Bill Copeland was one of eleven participants interviewed as part of the SFU/Burnaby Centennial Committee's oral history series titled, "Voices of Burnaby". The interview is mainly about Bill Copeland’s education, career and experience as a Burnaby firefighter from 1955 to 1987, and his work for the union International Association of Fire Fighters. He talks about his early family life in Burnaby and Vancouver, war service, training with the Federal Fire Service, the organizations he has belonged to, and the careers of his three children. He briefly talks about Burnaby politics and his unexpected election to Mayor of Burnaby. Biographical Notes: William John (Bill) Copeland (1927-2002) was born in Vancouver May 19, 1927. As a young child he lived with his parents on Southwood Street in South Burnaby on a chicken ranch. Bill’s father was a miner and was often away from home. The family moved to Pioneer Mines at Bridge River for a few years and then moved back to Vancouver in 1941 when his father contracted silicosis. Bill served in the navy for about a year near the end of WWII, was in the Canadian Merchant Marine and worked as a pipe fitter, before beginning his career as a fire fighter. He trained with the Federal Fire Service and worked two years at the Wireless Station in Delta. In 1955 he started work as Fire Fighter No. 53 in Burnaby, retiring 33 years later in 1987. Most of his career was spent at the Control Station or Number 1 Firehall, first located at Wiilingdon and Hastings (now No.5 Station) and later on Sperling near Canada Way. Bill worked as a first aid instructor, eventually moving into the training office, and retired as assistant chief. In 1987, shortly after retiring, Bill was asked to run for Mayor for the Burnaby Citizens Association (BCA). Much to his surprise he won. He served with distinction for three terms (1987-1996). Bill, his wife Ruth, and their three children, Doug and Dan (both firefighters) and Emily (a teacher), lived in North Burnaby on Cliff Avenue, the family home for about 35 years. Bill was active in many organizations including the Cliff Avenue soccer organization, St. John Ambulance, Burnaby Red Cross, and CNIB, among others. He began representing firefighters locally in the International Association of Fire Fighters in the early 1960s, eventually becoming President of the provincial association and then Vice President of the 6th District representing Western Canada.

Interviewer Bio: Rod Fowler returned to university as a mature student in the 1980s after working about twenty years in the field of economics and business computerization in England, Europe and Western Canada. He graduated with a BA from SFU in both History and Sociology in 1987, his MA degree in Geography in 1989, and his PhD in Cultural Geography at SFU. He taught courses in Geography, Sociology, History and Canadian Studies at several Lower Mainland colleges, before becoming a full time member of the Geography Department at Kwantlen University College.

Description: British Columbia Provincial Police badge (# 678). It is silver-coloured and has geometic line shapes bordering a circle with engraving. An engraved banner crosses the circle. The obverse pattern is visible on the reverse.

Object History: This item was a gift to Donald Brown. In 1947, Don left the army to join the ranks of the British Columbia Provincial Police force – embarking on a three-decade long career. His first assignment brought him to the city that he would eventually adopt as home – Burnaby – and he served here from 1947-1954, first as a member of the BC Police Department and then as a Royal Canadian Mounted Policeman after the Provincial force was absorbed by their federal counterparts, the RCMP. In 1954, Don was transferred to Regina, Saskatchewan and then on to Ottawa, Ontario to serve in the Crime Detection Laboratories. After a year and a half spent in training, he became qualified as an Examiner of Questioned Documents and travelled extensively throughout Ontario and Quebec, providing expert testimony in such matters as handwriting, counterfeiting, graphic arts, alterations, etc. During this time, he also attained the rank of first Corporal, and then Sergeant in the RCMP. In total, Don spent over nine years in Ottawa, and while working, managed to add to his education by taking courses from Carleton University, the RCAF and the Ottawa Teacher’s College at night. In July, 1963, Don made his way back to the West Coast when he was transferred to Vancouver to be the Second in Charge of a new laboratory and head of the Document Section. He was soon promoted to Staff Sergeant. Once again, his experience and expertise was called upon and he devoted a great deal of time to providing expert testimony in BC and the Yukon. In May of 1970, he was promoted to Sub-Inspector and was transferred to Edmonton to take command of the new Crime Detection Laboratory built to serve Alberta and the Northwest Territories. By 1972, he was promoted to full Inspector. Under his direction, the new Edmonton lab became one of the most utilised in the RCMP. Transferred back to Vancouver in 1975, Don became the Officer-in-Charge of a new Crime Laboratory and took over the National Police Services pilot project for British Columbia – overseeing work in the areas of computer sciences, laboratory, communications, records, and identification sections. He was rewarded for this work with a promotion to Superintendent in September, 1975. In 1976, after a distinguished 35 years combined service to the armed forces and the police (and a list of awards and citations including the Meritorious Service Award BCPP-1950, the Commissioner’s Commendation RCMP-1951, Chief of Police Commendation-1951, and the Canadian Centennial Medal-1967), Don retired and founded his own laboratory to carry on his work in the field of questioned documents. He supplied his services as an expert witness throughout the western provinces and added to his list of associations and awards. He became a Fellow (Emeritus) of the American Academy of Forensic Sciences, a Life Member (Emeritus) and Past Director of the Canadian Society of Forensic Sciences, a Member of the American Society of Questioned Document Examiners, and a Diplomate of the American Board of Forensic Document Examiners. It was at this point in his life, after his retirement, that Don decided to become involved in local politics and with the blessing of his wife and six children, he joined the Burnaby Voters’ Association as their Secretary and in 1978 was elected to a two-year term as a Burnaby School Trustee. After his two successful years as Trustee, he chose to run as a candidate for alderman during the next municipal election held in November of 1979. Not only did he win his seat for that election, but he was also successful in defending his position on Council during the next two elections as well, serving Burnaby as Alderman from 1979 to 1985. During this time, Don also became a member of the Community College for the Retired, the Horsemen’s Society and the Burnaby Historical Society. He has also given his support to Arts Council programs and numerous other community functions over the years. In 1991, Don was appointed as Chair of the Burnaby Centennial Committee, dedicating himself to making Burnaby’s Centennial celebration a memorable success. Throughout part of 1991 and all of 1992, Don gave his time unstintingly, often attending several meetings and/or functions a day. His contributions were always supported by his wife Helen, and their work during the Centennial Year was just one example of the strength of their 66-year partnership. They were both formally recognized for their efforts when they were chosen to receive the Kushiro Cup and named the Citizens of the Year in 1992. Also that year, Don was a recipient of the Canadian 125 Medal and one year later, in March 1993, Donald Brown was awarded Burnaby’s highest honour and was made a Freeman of the City of Burnaby.

History: Burnaby's Centennial Project was conceived to re-create a permanent memorial to colonial settlement on the west coast based on the period between 1890 and 1920. The commemorative project was initiated by The Burnaby Centennial '71 Committee in close co-operation with the Burnaby Historical Society, Burnaby Parks and Recreation Commission and Project Consultants: Hopping, Kovach, Grinnell, Design Consultants Ltd.; General Contractor : Ballarin Bros. Ltd; Finish Contractor: Franco Pozzollo - Trevi Construction; Architects: Donald Erb and Associates; Landscape: Burnaby Parks & Recreation; Mechanical: Slinn S.P. and Co. Ltd. and Electrical: Arnold Nemetz Engineering. Student Labour from Douglas College and Simon Fraser University provided by "Operation Ahoy" (in conjunction with the Opportunities for Youth programme). The Century Park Museum Association held it's founding meeting on October 26, 1971 in the Council Chambers of the Burnaby Municipal Hall. The Association was founded under the auspices of the Burnaby Centennial '71 Committee, to adminster Burnaby's Centennial '71 Commemorative project, "Heritage Village" located at Canada Way and Deer Lake Avenue. The original project proposal included a museum, blacksmith shop, buggy and bicycle shop, print shop, general store, green grocery store, ice cream parlour, dentist office, apothecary shop and jail. The first phase of the Heritage Village (Park) was officially opened on November 19, 1971. For the opening the Print Shop, Blacksmith Shop and Pharmacy were operating. The General Store, Land Registry Office, Chinese Store, Bike and Buggy Repair Shop and Barber-Dentist were filled with temporary exhibits illustrating the future plans. The schoolhouse featured a class in penmanship given by Mr. H.B. MacLean to a group of children dressed in period costume. Coffee was served to those attending in the area which will be developed as an Ice Cream Parlour. The Interurban Tram from Kingsway and Edmonds was partially restored for the opening.

Scope and Content: Records consist of material created and collected by the SFU/Burnaby Centennial Committee in celebration of Burnaby's Centennial in 1992. History: The SFU (Simon Fraser University)/Burnaby Centennial Committee was established in 1990 and obtained initial funding from the President of Simon Fraser University, which was matched by a grant authorized by the Mayor and Council of the Municipality of Burnaby. Further funding came from the Burnaby (civic) Centennial Committee after the projects had been accepted as part of the recognition for Burnaby's Centennial celebrations in 1992. The suggestion for this committee originated with Professor Robert Anderson from the School of Communications and he was joined by Professors Veronica Strong-Boag from the Department of History and Leonard J. Evenden from the Department of Geography. Primary responsibilities ended up falling jointly to Professor Evenden and Susan Jamieson-McLarnon. The Committee was made up of the following members who helped to carry out the projects to completion: Rodney Fowler (SFU Department of Geography), Terry Fowler (Adler School of Professional Psychology, Chicago), Edward Gibson (SFU Department of Geography and Director of the Simon Fraser Gallery), James Ross (SFU Archivist), Allen Seager (Department of History), Grant Strate (SFU Fine and Performing Arts), and Arthur Wirick (representing Burnaby Municipal Centennial Committee). Other members of the university community contributed their expertise in a variety of ways, including: Jack Corse (SFU Librarian), Stephen Duguid (Institute of Humanities), Christine Hearn (Continuing Studies), Ken Mennel (Media and Public Relations), Jane Parkinson (Historian and Researcher), Stanley Shapiro (Business Administration) and Jerry Zaslove (Institute for the Humanities). Rodney Fowler also filled the position of committee coordinator. The committee's first undertaking was to explore the extent and availability of historical resources in the community of Burnaby. Two graduate students were hired to help carry out this work in the summer of 1991, which took two forms: a document-based study and an oral history project. The document-based history resulted in an inventory of 'archival' resources titled "Burnaby: A Cultural Inventory and Resource Guide," and the Oral History Project consisted of interviews with 11 Burnaby citizens. With the culmination of these two projects, a day-long workshop was held with both the SFU and the Burnaby municipal committees and other members of the Burnaby community who were pursuing various centennial projects of their own. Following the workshop and several meetings, the committee proposed other projects in addition to the Cultural Inventory and Oral History Project. The other completed projects consisted of: "The Burnaby Image Bank" which included an exhibition titled, "Images of Burnaby"; a finding aid video titled, "Burnaby's Photographic Family Album / Burnaby Image Bank Collection / Volume 1 / 1992"; a video titled "Burnaby at 100: Images and Voices"; a book of essays titled, "Suburb of Happy Homes: Burnaby Centennial Themes"; and a dance festival sponsored by The Centre for the Arts. "Suburb of Happy Homes: Burnaby Centennial Themes", dedicated to the citizens and students of Burnaby, and to the students of Simon Fraser University, was published in 1995. For this project, Leonard Evenden received the City of Burnaby Heritage Award in 1997. A companion project to the book of essays consisted of a map project which illustrated the development of settlement within the city, but it never came to fruition due to funding constraints.

The commemorative project was initiated by The Burnaby Centennial '71 Committee in close co-operation with the Burnaby Historical Society, Burnaby Parks and Recreation Commission and Project Consultants: Hopping, Kovach, Grinnell, Design Consultants Ltd.; General Contractor : Ballarin Bros. Ltd; Finish Contractor: Franco Pozzollo - Trevi Construction; Architects: Donald Erb and Associates; Landscape: Burnaby Parks & Recreation; Mechanical: Slinn S.P. and Co. Ltd. and Electrical: Arnold Nemetz Engineering. Student Labour from Douglas College and Simon Fraser University provided by "Operation Ahoy" (in conjunction with the Opportunities for Youth programme). The Century Park Museum Association held it's founding meeting on October 26, 1971 in the Council Chambers of the Burnaby Municipal Hall. The Association was founded under the auspices of the Burnaby Centennial '71 Committee, to adminster Burnaby's Centennial '71 Commemorative project, "Heritage Village" located at Canada Way and Deer Lake Avenue. The original project proposal included a museum, blacksmith shop, buggy and bicycle shop, print shop, general store, green grocery store, ice cream parlour, dentist office, apothecary shop and jail. The first phase of the Heritage Village (Park) was officially opened on November 19, 1971. For the opening the Print Shop, Blacksmith Shop and Pharmacy were operating. The General Store, Land Registry Office, Chinese Store, Bike and Buggy Repair Shop and Barber-Dentist were filled with temporary exhibits illustrating the future plans. The schoolhouse featured a class in penmanship given by Mr. H.B. MacLean to a group of children dressed in period costume. Coffee was served to those attending in the area which will be developed as an Ice Cream Parlour. The Interurban Tram from Kingsway and Edmonds was partially restored for the opening.

Description: Uniform; women's jacket and skirt. Jacket in yellow, adorned with a B.C. Centennial badge with the offical emblem of a stylized grouping of the three "C's" representing Canada, Confederation, Centennial, with the provincial floral emblem, the dogwood, in the centre; two plastic buttons in tortoise shell design as centre fasteners; jacket style with lapels and two waist level pockets. Straight style short skirt in brown fabric.

Object History: The jacket and skirt were issued to female members of Burnaby's 1971 Centennial Committee. It is believed that these pieces belonged to Mary D. Trainer, who was the Centennial Co-ordinator hired to help organize a variety of community events to commemorate the 100th anniversary of British Columbia's entry into Confederation. Burnaby's Centennial Committee was chaired by Mr. James Barrington. The committee organized a variety of community events, including the construction of a Heritage Village (now Burnaby Village Museum). Mrs. Trainer altered her skirt to be shorter than the standard issue skirt: shorter skirts were a more fashionable look for a young woman at the time.
