- In February 2001, Council formally approved the City's Corporate Records Management Program. The Program manages the creation, maintenance, and disposition of the records of the City of Burnaby. An integral part of that program is the Records Classification System and Retention Schedule (RCSRS), which provides standardized classification codes among all municipal departments and identifies the retention periods for all classes of records created or received by the City. The City Archives, opened November 10, 2001, is the official repository for all inactive civic records of permanent administrative, legal, fiscal, historical, evidential, or informational value to the City of Burnaby. The Archives is guided by its Mandate and Acquisition Policy which was first adopted by Council on August 13, 2001, and revised on September 18, 2006 to include the acquisition and preservation of private (non-governmental) records that compliment the official city records and enhance understanding of the history and development of Burnaby. Series also includes files of correspondence and other documents related to the development of individual bylaws and municipal bylaw elections, as well as appendices to bylaws, including maps, plans, and engineering related comprehensive development drawings (CD plans). - Series contains records created by the Mayor’s Office during the Mayor’s participation in civic ceremonies, awards presentations, or other special events undertaken in or for the City of Burnaby. Records include: photographs, correspondence, memoranda, speeches, reports, newspaper clippings, programmes, agendas, proclamations, plaques, itineraries, invitations, and ceremonial certificates and memorabilia. As the official representative for the citizens of Burnaby, the Mayor hosts and attends numerous ceremonies and special events throughout his/her term in office. Included in this series are records from events such as the 1984 and 1997 B. C. Summer Games, the 1992 Burnaby Centennial celebrations, and the 1971 Royal Visit from Queen Elizabeth and Prince Philip. During the course of these events, the City of Burnaby often is presented with ceremonial plaques, letters, or certificates that commemorate the special occasions and this material is included in the series. The Mayor is also responsible for seeing that awards are bestowed upon other deserving parties and ensures that achievements and special occasions are formally recognized by the City of Burnaby. Each year the Mayor presents the Kushiro Cup Award – which is named after Burnaby’s Sister City Kushiro, Japan – to an outstanding Burnaby resident and hosts such functions as municipal appreciation dinners. The records that are produced while carrying out these activities include criteria lists, resumes, correspondence, proclamations, and certificates.

In addition to records created, received, and set aside by the Clerk’s Department, this series also includes records and copies of records created and received by other City departments which are the Clerk’s responsibility to keep. As a result, files reflect the changing record keeping responsibilities of the City Clerk over the years. For instance, the series includes the City’s early financial records, including Auditor’s reports, cash books, and records related to bond sales, mortgages, taxes, and tax sales, which were the Clerk’s responsibility to keep until a municipal accountant was appointed in 1912. Series also includes records relating to the Parcel Tax Roll Review Panel (previously Court of Revision) and administration of the Clerk’s Office.

- History
- Committees of Council are comprised of Council members and citizens of Burnaby who apply to sit on a committee in a volunteer capacity. In the early years, Council committees did not include citizen participation; committees consisted of two or more councillors nominated by the Reeve, or the entire Council would sit as a committee. One councillor would be selected as committee chair. The Reeve would often sit on committees as well. Committees may also be created on an ad hoc basis to deal with particular issues as they arise. For example, a committee was temporarily formed in 1899 to oversee the construction of the new municipal hall. The earliest committees of Council were the Finance Committee, Board of Works, Board of Health and the Licensing Board. Council would also sit once a year as the Court of Revision. [In addition, Councillors also sat on intermunicipal councils with Vancouver and Coquitlam council members]. By 1910, the number of Council committees had increased in accordance with Burnaby’s development; the earliest committee minutes recorded separately from the minutes of Council date from this year.
