Scope and Content: Collection consists of records documenting the planning and development of the Burnaby Centennial '71 Committee's commemorative project, Heritage Village (Burnaby Village Museum) prior to it's opening in November 1971. These records were created and/or accumulated by various members of the Burnaby ’71 Centennial Committee sub-committee, Heritage Village staff and the Century Park Museum Association.

History: The Burnaby Centennial '71 Committee was formed in accordance with the British Columbia Centennial '71 Act and was directed by the Provincial Centennial '71 Committee. In April 1970, a representative group of Burnaby citizens were appointed to the committee. Members of the committee included: Ex-Officio Mayor Robert W. Prittie; Chairman, James A. Barrrington; Vice Chairman, Gordon H. Skene; Secretary-Treasurer, Charles B. Brown; Alderman, John D. Drummond; Mrs. Joan Johnston; Mrs. Martin Dunsmuir; Miss Rose Bancroft; Msgr. J.E. Brown; Messrs. Elmer Buckingham; A.B. "Sandy" Stewart; Vic Stusiak; Fraser Wilson; Don Copan and Richard Smith. The purpose of the committee was to ensure that all Burnaby citizens as individuals, family groups or members of community organizations had an opportunity to participate and contribute to celebrations marking the 100th Anniversary of the entry of British Columbia into Confederation and further to make written suggestions of a permanent Centennial project of lasting value and significance to the community. Programs and special events sponsored by the committee included; Flag raising ceremony on January 1, 1971, New Year's Day Ceremony, parades, plays (including "Barkerville '71"), musical events, Burnaby pioneer award presentations, a horse show, lacrosse jamboree, minor baseball, volleyball, tennis, football, soccer, judo and field hockey tournaments, a swim meet, an antique car rally, Easter egg hunt, Rocketry meet, Boy Scouts outdoor action show, Girl Guides "camporee", Midsummer Festival at Burnaby Arts Centre, Rhododendrun Festival at Century Gardens, Variety show, Centennial Ball, Burnaby Rhodendrun Flower show, a Miss Burnaby Pageant, Sports Day, Burnaby Amateur Radio Club party, Centennial '71 Caravan, Centennial High School Art Contest, Sod Turning Ceremony at Heritage park Museum and opening of Heritage Village Museum in November. A sub-committee of the Centennial Committee was responsible for the development of a City of Burnaby permanent commemorative project which became Heritage Village. Sandy Stewart was the sub-committee chair who worked with Richie Smith and Vic Stusiak to develop the concept for an open- air museum reflective of a tram stop community. Architect Rudy Kovacs was hired to come up with a design for the project. Official sod-turning of Heritage Village took place on April 11, 1971. Mayor Bob Prittie officially turned the sod in front of the Elworth house before a crowd of 500. In the spring of 1971, a Heritage Village Director and Curator were hired to oversee the development of the project and acquire artifacts. Salaries were paid through the Parks Commission. The sub-committee continued to assist in overseeing the project to completion. Vic Stusiak set up an administrative structure to govern the new museum. The building of the museum was contracted by Ballarin Bros. Construction at a cost of $121,000 and work began in mid July. Trevi Construction Co. was contracted to do the finished carpentry on the project. The Century Park Museum Association was formed to govern Heritage Village with directors elected on October 26, 1971. Heritage Village officially opened on November 19, 1971 with Mayor Bob Prittie and Governor General Roland Michener in attendance. On January 27, 1972 the committee turned over the Heritage Village Project to the Corporation of the District of Burnaby. After this, the committee was dissolved and all remaining funds were transferred to the Century Park Museum Association which took over the governance of Heritage Village, later known as Burnaby Village Museum.

Scope and Content: Subseries consists of the SFU/Burnaby Centennial Committee's Image Bank project records. Records include: Image Bank database and backups in a variety of formats; 813 photographs collected by Simon Fraser University Archives staff; eleven screened negatives from the Burnaby Image Bank that were used for the publication "Burnaby: A Cultural Inventory and Resource Guide"; and one VHS tape and DVD access copy of "Burnaby's Photographic Family Album / Burnaby Image Bank Collection / Volume 1 / 1992" which was created by the Committee for public viewing and purchase. The collection of photographs for the Image Bank project were gathered from various donors to commemorate the Centennial of the City of Burnaby. All photographs were collected from Burnaby families' personal albums by Simon Fraser University Archives staff during 1991 with a focus on the history of the people and the landscape of Burnaby. Photographs were collected from every decade for every neighbourhood in effort to describe the City's evolving ethnic, cultural and physical landscape. In March 1992, 20 of these images were selected by a jury for their aesthetic quality and displayed at the Bennett Library Gallery at Simon Fraser University for the "Images of Burnaby" exhibition. This exhibit travelled to various locations between 1992-1993 within Burnaby and Douglas College in New Westminster. The entire 800+ collection was made available for public purchase and viewing on video cassette. As well, each Burnaby school and each branch of the Burnaby Public Library received their own VHS copy for information and research purposes. The "Image Bank" video collection was buried alongside the video "Images and Voices of Burnaby" in the City of Burnaby's time capsule, mounted at City Hall in 1992.

Scope and Content: Film footage documenting informal interviews with brothers William “Bill” and Albert Parker conducted by Burnaby Village Museum curator, Colin Stevens. The footage opens in the administration building of the Burnaby Village Museum where Bill Parker describes a pair of cross country skis that he is donating to the museum. Bill recollects how he constructed the skis out of cedar in the late 1920s when he was about 9 or 10 years old. Bill tells of how he skied in the neighbourhood of the Jesse Love farmhouse on Cumberland Road, using the skis until the mid to late 1930s. The film continues with a tour of the Jesse Love farmhouse which is under restoration on site of the Burnaby Village Museum. Curator Colin Stevens takes Albert and Bill Parker through various rooms inside of the house sharing details of what staff have discovered during the restoration process and gathers informative details by interviewing them. During the interviews, the brothers recollect what it was like living in the house in the 1920s. They provide details on the house’s construction, fixtures, heating and water systems along with particulars regarding furnishings and décor. Information that was gathered through interviews such as this, supported the restoration to be completed as accurately as possible.

History: Albert and William Charles “Bill” Parker are the sons of Sarah Parker (nee Love) and William Parker. Sarah Parker was the daughter of Jesse and Martha Love and grew up in the Love farmhouse located at 1390 Cumberland Road in Burnaby. Sarah and William Parker and their three children (Albert, Bill and Elsie) moved into the Love farmhouse in about 1925, eventually buying it in 1928 following the death of Sarah’s father Jesse Love. Sarah continued to live in the house until after her husband William died and eventually sold the house to her daughter Elsie Hughes and her husband John Hughes in 1966.

History: Interviewee biography: Kanwal Singh Neel was born in Mombasa, Kenya in 1953 and immigrated with his family to Canada in 1969. For the first few weeks after immigrating the family stayed at the Sikh Temple on Second Avenue before moving into a house which they rented. Kanwal attended Kitsilano Secondary School and later transferred to Steveston High School when his family moved to Richmond. In 1972, Kanwal and friends formed a bhangra group "Punjab Cultural Association" and in 1974 they performed at the World Exposition in Spokane, Washington. The group performed at various venues including the Pacific National Exhibition and other cities in the Province. In 1973, Kanwal was an officiate during the Canada Summer Games at Swangard Stadium in Burnaby. Kanwal obtained a Bachelor’s of Science Degree from University of British Columbia in computer science and mathematics and got his first teaching job in 1977. In 1978, he was an officiate of the Commonwealth Games in Edmonton, Alberta. Over the next ten years he devoted himself to becoming an educator and during this time he became more involved with the B.C. Math Teachers Association. Kanwal and his wife Nancy married in 1982 and have two daughters. In the early 1990's, Kanwal joined Simon Fraser University as a faculty associate to work, train and mentor student teachers. Kanwal became President of the B.C. Math Teachers Association and travelled throughout the province to help solve issues being faced by students. In 1993, he co-hosted a TV show "Math Shop" on The Knowledge Network and he later co-authored a textbook series titled "Math Makes Sense". Kanwal continued to advance his knowledge in the field of mathematics obtaining a Doctorate from Simon Fraser University in 2008. Kanwal developed his doctoral work in Haida Gwaii, studying the mathematics that the Haida peoples used in day to day life, applying the applications and integrating the mathematics concepts with their cultural knowledge. Kanwal also worked with the Sḵwx̱wú7mesh Nation and the Stó:lō Nation in helping to develop resources for them. Kanwal has been recognized with various awards and honours including being awarded an honorary doctorate by Kwantlen Polytechnic University and in 2017 as an inductee in the Sports Wall of Fame in Richmond for his outstanding contribution to amateur sport as an International Athletics Official. Since retirement, Kanwal continues to be involved in a project at Simon Fraser University "Friends of Simon" where university students go out and mentor and tutor immigrant and refugee children from South Asia and Africa and other countries. Interviewer biography: Rajdeep was born and raised in the Lower Mainland and is of Punjabi (South Asian) descent. She has an Associate of Arts degree in Asian Studies from Kwantlen Polytechnic University, a Bachelor of Arts (Hons.) in Anthropology from the University of British Columbia. She is a student in the Restoration of Natural Systems program at the University of Victoria. Rajdeep works at Simon Fraser University as a Program Assistant and as a researcher with the City of Burnaby. At Burnaby Village Museum, Rajdeep contributed to the exhibit “Truths Not Often Told: Being South Asian in Burnaby”.

Scope and Content: Collection consists of a selection of Oakalla correctional facility records including reports, correspondence, photographs and a video tour of the death row incarceration cells inside Oakalla Prison taken by Burnaby Village Museum curator after the facility was closed. Most of the photographs document Oakalla Prison in 1991 and were taken during the Open House event or when Burnaby Village Museum staff were granted access to retreive items prior to demolition. History: The Oakalla Prison Farm (also known as the Lower Mainland Regional Correctional Centre) was a model prison farm on 185 acres of land next to Deer Lake in Burnaby. The Oakalla Prison Farm opened in 1912 and was initially designed to hold 150 men and 50 women. By the 1950s, the population was well over one thousand. The prison included a working farm which included a dairy, vegetable gardens and livestock. In 1959 the last execution in British Columbia took place at Oakalla. Following a riot and mass escape in the late 1980s, poor conditions, and public outcry, Oakalla closed down in 1991. In the fall of 1991, the prison was opened up to the public whereby tours were conducted of the site. Not long after, buildings were demolished and a residential housing development took it's place. A playground now sits on the former site of the main building. In 1991, staff from Burnaby Village Museum were granted access, documenting the site prior to it's demolition. Many Oakalla artifacts and records were salvaged and accessioned into the Burnaby Village Museum's permanent collection.

History: This footage was originally shot in 16 mm, on Sunday, April 11, 1971, and broadcast on CBC television. The original footage was silent: when it was broadcast, a news announcer read from a script to describe the events. In 2011, the footage was digitized. The original script was read by an actor, recorded, and added to the digitized footage to create this film.

Scope and Content: Fonds consists of those records created during the regular conduct of business by the Planning Department and its predecessor agencies according to their mandate of providing professional and technical advice to Council on the current and future uses of City land and resources.

History: The City of Burnaby Planning Department was established on October 9, 1956, when the City Council unanimously carried the motion to create a distinct department to deal with planning issues within the City and appointed Mr. William John Blakely as its head. This decision followed a report and recommendation made by the City’s Chief Administrative Officer which indicated that the role of the Planning Engineer and his staff had quickly expanded to become a separate division within the Engineering Department and that they were functioning as an independent unit in all but name. The proposed separation of the Engineering and Planning departments had been in the works since the early part of 1956 when staff changes and restructuring within the Engineering Department’s Planning Division illustrated the undermanned condition of the Planning Engineer’s office. As a result, Council asked the Chief Administrative Officer to undertake a study examining the feasibility of creating a distinct Planning Department. This report was delivered to Council on July 3, 1956, but was laid over until a Committee of the Council had the opportunity to study the functions of the Planning department to determine the necessity of the proposal. The Committee’s findings were in line with the initial report and the Planning Department was established with a staff of nine (the head Planning Engineer, an Administrative Planner, three Research Planning Assistants, a Draughtsman, a Subdivision Control Clerk, a department Clerk and a Clerk Stenographer). This new department was to offer advice and carry out the work intensive in matters such as zoning and rezoning applications, subdivision control, traffic and transportation planning, and general City planning schemes. Prior to the creation of the Planning Department, a number of bodies within the City had been responsible for fulfilling the functions carried out by this new unit. In the earliest years of the City, the members of Council were responsible for matters of planning and were assisted in their job by the City’s Engineer or any number of hired consultants (e.g. surveyors, cartographers). By 1906, however, the provincial laws surrounding the subdivision process had changed, and local governments were charged with the task of approving all private subdivision plans in their respective Municipalities. In Burnaby, the City Council passed a bylaw decreeing that all subdivision plans were to be submitted to Council for review and the City Engineer was responsible for ensuring compliance with the law. After the first Town Planning Bylaw in 1924 which restricted the type and size of construction that could occur in certain City areas, the Engineering and Building departments were to work together to oversee the enforcement of the Bylaw and the development of City plans. The scope and competence required to carry out this work grew as Burnaby’s population expanded, and in 1930 Council passed the Town Planning Commission Bylaw (No. 1028) that saw the creation of a permanent body – the Town Planning Commission – which was to serve as an advisory body to help direct the planning activities in the City while the actual work continued to be carried out by the Engineering Department. This body was comprised of the Reeve, the Chairman of the School Board, the Chairman of the Park Committee (later, the Board of Parks Commissioners), and six appointed citizens who served three-year terms. Council referred all matters of subdivisions, transportation planning, and rezoning to this Commission, which was later supported in its work by several other special or standing committees such as the Subdivision Committee, the Apartment Committee, the Transportation Committee or the Town Planning Board of Appeal. By 1953, it had become apparent that the advisory committees that were dedicated to these planning issues needed a permanent staff to carry out the work intensive, so a restructuring of the Engineering department resulted in a permanent Planning Engineer’s office being created. The Town Planning Commission continued in its advisory capacity even after the determination came in 1956 to create a separate Planning Department. When Bylaw No. 4473 was passed in 1963, the Town Planning Commission was disbanded in favour of a new Advisory Planning Commission that would turn over all routine matters such as subdivision and rezoning applications to the Planning Department but would offer advice and community input into the more complex planning schemes within the City and act as an intermediary in cases where Council and Planning staff were in disagreement. A new Advisory Planning Commission Bylaw (No. 7600) was adopted in 1980 which allowed for even greater community participation in the planning process. The Planning Department was initially responsible to report directly to Council, but in 1957, the administrative structure of Municipal staff changed with the introduction of the Burnaby Municipal Manager Bylaw (No. 3859) and from that point on, the head of the Planning Department held a direct reporting relationship to the Municipal Manager, who in turn was responsible for reporting the activities of the Department to the City Council. Over the years, the internal structure and the scope of responsibilities of the Department have changed during periods of staff reorganizations. Under the larger umbrella of the Planning and Building Department, Planning has come to be comprised of two divisions: the Current Planning Division and the Long Range Planning Division. The functions of the Current Planning Division include rezoning, subdivision, development plan areas, preliminary plan approvals, urban design, heritage planning, and urban trails and bicycle routes. The Long Range Planning Division is responsible for environmental planning concerns, transportation planning, housing, neighbourhood area planning, social planning and planning information services. In 2022, the Planning and Building Department was reorganized to better align functions with delivery of services. The Climate Action and Engery Division moved from Corporate Services to the Planning and Building Department, while Indigenous Relations and Facilities Management moved to Corporate Services and Lands and Facilities, respectively. The position of Director of Planning and Building was changed to General Manager, Planning and Development. Scope and Content: Fonds consists of all records generated by the South Burnaby Parent Participation Preschool between 1957-2001 during their operational functions under the Societies Act.

History: The South Burnaby United Church Cooperative Play group was formed as a society under the Societies Act in September 1954 when a group of parents in Burnaby decided to create a parent participation and cooperative preschool for children age three to five. The preschool was located at the South Burnaby United Church, 7551 Gray Avenue in Burnaby. The society hired early childhood educators, offering preschool classes in the mornings. In 1961, the preschool expanded in offering classes in both mornings and afternoons. In 1959, they changed their name to South Burnaby Cooperative Preschool Group. In the 1970s, they were also known as the South Burnaby Nursery School and The South Burnaby Cooperative Nursery School Group. They later rebranded in the 1980s as the South Burnaby Parent Participation Preschool and were also known as the South Burnaby Preschool. The preschool was based on the following principles in their constitution: a) To promote principles of preschool education in which children through play develop socially, physically, emotionally and intellectually; b) To provide a high standard of preschool education in which children through play develop socially, physically, emotionally and intellectually; c) To encourage and facilitate opportunities for parents to observe and learn about the development, needs and behavior of children; and d) To do everything incidental and necessary to promote and attain the foregoing objects. Presidents of the Society included: Helen Gray (1957-1958); Dorothy Lyeler (1958-1959); G.L. Bancroft; Helen Stone (1959-1960); Carol Jane Gray (1969-1970); Nancy Gordon (1970-1971); Barbara Spitz (1971-1972); Debby Fry (1976-1977); Jill Johneox (1977-1978); Nancy Lewis (1980-1981); Nancy Lewis (1983-1984); Lynda Walsh (1984-1985); Margaret Stevens (1985-1986); Nina Crowe (1987-1988); Carol McRae and Cathy Lauzon (1988-1989); Tracy Sawatzky (1996-1997); Shelley Molarni and Charmaine Calbick (1997-1998); Kathie Owen (1999-2000); and Susie Jackson (2001-2002). The first supervisor was Rhoda Darnbrough (1954-1981). All parents who had children enrolled in the preschool were responsible for the administration and staffing of the preschool under the guidance of a qualified preschool teacher. Parents occupied positions on the executive, assisting in the general administration and helping out in the classroom under the guidance of the supervising teacher. The society was an active member of the Council of Parent Participation Preschools in B.C., which was established in 1960 as The Association of Cooperative Pre School Groups, and adhered to the Council's statements of standards and common practices. Members from the preschool executive sat on the South Burnaby executive of the CPPPBC. Salaries were paid to educators in accordance with the Parent Participation Preschool Teachers' Association. In 1958, the preschool was chosen by the Play Groups Association of BC as an Observation Centre and was selected for many years following. The preschool participated in fundraising activities and was granted Gaming/Casino funding to help purchase supplies and furnishings for their facility. The preschool closed in 2001.
