The film opens with historical background regarding land settlement and development in Burnaby supported with historical images. The film then transverses into contemporary images and footage of the Burnaby Village Museum which opened in Burnaby on November 19, 1971 in commemoration of British Columbia joining the confederation of Canada. The film’s title text, “Step Back / In Time / at the Burnaby Village / Museum & Carousel” appears a few minutes past the opening footage. Narration continues throughout the film along with interviews with various staff members and museum interpreters. The film is divided into various segments containing titles in order of appearance: “Deer Lake Park” provides glimpses of and information about Deer Lake Park, its heritage buildings and cultural facilities including The Burnaby Art Gallery, The Shadbolt Centre for the Arts and Burnaby Village Museum. “A Living Museum” takes you on a tour of some of the museum’s exhibits and programs through the museum’s interpreters. “The Magical Carousel” provides background on the historic C.W. - Film footage of an interview conducted and recorded by Burnaby Village Museum curator Colin Stevens with Burnaby residents gathered inside of Bell's Dry Goods store on the site of Burnaby Village Museum. Burnaby residents were customers and friends of Mr. and Mrs. Bell and included: Jim Agnew; Mary Agne; May and Bill Long; Mel Coutts; Lois Coutts; Isobel Coutts and Aubrey Coutts. These residents all lived in the area of the building and knew the owners between 1920 and 1950. Residents recall the layout and furnishings of the interior of the building when it was operated as Bell's Dry Goods (1925 to 1937), Jean's Grocery Store [?], Whitechurch Hardware (1937-1973). Colin Stevens is particularly interested in gathering information on the layout and furnishings in Bell's since the museum intends to restore the building and display to the 1920s era.

There is some narration by the camera person but sound quality is poor and segments contain ambient noise. The footage is divided into segments marked by dates, visible in the bottom right corner. Dates range between April 1991 and March 1993. Some of this unedited footage could have been used for the Burnaby Village Museum film "Labour of Love - The Saving of Number 119" (see BV020.4.28). 00:00 - 03:23: Apr. 20, 1991 : Volunteers and staff working on the restoration of carousel horses in the Texaco warehouse. They are busy scraping away old paint. Various horses are suspended on frames while some are laid on their sides on work benches. 03:24 - 06:15: Nov. 2 1991 : Volunteers and staff working on scraping and sanding away old layers of paint on carousel horses in the Texaco warehouse. Some horses are getting repairs. A little narrative coming from camera operator but mostly ambient sound. Pieces of the "doghouse" are also visible. 06:16 - 08:20 : Dec. 28 1991 : Horses are in various stages of restoration and repair inside the Texaco warehouse. 08:21 - 09:40 : Dec. 28, 1991 : Volunteers are gathered in a lunch room taking a break. Transit Centennial and includes a voice over commentary by Frank Horne and Vic Sharman. Frank and Vic worked as motormen on the BC Electric Railway. The trams are shown travelling through Vancouver, Burnaby, New Westminster, Surrey, North Delta, Langley, Abbotsford, and Chilliwack. The excursion train was filmed in Washington State, U.S.A. - History
- Burnaby Village Museum is an open air museum that represents a typical tram-stop community. Museum interpreters welcome visitors, provide demonstrations and on site programming. The museum’s collection consists of thousands of artifacts, community records as well as several original Burnaby heritage buildings, a 1912 carousel, 1912 B.C. Electric Railway interurban tram, a Chinese Market Garden and Indigenous Learning House and Matriarch's Garden. In 1990, the Corporation of the District of Burnaby assumed the operation and management of Burnaby Village Museum from the Burnaby Village Museum Association. Burnaby Village Museum (formerly named Heritage Village) was originally created by the Burnaby Centennial '71 Committee in 1971 as a commemorative project for British Columbia's Centennial. A concept for an open-air museum was developed near Deer Lake on Districts Lots 79/ 85. The official sod turning for Heritage Village took place on the site on April 11, 1971. In the spring of 1971, a museum director and curator were hired to oversee the development of the project and the acquisition of artifacts with funding from the Parks and Recreation Commission. The Century Park Museum Association (later named Burnaby Village Museum Association) was formed on October 26, 1971 as a governing body for Heritage Village Museum. The museum opened on November 19, 1971 with Mayor Bob Pritte and Canada's Governor General Roland Michener. IN July 1972, the museum opened for it's first public season. The Village was described as depictive of the 1890 to 1920 era of the lower mainland. Since 1990, the site expanded from it’s original four acre size to it's current ten acres. In the 1990s and early 2000s staff and volunteers created exhibits and programs about Burnaby with an emphasis on the 1920s. Since it's 40th anniversary in 2011, the museum has implemented changes to make the museum more interactive and inclusive in telling the story of Burnaby's history.

- Summary: Hand forging by constant hammering of red hot metal is contrasted with modern stamp forging where the metal is shaped by a stamp and die method of precision. Bob Marshall is a ferrier who's come to make new shoes for "Bonnie" a horse on a farm. Bob Marshall provides background on his work as a ferrier. He works on hand forging horseshoes for the horse and describes the blacksmithing process as he goes. Footage also includes scenes of blacksmiths at work in blacksmith shops including; Burnaby's Heritage Village and Mariner Shipbuilders and Canadian Chain and Forge Co. Ltd. Jim Moffett narrates and describes the blacksmithing process and tools that are used.

- Collection consists of a selection of Oakalla correctional facility records including reports, correspondence, photographs and a video tour of the death row incarceration cells inside Oakalla Prison taken by Burnaby Village Museum curator after the facility was closed. Most of the photographs document Oakalla Prison in 1991 and were taken during the Open House event or when Burnaby Village Museum staff were granted access to retreive items prior to demolition. A small selection of facility photographs of site and staff are also included.

- History
- The Oakalla Prison Farm (also known as the Lower Mainland Regional Correctional Centre) was a model prison farm on 185 acres of land next to Deer Lake in Burnaby. The Oakalla Prison Farm opened in 1912 and was initially designed to hold 150 men and 50 women. By the 1950s, the population was well over one thousand. The prison included a working farm which included a dairy, vegetable gardens and livestock. In 1959 the last execution in British Columbia took place at Oakalla. Following a riot and mass escape in the late 1980s, poor conditions, and public outcry, Oakalla closed down in 1991. In the fall of 1991, the prison was opened up to the public whereby tours were conducted of the site. Not long after, buildings were demolished and a residential housing development took it's place. A playground now sits on the former site of the main building. In 1991, staff from Burnaby Village Museum were granted access, documenting the site prior to it's demolition. Many Oakalla artifacts and records were salvaged and accessioned into the Burnaby Village Museum's permanent collection.

- Film director and producer James (Jim) Bizzochi is a moving image artist living and working in British Columbia. Jim created the film while working as a professor with Simon Fraser University. Cinematographer Selwyn Pullan is a distinguised Canadian photographer who specialized in building photography documenting B.C. mid-century modernism.
