Brittain, Director, Citizens' Research Institute of Canada. The investigation and this report were drawn up in order to assess the financial and administrative problems that were facing Burnaby in the early 1930s. As a result, Burnaby Council was disbanded and the District was governed by a Provincially appointed Commissioner until 1943.
