The Environment and Waste Management Committee was established on December 7, 1987. The Committee was previously known as the Pollution Committee. This committee was responsible for making recommendations to Council regarding specific environmental waste management issues to meet the changing environmental, economic, and social needs of the community in regards to the protection, management, enjoyment, and quality of the environment. On January 13, 2003 the Environment and Waste Management Committee was renamed to Environment Committee.

History
James Gilmore Ettinger was born in Noel Road, Nova Scotia in 1863. He worked his way across Canada with the Canadian Pacific Railway (CPR) and landed in New Westminster in 1888. He was one of the first men who helped log the area for the settlement that is now Burnaby. With two other men, James started a brick manufacturing plant in the area of Deer Lake. In 1889, a second brick plant was started on Brickyard Road in Surrey on the bank of the Fraser River. Martha Harriet Hembrough was born in Leeds, England in 1874 and later moved to Haney. James Gilmore and Martha married in 1890 and had seven children: Evelina "Eve" (b. August 8, 1891, d. January 1, 1976); Ella May (b. ca. 1894, d. February 1983); Leonard; George William "Bill" (b. February 18, 1899, d. November 26, 1970); Stanley (b. December 27, 1901, d. March 10, 1966); Ethel (b. ca. 1904, d. December 22, 1982); and James. On May 19, 1911, the Ettingers bought parcel Lot 8, Block C sub-division 19 and 20 of DL 95 no. 556 for $350.00. Their eldest daughter, Evelina was signed over the Deed of Land for this property on April 21, 1914. In 1919, the Ettinger family was living at 1177 19th Avenue, Edmonds, Burnaby. James worked as a Road Foreman in Edmonds, and later as ward foreman for the Municipality. Ella May married Charles Morton Marshall on July 7, 1926. Evelina married Don Digby (d. October 21, 1965) on April 30, 1930. Ethel married George H. McKennell (d. June 18, 1985) on March 16, 1931. Bill worked as a Pacific Stage Lines (PSL) bus operator who “pulled” the first bus service between Vancouver and New Westminster and between Vancouver and Chilliwack in 1924. He received a number of National Safety Council non-accident awards during his career. He married Jane Wilson on July 11, 1931. James Gilmore died on June 9, 1948 at the age of 85. Martha died on February 9, 1955 at the age of 80.

History
Lillian Evelyn "Evelyn" Salisbury was born in 1915 and moved to Burnaby in 1945. She had three children with her husband Fred: Gordon, Lorne, and Karen. While living in Burnaby, she worked with the Red Cross blood donor clinic and the Burnaby Health Unit. In 1958, she participated in the Greater Vancouver Health League’s campaign for fluoridation as the Health Chairman of the Burnaby Parent-Teacher Council. Evelyn Salisbury served two-year terms as secretary, vice-president and president of the Burnaby Historical Society and spearheaded a 1985 project to record Burnaby’s historical inventory of churches, schools, industries, homes and other pre-1930 buildings. When the building of Metrotown shopping centre threatened to clear historic homes in Central Park area, the Society produced a record of the historic buildings in the area. In 1988, as president of the Burnaby Historical Society, she convinced City of Burnaby aldermen to set up a heritage advisory committee. She was appointed to the Burnaby Centennial Committee the next year and in 1990 she was named Citizen of the Year by the Burnaby City Council. During her lifetime, Evelyn Salisbury endeavoured to collect papers of historical significance. She died in 1991.

History
Executive Committee was established on November 20, 1989. This committee assumed the responsibilities of the existing Finance Advisory Committee, the Exempt Staff Committee of Council, and the Council Procedures Committee. In January 2015, the responsibility for reviewing nominations and making recommendations for the City’s Citizen of the Year (Kushiro Cup recipient) was transferred to the Executive Committee of Council. The Committee advises on provision of grants to help cultural, athletic and volunteer assistance groups that provide a service or promote activities that are beneficial to Burnaby. This Committee also deals with human resource issues related to Senior Exempt staff and any other matters referred by Council. The Executive Committee of Council was integrated with the Financial Management Committee on February 20, 2017. On January 23, 2019 Council passed a report to dissolve the previous integration of The Executive Committee of Council with The Financial Management Committee, and once again have it be a stand-alone committee.

History
Thomas Blake and his wife Gertrude came to Burnaby in 1921 with their three children: Thomas "Tom", Susie and Frederick "Fred" (b. 1912). They lived at 4456 Pandora street, owning that lot and the adjoining 66 foot lot on the west. The Municipality cleared a trail, later putting down a one-plank sidewalk and bringing in a half-inch water line for the family. The Blake family lived in two wall tents for a few years while they cleared their land and built their house. In 1921 at the age of nine, Fred Blake attended Gilmore School where he learned about different woods and how to use hand tools. In 1927, he attended North Burnaby High School in a commercial course were he learned typing, shorthand, book-keeping a commercial law. Throughout his teenage years, Fred worked at Armour Photo Finishing, developing rolls of film and collecting and delivering the films and finished prints. Thomas Blake worked part-time for the Burnaby Advertiser and part-time for the Vancouver Sun to pay his way through university and become a Burnaby school teacher. In 1927, at the age of sixteen, Fred began his firefighting career as a volunteer, with the first major fire of his career taking place December 31, 1927 at the 4600 block of Albert Street. He continued as a volunteer until 1934 when he went to the logging camps as a steam fireman in the Queen Charlotte Islands and on the coast. In the early 1930s, Fred was a member of the Army of the Common Good, and with the falling crew cut second growth timber on Capitol Hill for firewood to be shared with other members. The Army also produced over 125 tons of vegetables from its own gardens to feed children and youth who were near starvation from lack of adequate relief funds from the municipality. The Army was in operations for ten years and during that time the members organised the Credit Union movement of British Columbia and drew up the Credit Union act thorough the Vancouver Co-operative Council. They also started Co-Op stores and the Co-Op Wholesale Society. During this time, while on Relief (now welfare) Fred also worked for the municipality on the two projects of the clearing of Confederation Park and the clearing of Lougheed Highway. Fred re-joined the Burnaby fire department on April 1, 1939, as a paid member at No. 1 Hall. He came up through the ranks to become Training Officer for the department in 1949 and full time training officer with the rank of District Chief in 1952. Fred was promoted to Assistant Chief in 1966. He retired from service March 1, 1972.

History
The No. 119 “Carry-Us-All” Carousel was built in 1912 by C.W. Parker, an amusement ride manufacturer in Leavenworth, Kansas. Fred Leggett bought No.119 for “Lone Star” Amusement Co. in Houston Texas, but it was returned to the Parker Factory in 1915 for reasons unknown. Back at the factory it was upgraded from Standard style to Superior and electrified. The carousel was used in the San Francisco area until 1936 when it was shipped to “Happyland” in Vancouver’s Hastings Park (home of the Pacific National Exhibition) then passed to “Playland” at Hastings Park in 1957. In 1988 the Carousel was scheduled to be broken up and sold at auction. Concerned citizens formed the Lower Mainland Association of the Friends of the Vancouver Carousel to save it. Through fundraising the Friends of the Carousel were able to acquire the carousel. Between 1990 and 1993 Friends of the Carousel were able to completely restore, repaint and rebuild the carousel. The City of Burnaby, Province of British Columbia and Friends of the Carousel contributed to the construction of a new building at Burnaby Village Museum to house it. Enterprising volunteers salvaged the maple hardwood gymnasium floor at the Oakalla penitentiary just before it was demolished and used it to rebuild the carousel platform. The association also acquired and restored a Wurlitzer 146B organ. On March 27, 1993, No. 119 moved to the Don Wrigley Pavilion at the Burnaby Village Museum, the Pavilion having been named after the president of the Friends of the Carousel for his coordination of the restoration project. Mrs. Norvie Frame, daughter original owner Fred Leggett, came with her family from Texas to attend the official opening. The Association created the Burnaby Village Museum exhibit “The Story of Parker #119”, the video “Labour of Love: The Saving of Number 119”, and their accompanying publications.

History
George Jeffery was a well-respected Burnaby police constable, having served first as a solider. Upon joining the police force in 1912, he was appointed to patrol the Central Park district, a position he held for 22 years. From his experiences confronting young shoplifters, he determined the reason groups of boys were getting into trouble was due to a lack of recreational activities on offer. He established the Burnaby Athletics Association in an old barn behind the Royal Oak Hotel to combat this, turning it into a competitive boxing ring and gym. George and his wife Harriet lived most of their married life in Central Park district with their three daughters: Patricia, a teacher in Burnaby prior to her marriage; Winnifred, Burnaby's 1929 May Queen; and Elsie who excelled at badminton. Patricia married William Poole; Winnifred married Fred Shaughnessy; and Elsie married Art Winteford. In 1935, when the BC Provincial police replaced the Burnaby Police, George quit the force in order to stay in Burnaby and worked at Oakalla Prison farm. He retired in 1945.

History
Gladys M. Yeomans married Alfred Charles “Charlie” Killip in St. Andrew’s Wesley United Church in Vancouver on August 16, 1947. They spent their honeymoon together at the Sunset Inn at Qualicum Beach. The Killips lived in the same house in South Burnaby for the greater part of their married lives. Their address began as 729 Marshall, changed to 729 Hazelmere Street in 1951 (due to bylaw 3133) and again to 7763 Hazelmere Street (due to 1958/1959 street re-numbering). The Killips were activists within Burnaby, writing letters to their member of Council when they felt that the citizens of Burnaby were not being treated fairly. An example of this is when they led the protest against Pacific Stage Lines for reducing its service on the Grandview Highway by making fewer stops and by changing its route. Gladys led their delegation to Council in June of 1964. Gladys was also involved in the activities of the Valley View Players and in Burnaby Little Theatre activities. She was part of the cast of “Crime at Blossoms” in 1951 and held a membership card from 1952 to 1959 for the Valley View Players Club. Among other roles, she was one of the principle actors in “You Can’t Take it With You” and “In the Shadow of the Glen” both performed in 1957. Gladys was the Burnaby Council of Women Publicity Co-Chairwoman. In this capacity she helped to organize such events as the "100 Years of Progress in Women's Activities, Arts and Crafts" for the Centennial Celebration in 1967 (the Burnaby Diamond Jubilee). She was also a founding member of the Century Park Museum Association, which created under the auspices of the Burnaby Centennial '71 Committee, to administer Burnaby's Centennial '71 Commemorative Project, Heritage Village. Both Gladys and Charles Killip were active members of the Monarchist League of Canada. Gladys’ hobby started with a small silver spoon commemorating King George VI taking the throne in 1936. Her collection includes items commemorating every Royal from Prince Edward, Queen Victoria's father, to a cup commemorating one of Prince Williams recent birthdays. Gladys opened the Silver Spoon collectors shop in Burnaby in 1974 and operated it until 1980 when she and her husband Charlie retired to Qualicum Beach and opened Chilham Village Antiques and Collectables in 1984. The Killips earned a Silver Badge of Service from the Monarchist League of Canada in 1992 for their significant contribution to the League’s work. As of November 2010, Ms. Gladys Yeomans’ collection of British Royal family memorabilia has grown so large, that she has countless of mugs, spoons, plates, t-shirts and pieces of poetry, filling a room in her basement and upstairs in her home in Vancouver Island, British Columbia.

Subseries consists of records created and collected during research of the Love family and the Love family farmhouse and include oral history interviews in various formats. Interviews were conducted by Jim Wolf and Burnaby Village Museum curator Colin Stevens with members of the Love family including; Annie Chamberlain, William Parker, Esther Stanley, Albert Parker and Elsie Hughes. Interviews were focused on the subject of the interior and exterior of the farmhouse from a first person perspective. The goal was to obtain as much information as possible from family members in order to accurately restore, furnish and exhibit the farmhouse back to it's original 1920s era.

History
Reginald E. "Reg" Millway was born on December 20, 1915 at Milton Regis in the County of Kent. He graduated from London University via Regent Street Polytechnic and was appointed to the Air Ministry Technical Division in 1937, where he remained throughout World War II. Due to a hearing impairment he was unable to join the services and instead joined the Home Guard and served on fire bomb patrol in central London. Betty was born November 16, 1916. She married Reginald in 1940. Together they had four daughters: Catherine, Penelope “Penny”, Jennifer and Francis “Fran”. The Millways left Britain in March 1948. They sailed on the last voyage of the Acquitania to Halifax, and then took a parlour car in a C.N. train to New Westminster and took up residence in South Burnaby. After two or three years, Reginald had established his own business, Marine Electronics. When the United Flower Growers Cooperative formed in the late 1950s, Reginald helped them assemble property at Roseberry and Marine Way in cooperation with the Director of Planning. A large auditorium was built there and Reginald helped them design, manufacture and install a complete electronic system. Modifications and additions have occurred along the way to the point that it is handling millions of dollars worth of flowers annually and it is the largest operation of its kind in Canada. Reginald Millway ran in the Burnaby elections of 1957. Newly elected Mayor Alan Emmot offered him the chairmanship of the Zoning Board of Appeal (later the Board of Variance). He remained chairman for the next 35 years. In 1962, he joined the Rotary Club of Burnaby; he served as president of the club in 1969 and was a member for over 45 years. Reginald was also an early member of the Burnaby Historical Society. He served as its president for three terms. He and Blythe Eagles went to Loughborough, England, on behalf of the Society to locate and clean up the site of Robert Burnaby's grave. Reginald was also on the committee that acquired the property and organised the establishment of the Burnaby Village Museum. Betty Millway was an accomplished writer and received the 1984 Canadian Author’s Association Allan Sagster Award for long and meritorious service. She developed Robert Burnaby's family tree for the Historical Society and in the process made many contacts with prominent citizens of Loughborough, including the executive controller of the area, who introduced the Millways to the Mayor and Council. This formed the groundwork for a close relationship which Mayor Bill Lewarne formerly developed as a Sister City relationship in 1985. The Millways were longstanding members of the Burnaby Beautification Committee and their garden was featured in Gardens West in the 1998 November/December issue. Betty Millway died July 21, 2005. Reginald E. Millway died November 7, 2010.

History
Master cabinet maker Arthur Davis and his wife Nellie Davis (nee Chard) emigrated from England, settling in South Burnaby around 1912. They built a house on Rumble Road, two doors down from Nelson Avenue School. Arthur and Nellie had five children: Arthur Jr., Alec, Mildred, Robert and Muriel, who was born in 1920. The family attended Alta Vista Baptist Church. Arthur Sr. built five more family homes over a 20 year period, all within the Imperial-Royal Oak area. Alec Davis died of an illness in 1940. Muriel attended Nelson Avenue School, and later Burnaby South High School. At the age of four, Nellie started her on lessons that went on for fifteen years. These lessons included dance, drama, piano, singing, choir practice and bagpipes. Muriel married pilot officer Gordon Skelhorne and went by Jean Shelhorne. Gordon studied medicine and became a family doctor. Jean received a Masters in Education and worked as an adult educator and counsellor. They had two children together, a daughter and a son. The son died in adolescence, the daughter now has a son of her own. Jean and Gordon Skelhorne moved from Burnaby to Mississauga, Ontario around 1963.

History
Nancy M. Bailey was the vice principal of Lord Tweedsmeer Hight School in Cloverdale, BC. In 1941, she met Laurence J. Peter, an industrial arts teacher at the school. In 1943 the couple married and in 1947 they moved to Burnaby. Laurence and Nancy had four children: two boys, John and Ted, and two girls, Alice and Margaret. The family was actively involved in the Burnaby community with Laurence and Nancy taking part in local politics and community activities and their children participating in Boy Scouts and Girl Guides and music lessons. All four children graduated from Burnaby North High School and in 1970, Ted and Alice completed their studies at British Columbia Institute of Technology (BCIT). They worked local jobs in the community including on the construction of the Burnaby Mountain Golf Course. Laurence worked as a Mental Health Coordinator (Special Counselor) in the Vancouver School System and in 1959, Nancy joined the staff at the newly opened Burnaby Central Senior Secondary School as a Math teacher. She later became the head of the Mathematics Department at the school. The couple continued their education at summer school at Washington State University in Pullman, Washington, where Nancy completed her Masters Degree in 1964 and Laurence his Doctoral degree in 1963. Laurence joined the faculty of the University of British Columbia in 1965 and received the WSU Regents’ Distinguished Alumnus Award in 1980. The couple separated in 1965 and Laurence moved to California in 1966 to teach at the University of Southern California. Nancy continued to teach at Burnaby South, until her retirement in 1978 after 30 years as head of the Mathematics Department at Burnaby Central. She was an active member of the Burnaby Historical Society for many years. Nancy passed away in Nanaimo near her family on April 21, 2013 at the age of 97.
