes lived in the Love family house until August 1971. In 1988 the Love family farmhouse house was donated to the Burnaby Village Museum and moved to the site of Burnaby Village Museum. The interior of the main floor and exterior of the house went through an extensive restoration process. In 1997, restoration of the kitchen was completed and opened to the public. After the completion of the hallway, dining room, main floor bedroom and parlour, the Love farmhouse exhibit opened on November 29, 1998 with an open invitation to the public and extended members of the Love family.

History
Margaret “Margie” Norton (nee Knight) (1912-2010) is a daughter of Ernest Richard Knight (born 1877 in Burstow, Surrey, England) and Louise Augusta Knight (nee Ellis) (born in 1882 in South Horsham, England). Ernest Knight and Louise Ellis married in Vancouver in May 1908 at Christ Church Cathedral, Vancouver. Ernest and Louise had five children; Naida (Hansen), Margaret (Norton), Frederick "Fred", Lila (McKinley) and Dolly (Walker-Kirkwood). Margaret and Frederick were twins. Sometime in the 1920s, Ernest Knight left his wife and family and moved to Australia. After Ernest left, Louise Knight lived common law with her partner Charles Roberts. Louise and Charles had one son, Charles Thomas "Bob" Roberts. The Knight-Roberts family home was located at 931 Gilmore Avenue in Burnaby. The house was relocated to this address from the forty hundred block of Georgia Street sometime in the mid 1920s. Louise Knight-Roberts (nee Ellis) lived at 931 Gilmore Avenue in Burnaby until her death in 1950. Charles Roberts died in 1956. Margaret and her siblings attended Gilmore Avenue School until Kitchener School was completed. She was the first May Queen at Kitchener School. Margaret Knight and her twin brother Fred were among the first graduating class of Kitchener School in 1925. Margaret married John Leonard “Jack” Norton in 1947 at Vancouver Heights United Church. Margaret worked at a factory making bags for Bonar and Bemis until she married Jack. Jack worked as a stationery engineer for Nelson's Laundry. Margaret and Jack lived at the former Knight-Roberts home at 931 Gilmore Avenue. Margaret and Jack had two children, Darlene and Rey. Margaret Knight was a lifetime Burnaby resident residing at 931 Gilmore Avenue until her death at 98 yrs in 2010. Her husband Jack died in 1990.

History
Mary Gertrude (Bolton) Forsyth was born at her parents' home in Burnaby on March 5, 1923, and was the daughter of Richard Bolton and Gertrude (nee Hern). Mary's father, Richard, immigrated to Canada from Sunderland, England, in 1911. He lived with his brother George in New Westminster prior to purchasing property in South Burnaby in 1916 and built a bungalow located at 859 Marine Drive. Richard Bolton was employed as the municipal treasurer for the Corporation of the District of Burnaby and, in 1919, he returned to Sunderland with three months leave of absence to marry Mary Gertrude Hern, daughter of Captain and Mrs. John Hern. Mary grew up with her parents and sister Nancy in the house that her father built on Marine Drive. She married Lloyd Forsyth in 1946 and they had two children, Diane and Robert. Mary and her husband raised their family in Burnaby and built a house at 855 Marine Drive, on the lot originally purchased by her father, and moved later to a house located at 6457 Marine Drive. In 1964, after her children were grown, Mary completed her teaching degree at Simon Fraser University and went on to teach kindergarten at Nelson Elementary School. While a teacher within the Burnaby School District, Mary was instrumental in adopting ballet as part of the school curriculum. Mary was an active member of the Burnaby Historical Society, participating and leading local events and seminars. She was inspired by the idea of the 'Housewives Holiday', originally initiated by the Vancouver "Y’ S". In February 1960, she was integral in forming a committee in South Burnaby, working alongside Ruth Turner, Faye Treagh, and Dorothy Turnbull. The "Housewives Holiday" committee (a branch of the Clinton-Glenwood Recreation Association) planned several events at Bonsor Hall for Burnaby housewives from October 6 to December 8, 1960. After her retirement from teaching, Mary returned to Simon Fraser University to do further studies and, in 1983, she wrote an essay for an Environmental Education course, titled "A Walking Environment for South Burnaby". The essay was conducted as a feasibility study to provide a walking environment in her community and included a formal essay, a media book, a map, and a slide presentation which was presented to a variety of local community groups. In 1984, Mary was the recipient of the North Fraser Harbour Commission Award to further her work on this project. In October 1986, her essay was adapted as a proposal to The Corporation of the District of Burnaby for a walking and cycling trail system for South Burnaby. Her proposal was taken into consideration by council and was later adopted by the Parks and Recreation Commission. Mary was very much interested in the history of South Burnaby and spent time between 1990 to 2004 conducting research through the Burnaby Historical Society, The City of Burnaby Archives, and several pioneering families who agreed to share their family records and be interviewed. Mary compiled her research into short historical and biographical essays by geographical area, family name, and organization. Mary (Bolton) Forsyth lived her whole life in South Burnaby and was an active and committed member of her community. She died on November 10, 2010.

History
On September 22, 1892, the Corporation of the District of Burnaby was established by letters patent. An integral component of this incorporation was the creation of the office of the Reeve (later called Mayor). The Reeve was to serve as the Head and Chief Executive Officer of Burnaby and was to lead the City Council in the governing of the Corporation. Burnaby’s first Reeve and Council were elected by acclamation on October 15, 1892, with formal elections held by ballot three months later. From 1893 until 1977 the Reeve and Council were elected for one-year terms, but the practice of annual elections was abandoned in favour of two-year terms in 1977. The current practice of holding elections every three years was begun in 1987. Elections of Reeve and Council were suspended altogether in 1933. However, as a financial crisis in the Corporation resulted in the Province intervening and assuming control of the local government. For ten years, Commissioners were appointed by the Provincial Government to manage the affairs of the Municipality, but by January 1943, the situation had been remedied and local elections were once again held. From 1892 until 1968, the Chief Executive Officer in Burnaby was known as “Reeve,” but this nomenclature changed with revisions to the Local Government Act in the latter part of the twentieth century. In 1968, the Province altered the Act and abolished the practice of assigning different titles to the members of Council based on Municipal Classification and introduced "Mayor" and "Alderman" as terms applicable in all Municipalities not just those of a certain size or with a certain number of citizens. From that point on, the CEO of Burnaby has been referred to as the Mayor of the City. Despite these changes in election procedures, naming protocols, and the disruption caused by the financial crisis in the 1930s and 1940s, the roles and responsibilities of the Mayor have remained relatively stable throughout the years. As Head and Chief Executive Officer of the City, the Mayor is responsible for ensuring that the principles of law and good government are enforced in Burnaby. This includes the task of overseeing the conduct of officers and employees and directing the management of municipal business and affairs as well as chairing the meetings of Council and appointing Council Committee members. The Mayor is also charged with the duty of representing the City at public functions, in meetings with visiting dignitaries, and in participating in local community and fundraising events. Initially, the Municipal Clerk assisted the Mayor in his work by handling most correspondence and clerical tasks of the office. Today, however, the Mayor’s office retains its own administrative staff who are responsible for facilitating all schedules and arrangements for the Mayor along with coordinating their internal and external contacts and events. History
Reginald E. "Reg" Millway was born on December 20, 1915, at Milton Regis in the County of Kent. He graduated from London University (via Regent Street Polytechnic) and was appointed to the Air Ministry Technical Division in 1937, where he remained throughout World War II. Due to a hearing impairment he was unable to join the services and instead joined the Home Guard and served on fire bomb patrol in central London. Betty was born November 16, 1916, and married Reginald Millway in 1940. Together they had four daughters: Catherine; Penelope “Penny”; Jennifer; and Francis “Fran” (later Malcolm). Reginald left Britain with his family in March of 1948. They were on the last voyage of the Acquitania to Halifax, took a parlour car in a C.N. train to New Westminster and took up residence in South Burnaby. After two or three years, Reginald had established his own business, Marine Electronics. When the United Flower Growers Cooperative formed in the late 1950s, Reginald helped them assemble property at Roseberry and Marine Way in cooperation with the Director of Planning. A large auditorium was built there and Reginald helped them design, manufacture and install a complete electronic system. Modifications and additions have occurred along the way to the point that it is handling millions of dollars worth of flowers annually and it is the largest operation of its kind in Canada. Reginald ran in the Burnaby elections of 1957. Newly elected Mayor Alan Emmot offered him the chairmanship of the Zoning Board of Appeal (later the Board of Variance). He remained continuously chairman for the next 35 years. In 1962, Reginald joined the Rotary Club of Burnaby. He served as president in 1969 and remained a member for over 45 years. Betty was an accomplished writer and was the recipient of the 1984 Canadian Author’s Association Allan Sagster Award for long and meritorious service. Reginald was an early member of the Burnaby Historical Society and served as its president for three terms. He and Blythe Eagles went to Loughborough, England, on behalf of the Society to locate and clean up the site of Robert Burnaby's grave. Reginald was also on the committee that acquired the property and organised the establishment of the Burnaby Village Museum. Betty developed Robert Burnaby's family tree for the Historical Society and in the process made many contacts with prominent citizens of the Loughborough area, including the executive controller of the area, who introduced the Millways to the Mayor and Council. This formed the groundwork for a close relationship which Mayor Bill Lewarne formerly developed as a SisterCity relationship in 1985. The Millways were longstanding members of the Burnaby Beautification Committee and their garden was featured in Gardens West in the 1998 November/December issue. Betty died on July 21, 2005. Reginald died on November 7, 2010.

History
The Oakalla Prison Farm (also known as the Lower Mainland Regional Correctional Centre) was a model prison farm on 185 acres of land next to Deer Lake in Burnaby. The Oakalla Prison Farm opened in 1912 and was initially designed to hold 150 men and 50 women. By the 1950s, the population was well over one thousand. The prison included a working farm which included a dairy, vegetable gardens and livestock. In 1959 the last execution in British Columbia took place at Oakalla. Following a riot and mass escape in the late 1980s, poor conditions, and public outcry, Oakalla closed down in 1991. In the fall of 1991, the prison was opened up to the public whereby tours were conducted of the site. Not long after, buildings were demolished and a residential housing development took it's place. A playground now sits on the former site of the main building. In 1991, staff from Burnaby Village Museum were granted access, documenting the site prior to it's demolition. Many Oakalla artifacts and records were salvaged and accessioned into the Burnaby Village Museum's permanent collection.

History
The Oakalla Prison Farm was a model prison farm on 185 acres (75 ha) of land next to Deer Lake, Burnaby. The Oakalla Prison Farm was a full-service facility that originally opened on September 2, 1912, and was initially designed to hold 150 men and women. The first inmate was William Daley, sentenced on July 31, 1912 to serve a year of hard labor for stealing some fountain pens valued at over $10. By April 30, 1913, some 328 prisoners had passed through the jail's doors. In 1916, the women's section officially opened, and in 1942, the women's unit opened on the grounds as a separate facility. It was renamed as the "Lakeside Correctional Centre for Women" in 1979. The original women's unit was expanded in 1953, and consisted of two cottage-style buildings. By the 1950s, the population was well over 1000. As a working farm, the prison had its own dairy, vegetable gardens, and livestock. Executions in British Columbia were primarily carried out in Oakalla; after 1919, it was the sole penitentiary where executions took place. The first execution was that of 25 year-old Alex Ignace on August 29, 1919. 44 prisoners were executed by hanging at Oakalla from 1919 until the death penalty was abolished in 1959. In 1959, the last execution in British Columbia took place at Oakalla, with the hanging of former sailor Leo Mantha, aged 33. Oakalla was also one of the locations that undertook the experiment of performing cosmetic surgery on inmates to remove deformities that made prisoners "more likely to offend". The experiment was led by Dr. Edward Lewison, and continued into the mid-1960s. Procedures were conducted on 450 inmates, voluntarily. In 1970, the prison was renamed as the Lower Mainland Regional Correctional Centre (LMRCC) The farm portion of the prison, providing work for the inmates and food in the prison, closed in 1979 and 64 acres of land were transferred to the City of Burnaby. This land was included in the existing Deer Lake Park that was adjacent to the prison. Originally designed to house a maximum of 484 prisoners, Oakalla's population peaked in 1962-1963 at 1,269 inmates. With population averages of over 600, overcrowding was always a problem. In the institution's final years, two nationally-spotlighted events occurred. 13 maximum security prisoners escaped on New Year's Day, 1988, following an uprising on December 27, 1987, and on November 22, 1983, a violent and costly riot took place. Rioters caused more than $150,000 damage in a two-day spree. Oakalla was closed down on June 30, 1991, and was developed into a new residential housing development and an expansion of the park. The Parks and Recreation Department changed its name to the Parks, Recreation, and Cultural Services Department in 1997 to better reflect the department's mandate to operate a major arts centre and heritage facility, and to provide extensive cultural services and support to organizations in addition to parks and recreation services. On January 1, 2023, the City renamed the department to Parks, Recreation and Culture to be consistent with other departments, grammatically correct, and reflective of the department "moving forward" to a better Burnaby. Mary Morrison-Clark has served as General Manager of the department since November 2022.

Fonds consists of records, primarily photographs, compiled by various members of both the Hill and Peers families that document their lives during the early days of settlement in Burnaby. The fonds includes records of citizenship, wills and other official papers pertaining to the life and activities of L. Claude Hill; photographs of the Peers family’s Burnaby Lake home, Greyfriars, and pictures taken by Arthur Peers during his work and travels throughout British Columbia in the first part of the 20th century; and photographs of the family of Claude Hill, early Burnaby Lake residents and scenes, and pictures Kitty took as an adult documenting the growth of her own family. Also included in this fonds are a number of photographs showing Yellow Point, Vancouver Island, where the Peers and Hill families often vacationed.
History
Bob Peers was born William John Peers, the son of real estate broker and early Burnaby resident, Francis John Peers and his wife Elizabeth Frisby. Originally from England, the family moved to Vancouver in 1905 and soon after settled at Burnaby Lake. The family included one daughter (Mary Elizabeth Dora) and four boys (Arthur Francis, William John “Bob”, Geoffrey Hugh, and Richard Dominic). When they arrived in Burnaby, Francis Peers purchased a piece of land from another early settler, Claude Hill, and built the family home “Greyfriars” near Deer Lake. The children attended school in the home of Miss Harriet Woodward, the first school to be held in the Burnaby Lake area. In 1925, Bob married Claude Hill’s daughter and another former pupil of “Miss Harry’s,” Kitty Hill. Kitty (born Katherine Maude Hill) was the only child of Burnaby pioneers L. Claude Hill and Annie Sara Kenrick. Having moved to the Burnaby Lake area in the early 1890s, Claude went on to operate a successful strawberry farm and soon became active in the political development of Burnaby – being elected to the first Burnaby Council and serving from 1892-1894 and again from 1909-1910. The first Hill family home, “Brookfield,” was sold around 1907 and the family moved to their new home, “Broadview,” which was also built in the vicinity of Deer Lake. In 1925, Bob and Kitty were married and they went on to have three children, Robert C.K., Barbara (later Barbara Jeffrey), and Anne (later Anne Latham).

History
John (Jack) Pipe was born in Ontario in 1875 and moved to Burnaby with his wife Blanche in 1916. Prior to moving to Burnaby, Jack worked as a superintendent in the Phoenix and Granby Bay mines. While working in Phonenix, he met and married Blanche Perry in 1909. Jack and Blanche had eight children: Frederick Stewart; Dorothy Mary; George Russell; John Douglas; Kathleen Margaret; Harold Calvin; Olive Muriel; and David Melvin. Due to poor health, Jack retired from mining work in 1916 and moved his family to Burnaby. The family purchased property at 5250 Government Road where they built their home and raised their family. In 1938, John and Blanche sold this property and purchased another piece of property located within DL 44. Jack died of silicosis in 1953.

History
Doreen "Pixie" McGeachie was a resident of Burnaby for over sixty years. She served as the editor for the Burnaby Examiner newspaper and wrote a column entitled "Burnaby History" for The News. In 1974 she authored her first book titled "Bygones of Burnaby" which was one of the first to develop anecdotal stories about pioneer life in Burnaby. She authored "Burnaby - A Proud Century" in 1992 and in 2002 she wrote a biography of the city's namesake in the book "Land of Promise: Robert Burnaby's letters from Colonial B.C." Pixie also contributed many hours of volunteering; helping to establish Burnaby's first museum Heritage Village in 1971, serving as President of the Burnaby Historical Society from 1991-1993. She served a six year term on Burnaby's Heritage Commission leading the charge to preserve many historic sites throughout the city, and during her twenty years as the Community Archives volunteer archivist for the historical society, she succeeded in gathering thousands of rare and valuable historic photographs and documents which now forms the core of the photograph collection on the Heritage Burnaby website (as these items were donated by the Society to the City Archives in 2007). The City of Burnaby awarded Pixie McGeachie the Kushiro Cup as Citizen of the year in 2002. In 2006 she received a Heritage BC project award for leading the Friends of Interurban 1223 project, and in 2008 Heritage BC recognised her again by presenting her with the Ruby Nobb Award. Pixie McGeachie passed away in August of 2010. On 24 September, 2011, the City of Burnaby dedicated the reading room at the City Archives in honour of Pixie and formally named it the Pixie McGeachie Reading Room in recognition of her years of service to the community.

History
The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Rhoda Maie Jeffers (middle name also spelled Mae) was born in July 1, 1904 in River Hebert, Nova Scotia to Albert Clifford Jeffers (1877 - 1967) and Eldora McAloney (1879 - 1978). The family moved to British Columbia in 1912, living in Vancouver at various addresses before moving to Burnaby around 1950 residing at 4254 Charles Street. Albert and Eldora Jeffers had three children; Rhoda Maie (Mae), Sarah Etta "Muriel" (later Webster) and Charles Kenneth Leroy (1906-1970). Rhoda began teaching in Grand Forks in 1922 and one of her early teaching posts included Eriksdale, Manitoba. Rhoda divided her teaching career between Alberta, Lake Cowichan, Agassiz and North Delta. In 1952, Rhoda worked as an exchange teacher in England and in 1957, Rhoda graduated from UBC with a Bachelor of Education (secondary specialization). Due to a severe injury in 1969, Rhoda was forced to retire and sometime after, she moved in with her parents at 4254 Charles Street. Rhoda continued to reside at this address until a year before her death in 1990.

History
Richard Hardy was born in Fishborn, Alberta, on November 3, 1910. In 1922, his family moved to the home of his maternal grandparents at 1127 Edmonds Avenue in Burnaby. His parents, John Harrison Hardy and Gertrude Hephezebarh (nee Ward) moved to Burnaby with their four children: Edith; Richard "Dick"; Geoffrey; and John Edward "Jack". Gertrude was born in Barrie, Ontario. John Harrison Hardy was born in Yorkshire, England, and came to Canada in 1899, settling at Pincer Creek area of Southern Alberta. In about 1910, Richard's grandparents, Col. James Edward Ward and his wife Hephzibah (nee Hale) moved from Alberta to Burnaby. Col. Ward was the postmaster in the Lozell's area of Burnaby and was a city councillor for the District of Burnaby in 1915. Dick was enrolled at Edmonds Street School for his elementary school years, and later attended Burnaby South High School for two years, taking a commercial course. The family attended St. Alban's Anglican Church. While Richard was a student, he and his brother Geoff delivered newspapers in the area, making about $12 per month. In 1911, Dick joined the Burnaby Boy Scouts and continued to be involved for the next 40 years. In 1927, at the age of 17 years, Dick began work for the Corporation of the District of Burnaby as an office boy in the Treasurer's Department and retired as Tax Collections Supervisor in 1973 after 45 years of service. From September 1942 until his discharge in 1946, Dick served in WWII in the Canadian Army. His brother, Jack, served in the Canadian Air Force and was killed in April 1943. In 1933, Dick's parents moved back to Alberta with three of their children, leaving him in the family home on Edmonds Street. In 1939, after courting, he and Mabel Lilian "Mabs" Young of New Westminster married. Prior to her marriage, Mabs was employed as a teacher at the Burnaby South High School. Mabs and Dick had two daughters, Lynne (b. 1941) and Katherine (b. 1947). The family lived on Edmonds Street until 1947 when they moved into their second home in Burnaby at 2006 Buller Avenue (now 7185 Buller Avenue). In 1960, Mabs and Dick moved to their third Burnaby home, located at 4337 Wildwood Crescent. Mabs died in 1980. Dick continued to live in Wilwood Crescent house until 1983, when he moved to an apartment for one year but, missing his garden, he bought a small house with a large yard located at 8452 16th Avenue. He stayed in this house from 1985 until 1998 when he could no longer live independently. He moved to assisted living at Canada Way Lodge then to the nearby George Derby Centre where he lived for a few months before dying in August 2001. Dick loved to hike and camp and enjoyed his family and his garden.

History
Born in North Vancouver on December 5, 1919, Robert “Bob” William Prittie was the first of four sons born to Wilmot Prittie and Mary Adair. As a child, his health was weaker than younger brothers Bill, Eric, and Halford, as he suffered from Polio and asthma. Bob was an industrious youth who left school early to work in a department store warehouse. At the outbreak of World War II, Bob enlisted with the Royal Canadian Air Force and spent the duration of the war serving on the ground in Canada at the Patricia Bay Air Force Base and the No. 3 Bombing and Gunnery School in Manitoba, completing his high school education through correspondence courses. While at the Patricia Bay Air Force Base, he met pre-school teacher Grace King of Sidney, Vancouver Island. By 1940, they were married and soon after, had their first son, Robert King. In 1945, Bob was discharged from the air force with the rank of sergeant and entered the University of British Columbia, graduating with a Bachelor of Arts degree with honours in history. After the war, Bob spent a few years working in Ottawa as a foreign-service officer, but he returned to UBC in 1949, receiving a diploma in education (post-graduate studies at Laval University and Western Washington State College). Bob returned to Burnaby in 1950, following the tragic death of their son. Bob immediately began teaching. Over the next 13 years, he taught at Sperling Avenue School, McPherson Park Junior High School, Burnaby South High School, and Burnaby North High School. He and Grace went on to have three more children: Heather in 1951; Bruce in 1953; and Ian in 1955. In 1959, he was elected to serve as a member of the municipal Council, re-elected and serving until the end of his term in 1962, when he left to serve as Member of Parliament for the Burnaby-Richmond riding. He held that office until 1968. In January 1969, Bob first took office as Mayor of Burnaby and in that capacity served on the GVRD as a Director for a number of years. In May of 1973, Bob decided to resign as Mayor of Burnaby in order to take up a position as Assistant Deputy Minister of Municipal Affairs. In 1975, he was appointed as the Minister of Municipal Affairs, a post he held for a short time. After his tenure as Minister, Bob retired from public life and he and his second wife Isobel Pothecary moved to Victoria. Isobel had three children from a previous marriage: Alan; Deirdre; and Fiona. Bob left an enduring legacy for the citizens of Burnaby as a champion of schools, libraries, and parks and recreation programs. In 1978, he was awarded the title of Freeman of the Municipality. In 1991, a new branch of the Burnaby Public Library was opened and named after him. His status as Freeman and the naming of the library in his honour are testament to his record of service and dedication to the community and its citizens. Bob died on January 14, 2002.
