The postcard is dated "7-24-49," postmarked Vancouver, July 26, 5 PM, 1949, and mailed with three one cent stamps to Mrs. Arthur Klein in Los Angeles, California.

The certificate was first issued on December 12, 1921 and includes certification stamps on the front along with a photograph of Quan Lip Lee. Certification stamps on the verso of the certificate were issued by Canadian and Chinese Immigration authorities between 1924 and 1949. She was Chief Superintendent of the Victorian Order of Nurses from 1924 to May 1947, except during World War II, when she was called back into the Canadian army as Colonel and Matron-in-chief of the Canadian Women's Army Medical Corps from 1940 until 1944. She was the first woman to achieve the rank of colonel in the Canadian army.
