Frances was a pioneer teacher of British Columbia and was the first woman administrator of a large BC secondary school, B.C.'s first woman superintendent of schools, a member of the first official Board of Trustees of the Sechelt Public library Association and spearheaded a campaign which resulted in opening a modern automated library. Frances Fleming was awarded the Order of British Columbia in 1997.
