The booklet is of the Burnaby Procedure Bylaw 1971 (bylaw number 6023 to regulate the proceedings of the Municipal Council of The Corporation of the District of Burnaby). The map is a street map of the Burnaby Planning & Building Department from 1992. The second letter is typewritten by Hazel Simnett to Mayor W.
