The Ad Hoc Committee on Dog Control was dissolved and all matters relating to dog control became the responsibility of the Community Issues and Social Planning Committee.

- History
- Alfred "Alf" Bingham was born in England in 1892 and moved to Canada in 1912. His first job in Canada was laying track for the Grand Trunk Pacific Railway (GTPR) from Edmonton to McBride in 1912. His second was in Vancouver at the Rat Portage Mill on False Creek, working on the Resaw machine. He quit after one week due to poor working conditions. After taking part in the 1919 Winnipeg General Strike as a delegate of the Retail and Mailorder Union (A.F.L.) on the Winnipeg Trades and Labour Council, Alfred moved to Burnaby where he and fellow Burnaby residents Angus McLean and Percy Little worked ten-hour days to build a shingle mill on the edge of Burnaby Lake for Simpson & Giberson. George Green, a carpenter and millwright (and author of “The History of Burnaby”), also helped in the construction of the mill. Alfred built his own home from lumber cut from the mill in the Lockdale area on Sherlock Street between Curtis Street and Kitchener Street. On April 10, 1920, Alfred married Mary Jane "Ada" Reynolds. Alfred and Mary Jane often took in foster children during their marriage. Due to her nursing experience, Ada was often called upon to deliver babies in the Burnaby area. The couple also had a dog named Bess. The Binghams were instrumental members of the Army of the Common Good, collecting vegetables and grains from growers in the area and even producing over 125 tons of vegetables from its own gardens to feed children and youth who were suffering from the lack of resources during the Depression. The Army was in operation for ten years and during that time, the members organised the credit union movement of British Columbia and drew up the Credit Union Act through the Vancouver Co-operative Council. They also started co-op stores and the Co-Op Wholesale Society. Alfred was also the Secretary of the Burnaby Housing Committee. In 1946, he became the Secretary of the North Burnaby Labour Progressive Party (LPP). Mary Jane died on August 9, 1969. Alfred died on April 29, 1979.

- Alvin Burtch was a British Columbia Electric Railway conductor who drove for the BCER for 38 years, 30 of those years on the Burnaby Lake Line. He was the driver for the line's final run in 1953, his 37th year of service. Burtch had a daughter named Hazel Cunningham, who grew up in Burnaby and married Friends of the Carousel member Harry Sumner.

- Andrew Martin Johnson was born in Norway in 1861 and immigrated to Vancouver, British Columbia in 1886. His wife Margaret Sloane was born in Ireland. Margaret and Andrew Johnson's eldest child, Edward Sloane, was born June 10, 1901 but did not survive infancy. Their second child, Andrew Sloane, was born in 1906. Andrew Martin was a major landowner in Burnaby, at one time owning each of the four corners of Royal Oak and Kingsway and many of the adjacent properties. He made his fortune as a partner in the firm of Atkins & Johnson, a leading transportation company in Vancouver which later became the Mainland Transfer Company. In 1910, Andrew Martin purchased Burnaby's Royal Oak Hotel. He soon acquired the property on the opposite corner to build their family home, called "Glenedward" after their eldest son. He owned and operated the Royal Oak Hotel until his death on September 18, 1934. In 1943 Margaret sold Glenedward. The building has since been converted twice: first into the Royal Oak Funeral Chapel and then into the Johnson House Korean Restaurant. Andrew Sloane Johnson attended Kingsway West School and Britannia High School before earning a Bachelor's of Business Administration at the University of Washington in 1930. He lived at Glenedward until moving to Washington for school.

- In February 2001, Council formally approved the City's Corporate Records Management Program. The Program manages the creation, maintenance, and disposition of the records of the City of Burnaby. An integral part of that program is the Records Classification System and Retention Schedule (RCSRS), which provides standardized classification codes among all municipal departments and identifies the retention periods for all classes of records created or received by the City. The City Archives, opened November 10, 2001, is the official repository for all inactive civic records of permanent administrative, legal, fiscal, historical, evidential, or informational value to the City of Burnaby. The Archives is guided by its Mandate and Acquisition Policy which was first adopted by Council on August 13, 2001, and revised on September 18, 2006 to include the acquisition and preservation of private (non-governmental) records that compliment the official city records and enhance understanding of the history and development of Burnaby. - Charles William Bailey was born in St. Thomas, Ontario on September 1, 1887. Shortly after, his family moved to the west coast. After the Vancouver fire of 1896, his family moved to Burnaby and acquired seven acres of government-offered land. Charles married Sapperton-born Minnie Bendle Booth in New Westminster on January 2, 1914, just seven days shy of her sixteenth birthday. Charles worked for Vancouver Iron Works and the couple lived at 1505 11th Avenue in Burnaby. Their first child, Frank Albert William Bailey was born at the house on May 19, 1916. Winnifred Patricia Bailey was born in the same house May 25, 1918. Theodore Bailey was born August 8, 1919 but only lived until August 12 of the same year. Their fourth child, Norman Charles Edward "Charlie" Bailey was born at the Royal Columbian Hospital, New Westminster, BC on September 1, 1922. Frank was a member of Division XIII at Kingsway West School in 1922. Winnifred was a member of class seven at Burnaby South High School in 1932. By 1958, both Charlie and Frank were married and Minnie and Charles had three grandsons and one granddaughter. From 1922, the family lived at 3125 Kathleen Avenue, Burnaby (later renumbered 6080 Kathleen Avenue). In 1995, the Bailey family house at 6080 Kathleen Avenue was acquired by the City of Burnaby as part of the Metrotown Development Plan. The property was purchased for land development purposes and the house demolished.

- In 1959 Dr. William "Bill" Baldwin (d. 1987) and his wife Ruth (d. 2009) bought a cottage and approximately two and a half acres of land on the shores of Deer Lake for $16,000. The cottage and land had been owned by one of Dr. Baldwin’s colleagues at Burnaby Hospital. The couple lived in the cottage with their two young children John (b.1958) and Susan (b.1959) for a few years before deciding to renovate and expand their home. William was close friends with Arthur Erickson, the two having gone to Prince of Wales High School and McGill University together. Ruth decided that they needed a lakeshore home rather than a renovation on their cottage and Arthur Erickson would be the man to design it. Local builder Torstein Kravik completed the house in 1965. The home is considered an early example of Erickson’s design aesthetic, demonstrating his vision of "site, light and cadence." It is thought to be the best example of West Coast contemporary architecture in Burnaby. In 2001, at the age of seventy-eight, Ruth approached the City of Burnaby about buying the property,on the condition that the house be protected and that Ruth could continue to rent the home. The City purchased it and gave it Heritage designation. As of 2010, the Baldwin home and garden is on lease to The Land Conservancy of BC (TLC) to serve as a “guest house.” It is available for lease to local residents and visitors for overnight stays.

- Rose Croucher was born to Ann Eliza "Annie" (b. August 1861, d. 1962) and R. Coucher in January 1895. In 1907, the Croucher family moved to British Columbia. As a student, Rose studied geometrical drawing using Blair’s Canadian Drawing Series workbooks. On on February 21, 1914, Rose married James Oakes Bancroft in Vancouver, BC. Together they had three children: James A. (b. 1916 or 1917), Rosie (date unknown), and George E. (b. August 1927). The Bancroft family were poultry farmers throughout the early 1900s, transporting their farmed eggs from Burnaby to the Hudson’s Bay Company Vancouver using the British Columbia Electric Railway system. Rose Bancroft also served as Secretary-Treasurer of the Central Park Poultry Co-op Association in the 1920s until her husband's death in 1930 at the age of 42. In the late thirties and early forties, while James A. Bancroft was stationed in Calgary with the Royal Canadian Air Force, his younger siblings lived together with their mother and grandmother at 1963 21st Avenue in Burnaby. Rosie Bancroft studied French and English history in Social Studies in 1937; her brother George studied the seasons in General Science II in 1942. Rose died in 1965 at the age of 76.

- Series consists of records pertaining to the moving, restoration, exhibit and repair of the Bell's Dry Goods store and Whitechurch Hardware store building that was relocated from Sixth Avenue to Heritage Village (Burnaby Village Museum) in 1974. The building was set up as a permanent exhibit on site at Burnaby Village Museum. The majority of the records were created by museum and City of Burnaby staff. Series is arranged into four subseries: 1) Restoration, upgrades and repairs subseries 2) Bell's building photographs subseries 3) Bell's exhibit photographs subseries 4) Bell's research files subseries
- History
- The Bell's Dry Goods building was built in 1922 by Clifford Tuckey with a small lean to structure on the back housing a kitchen and bedroom. The building was located on the northwest corner of Sixth Street and Thirteenth Avenue in Burnaby. William Bell (1884-1952) and Flora Bell (nee Connell) (1889-1953) immigrated to Burnaby from Scotland between 1917 and 1918. In about 1924, the building was purchased by William and Flora Bell. Flora operated "Bell's Dry Goods" store out of the building and the couple lived at the back of the store. William worked as a driver for a local lumber mill. Bell's Dry Goods was in operation in this one storey building between 1925 and 1937 with the building address, 1314 Sixth Street (later 7695 Sixth Street). In 1927, they moved to a house located on Thirteenth Avenue while they converted the back of the store to include the East Burnaby Post Office. In 1937, the Bells moved the one storey "Bell's Dry Goods" building a little further north and built a two storey building on the corner. Flora continued to operate Bell's Dry Goods on the ground level of the new building until 1941 and the couple lived upstairs. The new two storey building assumed the address of 1314 Sixth Street (later 7695 Sixth Street) and the older one storey building obtained a new address of 1316 Sixth Street (later 7685 Sixth Street). The East Burnaby Post Office continued to operate at 1314 Sixth Street until about 1954. On December 1, 1937, Maurice Whitechurch moved his Whitechurch Hardware store into the one storey building which he rented out from the Bells. In 1943, Maurice Whitechurch purchased the building from the Bells and Whitechurch Hardware store continued to operated at this location until the Spring of 1973. In June 1973, Mr. Fergie Will bought the store and the building was donated to Heritage Village (Burnaby Village Museum). In August 1974, the building was relocated from it's location on Sixth Avenue to Heritage Village. Sometime prior to the move, the extension at the rear of the building was removed. After the building was moved to Heritage Village, some exterior repairs were completed including the installation of exterior siding at the rear of the building and installation of large wood sliding door. The building opened as a carpentry shop exhibit in 1975. In March 1976, an extension at the rear of the building was rebuilt by museum staff. The building underwent several repairs and restorations between 1992 and 1996 and was closed to the public. Due to structural problems, the extension was demolished in 1992. Between 1993 and 1996, the building underwent a series of exterior and interior structural repairs to restore it to Bell's Dry Goods store which included the rebuilding of the extension at the rear of the building and the moving of the building onto a new foundation. The newly restored building opened as Bell's Dry Goods store (exhibit) on August 6, 1996. On November 23, 1992, the building was designated a heritage building under Heritage Designation Bylaw 1992, Bylaw Number 9807.

- History
- Bernard Bellinger arrived in Burnaby in 1927 with his parents, Jack and Elizabeth Ellen "Nell" Fraser Bellinger, and four younger siblings: Christine, David, Marion, and James. His youngest brother, Robert, was born in Burnaby. The Bellingers lived at the Old Orchard Auto Court on Kingsway and Willingdon in two small cabins. They later moved to a home on Pearl Avenue in the Royal Oak district. Bernard went to Kingsway West primary school and then Burnaby South high school. While studying to become a pharmacist, he apprenticed in Vancouver, but lived in Burnaby his entire life.

The purpose of the Bicycle Advisory Committee was to advise Council of policies, programs and projects which increased the safe, convenient and practical use of the bicycle for transportation and recreation in Burnaby. As of 2003, the Bicycle Advisory Committee merged with the Transportation Committee.
