- History
- The Oakalla Prison Farm was a model prison farm on 185 acres (75 ha) of land next to Deer Lake, Burnaby. The Oakalla Prison Farm was a full-service facility that originally opened on September 2, 1912, and was initially designed to hold 150 men and women. The first inmate was William Daley, sentenced on July 31, 1912 to serve a year of hard labor for stealing some fountain pens valued at over $10. By April 30, 1913, some 328 prisoners had passed through the jail's doors. In 1916, the women's section officially opened, and in 1942, the women's unit opened on the grounds as a separate facility. It was renamed as the "Lakeside Correctional Centre for Women" in 1979. The original women's unit was expanded in 1953, and consisted of two cottage-style buildings. By the 1950s, the population was well over 1000. As a working farm, the prison had its own dairy, vegetable gardens, and livestock. Executions in British Columbia were primarily carried out in Oakalla; after 1919, it was the sole penitentiary where executions took place. The first execution was that of 25 year-old Alex Ignace on August 29, 1919. 44 prisoners were executed by hanging at Oakalla from 1919 until the death penalty was abolished in 1959. In 1959, the last execution in British Columbia took place at Oakalla, with the hanging of former sailor Leo Mantha, aged 33. Oakalla was also one of the locations that undertook the experiment of performing cosmetic surgery on inmates to remove deformities that made prisoners "more likely to offend". The experiment was led by Dr. Edward Lewison, and continued into the mid-1960s. Procedures were conducted on 450 inmates, voluntarily. In 1970, the prison was renamed as the Lower Mainland Regional Correctional Centre (LMRCC) The farm portion of the prison, providing work for the inmates and food in the prison, closed in 1979 and 64 acres of land were transferred to the City of Burnaby. This land was included in the existing Deer Lake Park that was adjacent to the prison. Originally designed to house a maximum of 484 prisoners, Oakalla's population peaked in 1962-1963 at 1,269 inmates. With population averages of over 600, overcrowding was always a problem. In the institution's final years, two nationally-spotlighted events occurred. 13 maximum security prisoners escaped on New Year's Day, 1988, following an uprising on December 27, 1987, and on November 22, 1983, a violent and costly riot took place. Rioters caused more than $150,000 damage in a two-day spree. Oakalla was closed down on June 30, 1991, and was developed into a new residential housing development and an expansion of the park. - William Randolph "Ran" Beamish was born in Warren, Ontario, on November 11, 1908. He was the child of Gertrude Applegate (nee Pearce) and Randolph Applegate, but when he was put in an orphanage at birth, he was adopted by William Beamish and Agnes Crabbe and raised as their only son. Agnes Crabbe was the daughter of James Crabbe and Emily Widger; Emily Widger was the daughter of Henry Widger and Agnes Oldridge. When Agnes Oldridge passed away, Henry Widger remarried Jessie (maiden name unknown) and had Gertrude, who later went on to give birth to Ran, meaning he was eventually adopted and raised by his first cousins. Ran married Marjorie Davies and had two children, Joanne Beamish and Donna Beamish. Ran served as the Reeve of Burnaby from 1950 to 1953. He died on January 2, 1965, in New Westminster at the age of 56.

- William John Beamish was born in Prescott, Ontario, on December 30, 1860. He was brought up and confirmed in the Anglican Church. While in his teens, he was attending a Methodist Church, became converted, and entered the same church as a candidate for the ministry. His probationary years were spent in the Northern Ontario lumber camps, ministering to the men on Lake Tallon Mission and Nipissing Junction. Mr. Beamish attended McGill College and after ordination at Smiths Falls, Ontario, on June 2, 1896, was appointed to Locksley circuit near Pembroke, then followed pastorates at Hammon, Mille Roches, Moulinette, Morewood, and Berwick. In 1905, while at Morewood, he married Miss Agnes Crabbe, a nurse from Ottawa, formerly Pembroke. Together, they served Wakefield, Quebec, Newington, and Easton's Corners, Ontario. Coming to British Columbia in 1911, they settled first at Kaslo, then Salmon Arm, Vancouver (Dundas), and Maple Ridge. In 1918, Mr. Beamish superannuated and bought a home in Burnaby where he resided until his death on July 26, 1942. During his period of superannuation, Mr. Beamish served for about seven years as minister of East Burnaby Methodist Church and until his death, was a valued member of this congregation, now known as East Burnaby United. He was ever a true friend of the minister and his presence in the congregation was an inspiration. While in good health, he gave his time freely to sick visitation and, in a word, "he went about doing good." Funeral services were conducted by Rev. W.R. Walkinshaw, with Rev. H.E. Horton representing Westminster Presbyterian assisting. Four retired ministers and two laymen acted as pall bearers. His reamins lie in Forest Lawn Memorial Park. He was survived by his wife; one son, Randolph; two daughters, Ethel (Mrs. Paul B. Derrick) and Ilma (Mrs. William Dunn). He was a good husband, a loving father, a dutiful son, and a faithful minister of the Gospel. -- This text was composed and written by Rev. R.W. Walkinshaw and later published in The Observer, the United Church magazine. It has been lightly edited here for grammar and punctuation.

- Bernard Bellinger arrived in Burnaby in 1927 with his parents, Jack and Elizabeth Ellen "Nell" Fraser Bellinger, and four younger siblings: Christine, David, Marion, and James. His youngest brother, Robert, was born in Burnaby. The Bellingers lived at the Old Orchard Auto Court on Kingsway and Willingdon in two small cabins. They later moved to a home on Pearl Avenue in the Royal Oak district. Bernard went to Kingsway West primary school and then Burnaby South high school. While studying to become a pharmacist, he apprenticed in Vancouver, but lived in Burnaby his entire life.

- History
- The Burnaby Art Gallery association was founded in 1967. The purpose of the association was to present a historical and contemporary art program by local, regional, national, and international artists; facilitate the development of emerging artists; provide diverse art educational programming; acquire culturally significant works on paper. The City of Burnaby assumed management of the gallery, its collection, staff and governance in 1998, with the art gallery then taking on the added responsibility of caring for and managing the City of Burnaby’s permanent art collection. The Gallery, along with the Shadbolt Centre for the Arts and the Burnaby Village Museum in Deer Lake Park, are part of the Parks, Recreation and Cultural Services Department of the City of Burnaby. The Burnaby Art Gallery is located inside the historic Ceperley House, built by Henry and Grace Ceperley. The couple purchased a strawbery farm on the north shore of Deer Lake from George Clayton in 1909 and built their home, also known as "Fairacres", on the property in 1911. The house was designed by the English architect, R.P.S. Twizell and with its river rock veranda, beautiful hand-crafted woodwork, stained-glass and tile, remains one of the finest examples of Edwardian architecture in the Lower Mainland. Grace and Hentry Ceperley had one daughter named Ethelwyn who married James Edward Hall. Ethelwyn and James Edward Hall had three children: Edith Ceperley, James Edward "Junior," and Florence Renn. In 1917, Grace Ceperley died and left Fairacres to her husband with the stipulation that when the home was sold the proceeds would be used to build a playground for the children of Vancouver in Stanley Park. In 1939, the local Catholic Diocese funded a group of five Benedictine monks from Mount Angel, Oregon to establish a priory in the province. The monks purchased the Ceperley House for their monastery. They also built a large gymnasium on the property. After serving as a monastery, the house was used as a fraternity for some of the first students attending Simon Fraser University, and then became home to the art gallery in the 1960s. The City of Burnaby acquired the property in 1966 and the house was designated a heritage building in 1992. In 1998 the City began restoring exterior of the house and upgraded the building for improved public use. The renovations were completed in 2000, and transformed the house back to its appearance of 1911. The gymnasium built by the Benedictine monks was converted into into the James Cowan Theatre. There are two main galleries, a lounge gallery with a fireplace and easy chairs and The Shopping Bag, a gallery shop run by volunteers. The goals of the gallery are to: provide access to contemporary Canadian art, present works from the permanent collection; collect contemporary works on paper; and offer challenging and educational exhibition related programming.

- Concerned that Burnaby might be losing its educational history, the Retired Teachers’ Association of Burnaby formed the History of Education Committee. The Committee made efforts to assemble types of information that could help in the preparation of school histories, and once this information was assembled, they wrote the “Introductory Resource Materials on Burnaby Schools / 1894-1991” report which gives a one page "introduction" to each school in the Burnaby district, past and present.

- William Henry "Henry" Rowling was born February 9, 1826 in Truro, Cornwall, England. His wife, Mary Russell Rowling, was born November 19, 1832 in Strickland, Dorset, England. Their first child, Rosetta Mary "Rose" Rowling, was born August 8, 1858 in Plumstead, Woolwhich, Kent while Henry was in Esquimalt working as a Royal Engineer. The family then moved to New Westminster, and grew larger: James William Russell "Jim" Rowling born October 14, 1862; Henry Soar Rowling was born February 3, 1864; Priscilla Amelia Rowling (later Byrne) was born February 24, 1866; and William Henry Kemp Rowling was born September 2, 1867. The family settled at their farm on the North Arm of the Fraser River in September of 1868. They raised livestock and grew produce on their property for their family, which continued to grow. Thomas George Rowling was born on April 14, 1869 and Elizabeth Jane Russell Rowling was born on August 24, 1847. The Rowling children were raised Presbyterian but Priscilla later converted to Roman Catholicism when she married her husband, Peter Byrne, on May 15, 1892. As young adults, Priscilla and Peter lived on the North Arm, close to Priscilla's parents and youngest sister, Elizabeth. Her brother Henry moved his logging operations near the Byrne residence while James lived in South Vancouver with a family of his own. Their other siblings, Rose and Thomas, had passed away by this time. Peter and Priscilla had six children: Margaret Gladys Byrne, born February 28, 1893; twin daughters Mary and Norah; Kathleen; Ultan Patrick "Pat"; and Elizabeth Laura Byrne (later Cyr). After Henry and Mary Rowlings died in 1906, Elizabeth lived with her sister Priscilla and her nieces and nephews.

- History
- In 1992, the City of Burnaby celebrated its 100th birthday. To mark the anniversary, a Centennial Committee was struck by the Mayor and Council to coordinate activities and oversee the year-long celebrations. The History and Heritage sub-committee was formed with the goal of collecting and preserving historic materials detailing the development of Burnaby. In November of 1992, the committee advertised for the submission of personal stories, photos and other memorabilia and received material from over 150 early Burnaby residents in response. Although the Centennial Committee disbanded at the end of 1992, the work that had been begun by the History and Heritage Sub-Committee continued under the direction of the Burnaby Heritage Advisory Committee (later named the Community Heritage Commission) and proceeded under its authority until the project was completed. The stories that were captured to accompany this material and the memories of some of Burnaby’s earliest residents were brought together in the form of book, published in 1994: "Burnaby Centennial Anthology: Stories of Early Burnaby".

- Charles B. "Charlie" Brown began working for the municipality of Burnaby in 1911 as a stenographer in the Engineer's office. He was appointed assistant municipal clerk in 1927 and assumed the role of municipal clerk in 1933. He served as municipal clerk from 1933-1954 and chief administrative officer from 1954 until his retirement in 1959. Charles was married to Lillian Bernice "Bernie" Bryan Brown.

- History
- The City of Burnaby covers an area of approximately 98 square kilometers between the cities of Vancouver to the west, and Coquitlam and New Westminster to the east, Burrard Inlet to the north, and the Fraser River to the south. The municipality derived its name from Robert Burnaby, a prominent businessman and advisor to Sir James Douglas, the first Governor of the Crown Colony of British Columbia. Burnaby’s early development was closely tied to the development of the City of New Westminster. New Westminster became British Columbia’s capital in 1859, the year after the British Government proclaimed the establishment of British Columbia. Shortly thereafter, the Royal Engineers began exploring Burnaby to establish military defenses and secure natural resources. This involved the construction of a road linking New Westminster to Burrard Inlet for military purposes, which is present-day North Road. At this time, individuals and families began settling in Burnaby and were largely involved in agricultural and logging activities. Burnaby developed slowly until 1887, when the Canadian Pacific Railway was extended into Vancouver from the Port Moody terminal, causing a dramatic increase in traffic between New Westminster and Vancouver. To meet the new transportation demands, a tramline was built in 1891 connecting the two urban centers along what is now Kingsway. The creation and location of the tramline induced property owners to begin subdividing and selling their lands as early as October 1891. The property taxes the roughly 200 residents paid at this time went directly to the provincial government in Victoria. No local services were provided in turn, which prompted the formation of a committee to petition the provincial government for a municipal charter. As a result, the Corporation of the District of Burnaby was incorporated by letters patent on September 22, 1892. Burnaby’s first Council was elected by acclamation on October 15, 1892 and consisted of Reeve Charles R. Shaw and councillors William Brenchley, Arthur De Windt Hazard, L. Claude Hill, William McDermott, and John Woolard.* The first formal Council election was conducted three months later. Nicolai Shou became the first elected reeve of Burnaby by ballot. Council met at various locations, including the tramline’s power house, private homes, and offices until the first municipal hall was built at Kingsway and Edmonds in 1899. Council is ultimately responsible for the government of the City of Burnaby. The Mayor (formally called “Reeve” prior to 1968) and Council are elected by the residents of Burnaby to represent them in decisions with respect to the provision of public services and facilities. Additionally, the Mayor represents the citizens of Burnaby at various public functions and events. Burnaby was without Council representation during most of the Great Depression and part of the Second World War. Council was disbanded on December 31, 1932 as a result of financial difficulties. The Provincial Government appointed a Commissioner to take over the duties of Reeve and Council beginning in 1933. This system of government was retained until January 1943, when Burnaby residents could once again elect their local government officials. Closely associated with the functions of Council is the City Clerk. The Office of the City Clerk is responsible for the statutory duties of the municipal clerk including the preparation and preservation of all minutes books and records of Council business, custody of City bylaws, administrative support to Council and its Committees, preparation of Council and Committee agendas and the conduct of local government elections. The Clerk’s Office is the communications link between Council and other City Departments and the general public, and provides assistance and advice to citizens with respect to Council and Council Committee processes, reporting procedures and decisions. At the time of Burnaby’s incorporation in 1892, the municipal Clerk had the responsibility to attend all meetings of Council, keep all records of Council, prepare and alter voters’ lists, conduct Council elections, collect revenue, as well as having the responsibility to prepare balance sheets and audits. An advertisement in a local newspaper for the appointment of the Clerk dated February 1, 1905 states the “united offices of clerk, collector and assessor” receive a salary of $65.00 per month. Originally the treasurer, assessor and records manager for the corporation, the Clerk eventually became the municipal Council liaison. The primary functions of the City Clerk over time have been the keeping of minutes for the meetings of City Council and related bodies; keeping the records of the City of Burnaby as required by the Local Government Act (formally Municipal Act); keeping all records related to City Council decision making; carrying out correspondence on behalf of Council; assembling voters’ lists and carrying out elections; providing communication, information, and public relations services, including responsibility for civic ceremonies/events, and the municipal archives. - Frances Mabel "May" Webb was born in Cradley, England on December 5, 1872. She sailed from England to Victoria, BC with her parents, Joseph William Webb and Frances Jane Webb (nee Yapp) on the SS Lake Winnipeg in 1889. One of the few possessions that she brought with her was an old wood-rimmed bicycle which she found quite useful after her move to Burnaby. She would ride it all the way from Patterson’s Trail and Westminster Road (today’s Patterson Avenue and Kingsway) to the Woodward’s store in Vancouver where she would place her grocery order. She packed a pearl handled revolver with her in order to scare any bears she might see along her ride. In 1890, Frances married Dugald Campbell Patterson (b. 1860, d. 1931) in Victoria, BC. In 1894, the couple built a pioneer homestead and farm on five acres at what would become the north east section of Central Park. Dugald founded Vulcan Iron Works (later Dominion Bridge Company) in New Westminister in 1903, and the couple settled in the Central Park district. By 1904, the family moved to the Edmonds district where in 1909 she operated the post office that her husband founded. In 1910, they began construction of a new house, complete with tennis courts and a gazebo, on 14 acres purchased for $720. The house is now located at 7106 18th Avenue and is a dedicated heritage building. The couple had seven children: William H. "Bill", Jean, Frances Mabel Lili., Dugald C. Jr, Mary, Charles Bruce, and Alice. The Pattersons were community-minded citizens that served Burnaby through their involvement with local municipal affairs and politics. In 1909, Dugald became the first postmaster of Edmonds. He also served as a School Trustee from 1912-13 and was one of the first residents to lobby Burnaby City Council to preserve the local ravines as parks. They also helped build the Central Park Presbyterian Church, along with other pioneer families. The family name is remembered and honoured by the naming of Patterson Avenue and the Patterson SkyTrain Station located in the Metrotown area. Frances Mabel assisted her husband with an insurance and real estate company that he founded in Burnaby and New Westminster. This experience would prove invaluable, as she would later become an insurance agent for the Wawanesa Insurance Company (founded in 1896). Frances never owned an automobile, so she met her insurance clients all over Burnaby, New Westminster and Vancouver by using the Lower Mainland’s street car system. The insurance profession continued to provide her with a steady income long after her husband’s death. Frances Mabel died in New Westminster, BC on August 30, 1960. Frances Mabel Lili Patterson was born on June 9, 1905 and was the fifth child born to Dugald Campbell and Frances Mabel Patterson. She became the first PBX switchboard operator for the Municipality of Burnaby in the early 1920’s. PBX, or Private Branch Exchange, was the term used for an internal telephone system. Frances later became president of the Professional Women’s Association of New Westminster, and volunteered her time with the May Day celebrations in New Westminster. She was also a dedicated member of the Rebekah Lodge (the women’s division of the Independent Order of Odd Fellows). While in the lodge, she met her future husband, Walter Duke and they married on July 12, 1939. They couple moved to Wenatchee, Washington after getting married, and Frances relocated to Victoria after her husband died. Frances died on January 13, 1974. Doreen Nettie Patterson was born December 12, 1927, the youngest daughter of Charles Bruce Patterson and Elva Eleanore Patterson (nee Elliott). At age 23, Doreen became the first woman from BC to enlist in the new Women’s Royal Canadian Naval Service and by the fall of 1951, she had become a Wren in the Royal Canadian Navy. She received her basic training at HMCS Cornwallis and became a radio intelligence operator for the wireless communications base at Naval Radio Station Coverdale near Moncton, New Brunswick. In 1953, she was chosen to serve a term at the naval base in Churchill, Manitoba. She was one of only eleven women to ever serve there. After her career in the navy, Doreen worked in the accounting division for Simpsons-Sears in Burnaby near her grandparent’s original family home at Patterson Avenue and Kingsway. Doreen married Gerard Reitsma on August 18, 1960. Doreen died on April 30, 2000.
