The “TAX REBATE DAY” article reads as follows: “It was not until 1919 that it was legal to impose penalties on the non-payment of taxes by any certain date. Before that time persons paying their tax bills on or before the 15th of July were entitled to a rebate and the 15th of July became known as Rebate Day when crowds thronged the Municipal Hall to avail themselves of the last chance of obtaining some ‘velvet’. The rebate on the water rate is still in."
