History
Concerned that Burnaby might be losing its educational history, the Retired Teachers’ Association of Burnaby formed the History of Education Committee. The Committee made efforts to assemble types of information that could help in the preparation of school histories, and once this information was assembled, they wrote the “Introductory Resource Materials on Burnaby Schools / 1894-1991” report which gives a one page "introduction" to each school in the Burnaby district, past and present.

History
Donald Neil "Don" Brown was born in Birmingham, England. In 1922, while still an infant, he and his family moved to Winnipeg, Canada. On September 8, 1939, Don left his Senior Matriculation classes to join the Royal Canadian Engineers. Two weeks later, he eloped with his high school sweetheart, Helen J., just months before he was to be shipped overseas with the 3rd Contingent of Canadian Troops. He served in the army with the Royal Canadian Engineer’s 12th Field Company and saw action in both Sicily and Italy. In 1945, Don returned to obtain his Senior Matriculation and a year of university studies before re-enlisting in the army as a Second Lieutenant. He spent the next two years stationed in Chilliwack with Helen and their first child. In 1947, he left the army to join the ranks of the British Columbia Provincial Police force, embarking on a three-decade long career. His first assignment brought him to Burnaby where he served from 1947-1954, first as a member of the BC Police Department and then as a Royal Canadian Mounted Policeman. In 1954, Don was transferred to Regina, Saskatchewan and then to Ottawa, Ontario to serve in the Crime Detection Laboratories. He became a qualified Examiner of Questioned Documents and provided expert testimony in handwriting, counterfeiting, graphic arts, and alterations. He attained the rank of first Corporal, and then Sergeant in the RCMP. He was transferred to Vancouver to be the Second in Charge of a new laboratory and head of the Document Section in July, 1963. On December 9, 1967, Helen Brown ran as an independent for the position of Alderman on the Burnaby Council. She was not elected. In May 1970, Don was promoted to Sub-Inspector and transferred to Edmonton to take command of the new Crime Detection Laboratory. By 1972, he was promoted to full Inspector. Transferred back to Vancouver in 1975, Don became the Officer-in-Charge of a new Crime Laboratory and took over the National Police Services pilot project for British Columbia. He was rewarded for this work with a promotion to Superintendent in September 1975. In 1976, after a distinguished 35 years combined service to the armed forces and the police, Don retired and founded his own laboratory to carry on his work in the field of questioned documents. He became a Fellow (Emeritus) of the American Academy of Forensic Sciences, a Life Member (Emeritus) and Past Director of the Canadian Society of Forensic Sciences, a Member of the American Society of Questioned Document Examiners, and a Diplomate of the American Board of Forensic Document Examiners. After his retirement, Don became involved in local politics and, with the blessing of his wife and six children, joined the Burnaby Voters’ Association as their Secretary. In 1978 he was elected to a two-year term as a Burnaby School Trustee. During the next municipal election in November 1979, he successfully ran for Alderman. Don Brown served Burnaby as Alderman from 1979 to 1985. During this time, Don also became a member of the Community College for the Retired, the Horsemen’s Society and the Burnaby Historical Society. He also gave his support to Arts Council programs and numerous other community functions over the years and author "Why?: The Last Years of the British Columbia Policy 1858-1950" about the BC Provincial Police. In 1991, Don was appointed as Chair of the Burnaby Centennial Committee, dedicating himself to making Burnaby’s Centennial celebration a memorable success. His contributions were always supported by his wife Helen, and their work during the Centennial Year was just one example of the strength of their 66-year partnership. They were both formally recognized for their efforts when they were chosen to receive the Kushiro Cup and named the Citizens of the Year in 1992. Also that year, Don was a recipient of the Canadian 125 Medal and one year later, in March 1993, Donald Brown was awarded Burnaby’s highest honour and was made a Freeman of the City of Burnaby. Don passed away in 2009.

History
Edmonds School traces its history back to the opening of the first school in Burnaby in 1894. The "Burnaby school" was a typical one-room school house constructed on a small site on the opposite side of Canada Way (then named Douglas Road) and 18th Avenue. In 1896, when West Burnaby School, was built the school was renamed the "East Burnaby School." By 1908, the original small school house and its little playground became too small to contain the growing number of school-aged children living in the area. That year the Municipality of Burnaby and the Burnaby School Board funded a new four room school to house 75 students on the present site facing Edmonds Street. This building was known for many years as the old "gray school" because of its drab paint colour. In 1913, a four-room addition completed this school which was then renamed the "Edmonds Street School." In 1922, the school was was expanded with a new four-room "bungalow" building on the Douglas Road side of the property. By 1925, four more rooms were added to house the student population of this rapidly growing district, which peaked at 580 by 1930. After World War II, the old school was designated as a junior high school and in 1949, the present building was opened on an expanded site. By 1953 and 1955 the school received more additions to accommodate a student enrolment that had expanded to thirteen hundred students. The original gray building was demolished in 1956 and the bungalow building, which had served for many years as the elementary school, was destroyed by fire in 1989. The school was later rebuilt as Edmonds Community School.

History
The Easthope family has lived in Burnaby since 1889, when Ernest and Ann Easthope emigrated from Wolverhapton, England with eight of their nine children and settled in the Edmonds district. They later moved to Vancouver where Ernest started Easthope Bros., a marine engine business on Georgia Street with two of his sons, Percy and George. George married Elizabeth Tisdale of Sapperton, BC in 1902 and in 1905, George Jr. was born, eventually having eight siblings. In 1926, the family moved to Lochdale, Burnaby, where the children attended St. Helen's Catholic private school, Capitol Hill School and Burnaby North High School. George Jr. married Dorothy May Parkes (b. 1903), and by 1930, they had built a house at 6671 Halifax Street in Burnaby where they lived for the rest of their married lives. George Jr. died in 1986.

History
The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Fonds consists of all records generated by the South Burnaby Parent Participation Preschool between 1957-2001 during their operational functions under the Societies Act.
History
The South Burnaby United Church Cooperative Play group was formed as a society under the Societies Act in September 1954 when a group of parents in Burnaby decided to create a parent participation and cooperative preschool for children age three to five. The preschool was located at the South Burnaby United Church, 7551 Gray Avenue in Burnaby. The society hired early childhood educators, offering preschool classes in the mornings. In 1961, the preschool expanded in offering classes in both mornings and afternoons. In 1959, they changed their name to South Burnaby Cooperative Preschool Group. In the 1970s, they were also known as the South Burnaby Nursery School and The South Burnaby Cooperative Nursery School Group. They later rebranded in the 1980s as the South Burnaby Parent Participation Preschool and were also known as the South Burnaby Preschool. The preschool was based on the following principles in their constitution: a) To promote principles of preschool education in which children through play develop socially, physically, emotionally and intellectually; b) To provide a high standard of preschool education in which children through play develop socially, physically, emotionally and intellectually; c) To encourage and facilitate opportunities for parents to observe and learn about the development, needs and behavior of children; and d) To do everything incidental and necessary to promote and attain the foregoing objects. Presidents of the Society included: Helen Gray (1957-1958); Dorothy Lyeler (1958-1959); G.L. Bancroft; Helen Stone (1959-1960); Carol Jane Gray (1969-1970); Nancy Gordon (1970-1971); Barbara Spitz (1971-1972); Debby Fry (1976-1977); Jill Johneox (1977-1978); Nancy Lewis (1980-1981); Nancy Lewis (1983-1984); Lynda Walsh (1984-1985); Margaret Stevens (1985-1986); Nina Crowe (1987-1988); Carol McRae and Cathy Lauzon (1988-1989); Tracy Sawatzky (1996-1997); Shelley Molarni and Charmaine Calbick (1997-1998); Kathie Owen (1999-2000); and Susie Jackson (2001-2002). The first supervisor was Rhoda Darnbrough (1954-1981). All parents who had children enrolled in the preschool were responsible for the administration and staffing of the preschool under the guidance of a qualified preschool teacher. Parents occupied positions on the executive, assisting in the general administration and helping out in the classroom under the guidance of the supervising teacher. The society was an active member of the Council of Parent Participation Preschools in B.C., which was established in 1960 as The Association of Cooperative Pre School Groups, and adhered to the Council's statements of standards and common practices. Members from the preschool executive sat on the South Burnaby executive of the CPPPBC. Salaries were paid to educators in accordance with the Parent Participation Preschool Teachers' Association. In 1958, the preschool was chosen by the Play Groups Association of BC as an Observation Centre and was selected for many years following. The preschool participated in fundraising activities and was granted Gaming/Casino funding to help purchase supplies and furnishings for their facility. The preschool closed in 2001.

History
Norm Henderson came from Saskatchewan to Burnaby with his parents in December of 1940 to visit his grandmothers. Norm and his parents stayed on and bought the Old Orchard Auto Park on the corner of Kingsway and Willingdon Avenue, which they ran until 1944. Norm attended Burnaby South High School from 1941 to 1947, during which time he was involved in the production of the Burnaby School Board film, “Investment in Youth." In 1945, Norm got a part-time job at Woodward’s Department Store in Vancouver where he worked until he went into teacher training at Vancouver Normal School in the early 1950s. Kathleen MacFarlane (later Henderson) was born in 1929 and grew up in Vancouver. Kathleen also went through teacher training at Vancouver Normal School. Norm and Kathleen (MacFarlane) Henderson were married in 1953 and moved to a small suite at Patterson Avenue and Kingsway. Norm was a teacher at Gilmore Avenue School and Kathleen taught at Nelson Avenue Elementary School. Norm was a member of West Burnaby United Church from 1941 until he and Kathleen moved to Richmond in 1959.

Item consists of a motion picture film entitled 'Investment in Youth'. The film was created between October 1945 and March 15, 1946 and had its first public screening in April of 1946 at the North Burnaby High School with The Deputy Minister of Education of British Columbia, Dr. F.T. Fairey in attendance. It was produced for the Burnaby School Board as one method of demonstrating the importance of education as well as pointing out the need for school improvements. The depression of the 1930s left Burnaby in a difficult position with limited school construction and during World War II there were little resources for maintenance. Ken West was the producer and amateur cinematographer while Vancouver teacher, Roth Gordon assisted with the cinematography as well as providing technical assistance. The script was written by Norman D. MacDonald, who was the principal of Burnaby South High School while Inspector of Burnaby Schools, Cliff G. Brown, provided the overall supervision and idea for the production. Norm Henderson worked as a student assistant during the filming and assisted with much of the sound work. The speed of the film was ASA 2 ( artifical lighting) to 4 (natural lighting). As a result many of the sets had to have outside lighting. A 16 mm Bolex camera was used to film the entire production with sound being added later.

Andy Digney moved with his family from Manitoba to Burnaby in 1936 and purchased 2 acres of land where he settled with his family and built the Oak Theatre which was located at 5000 Kingsway (Marlborough & Kingsway). The theatre was located on a 2 acre parcel of land and had a 350 seat capacity and offered valet parking. Construction crews with men and horses can be seen laying the foundation and erecting the walls of the theatre and crowds of people and cars are seen arriving outside the theatre on opening day.
